The staff has discussed your proposal to add 5-stand clay shooting to your existing use permitted by USR-389. Because of the controversy which has been associated with your permitted use in the past, the staff has decided to request you submit a petition signed by surrounding property owners within 500 feet of your permitted boundary. The petition should state that the surrounding property owners have been informed of your proposed use (the 5-stand clay shooting) and that they have no objections. After you have submitted the petition, a determination will be made regarding the change to USR- 389. I hope our request will not cause you an inconvenience. Please let me know if you have any questions. Very truly yours, Lanell J. As you will recall several months ago the planning staff , us, and our attorney spent quite a bit of time and effort preparing for and making our presentations at a show cause hearing before the Commissioners concerning the skeet field. The Commissioners ruled that since there were no substantial differences in use, safety, or impact that skeet shooting was also an allowable use of the facility . I am writing this letter to try and avoid a repeat situation, and save us all some time and effort. We have enclosed a diagram showing the original 9 trap shooting areas, the added skeet shooting area and the proposed 5 - stand shooting area. There is also a diagram which shows how the 5 - stand clay shooting area will overlay an existing trap and/or skeet field. The 5 - stand clay target shooting is comparable to both trap and skeet in virtually every category. TRAP SKEET 5-STAND Number of shooters/squad 5 5 5 No. of persons shooting at any time 1 1 1 No. of targets shot in a round 25 25 25 No. of targets shot at per station 5 2 or 4 5 No of Shooting stations 5 8 5 No. of target throwers 1 2 6 Maximum No of shots per hour 375 250 325 Direction of shooting NW,N ,NE NW,N ,NE NW,N ,NE Shoot single & double targets ? yes yes yes Use clay, disk - like target ? yes yes yes Shotgun only restriction ? yes yes yes Largest shot size allowed 7 1/2 7 1/2 7 1/2 Heaviest powder charge allowed 3 dram 3 dram 3 dram Recommended safety zone 300 yds 300 yds 300 yds As you can clearly see the 5 - stand clays shooting is very comparable to both trap and skeet . Through the use of several target throwers there is a variety of target combinations which will challenge the novice and the expert shooter alike. We feel rn r-' that this additional shooting event will allow us to meet the changing demands of our shooting clientele at an existing shooting facility. Over the past several years that we have operated this shooting range we have continually been asked to make changes and improvements to the facility most of which have been for aesthetic purposes. Upkeep and improvements for aesthetic purposes is something which must be done out of profits. In order to maintain profitability changes in the services and products offered are often necessary. The only changes which are required to set up this activity is to set up the additional throwers, no changes in hours of operation, access, clubhouse, parking, ect. are required. For all of the above reasons we feel that this does not consist of a major change in use, safety, or impact. erely, Tim Brough & is D. Elder- page - # / / -,•••••-\41 2[Pli 7; -..• - .
