RE: PRELIMINARY HEARING TO CONSIDER CREATING LOCAL IMPROVEMENT DISTRICT -
WELD COUNTY ROAD 63
A public hearing was conducted on July 10, 1991, at 10:00 A.M. , with the
following present:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Acting Clerk to the Board, Shelly Miller
Assistant County Attorney, Lee Morrison
Director of Engineering Department, Drew Scheltinga
The following business was transacted:
I hereby certify that a public hearing was conducted to consider creation
of a local improvement district along Weld County Road 63. Lee Morrison,
Assistant County Attorney, made this matter of record. Mr. Morrison said
the Board should consider accepting the draft Resolution declaring the
intent to create a local improvement district. Drew Scheltinga, Director
of Engineering, said there is only one property owner signing this
Petition. He said Weld County Road 63 would be gravelled from Weld County
Road 50 one mile south. The cost for aggregate base course is estimated
at $6,492.88; base preparation at $492.64; fence relocation at $512.00;
and the culvert extension at $3, 960. 16, with a total cost being estimated
at $11, 457.68. Mr. Scheltinga said it is proposed to construct a 12' wide
road, with 3" of aggregate base course. An existing culvert will also be
extended in order to straighten the road. He said the entire cost is to
be paid by the owner, as long as it does not exceed $11,457.68. Mr.
Scheltinga said the bidding process needs to be started, but since it is
such a small project there probably will not be very many bidders. If
there are no bids, the Weld County Road and Bridge Department will do the
work. In response to Commissioner Webster's question, Mr. Scheltinga
explained the $3,900 for the culvert is for an extension only, which will
be 10' and 60" in diameter. Clinton Warehime, Petitioner, said the main
reason for this request is because fire trucks will not come down the
existing road. Commissioner Kirby asked Mr. Warehime if they accessed
from the west presently. Mr. Warehime said yes, on a field road.
Commissioner Harbert moved to approve the draft Resolution to form the
local improvement district, with Commissioner Webster seconding the
motion. It carried unanimously.
This Certification was approved on the 15th day of July, 1991.
