HomeMy WebLinkAbout921118.tiff RESOLUTION RE: ACTION OF BOARD CONCERNING HOUSING REHABILITATION PROGRAM APPLICANTS - SEVERIANO AND ANDREA BRICENO WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, on November 23, 1992, the Board was presented with a request from the Weld County Housing Authority to approve Severiano and Andrea Briceno for the Housing Rehabilitation Program, and WHEREAS, after review, the Board deemed it advisable to continue said matter to November 25, 1992 at 9:00 a.m. , to allow staff time to obtain further information as to the status of the Briceno's current bills. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Housing Authority Board, that the request from the Weld County Housing Authority to approve Severiano and Andrea Briceno for the Housing Rehabilitation Program be, and hereby is, continued to November 25, 1992 at 9:00 a.m. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 23rd day of November, A.D. , 1992. fir I, ,; ,n ? Webster R/! 921118 To: George Kennedy, Chairman From: Judy Griego, Director, Department of Social Services Re: Approval of Housing Rehabilitation Applicants Date: November 19, 1992 As discussed at the Housing Authority Work Session of November 16, 1992, we have received applications from two households who have poor credit history for the Housing Rehabilitation program. The credit history from Severiano and Andrea Briceno is not entirely medically related and are not excused for medically related expenses. The second applicant, Raul Hernandez also has poor credit; however, the credit agency has documented that all remaining debts are medically related. State regulations prevent us from denying an applicant based entirely on the credit history. Since this is the first year of the 1007 loan approach, we are recommending approval of the applicants. Approval of the applicants may mean tighter monitoring of the accounts as a means of taking preventative measures to avoid default of the loan. The Board may wish to approve applicants who have poor credit history based on medically related expenses only and deny applicants who have poor credit based on other improper uses of credit. CD e0634 Dear Board Members : The above named applicant has submitted an application for our CDBG ?rogram. The need of the family is urgent. Some of the work requirements are: (1) there is a severe ;lambing problem with no hot water which needs to be addressed; (2) there is a need for storm windows and a new front door; (2) the dhellling needs a new roof coat to eliminate leaks; (4) there are no smoke detectors . and: (5) the existing rear porch is broken and dangerous. The ranking points of the family total 65 and they qualify financially with a combined annual income of $10,596.00. All requested verification has been satisfied and is documented in their file. I call your attention to the applicant's credit report. The financing agency has reported that while some of these debts are for medical e:cpenses , t-hetr portion is not large enough to warrant a statement from them excustng the accounts for medical reasons . Whiic state regulations require_ that we do not deny applicants soley for a poor credit history, 1 feel that this history is so poor that I would like your imput and your decision on the advisability of approving this applicant. The ranking points for the applicant total 63 and their annual income of $18.000.00 for a household of five qualifies them financially. All requested verification has been satisfied and is documented in their file. You will notice that the need of the family is severe. Some of the work requirements are: (1) an electric rewire; (2) trim paint (lead) : (3) new floor covering; (4) completely new roof; (5) repair damaged gyp; (6) major repair of plumbing; (7) HVAC, Complete and; (8) a new range is needed. This project will be very extensive and will be well over budget. $17,000.00 to $18,000.00. The unit could be considered dilapidated on the 50% value clause. I call your attention to the applicant' s credit report. The financing agency has reported that all remaining debts are for medical expenses and have issued a letter documenting that information. It is included in the applicants file. While state regulations require that we do not deny applicants soley for a poor credit history, I feel that this history is so poor that I would like your imput and your decision on the advisability of approving this applicant.
