Dear Mr. Burd:
RE: Asset Number 9339; Tri-County Hangars
As requested, I have prepared an appraisal of the above-referenced property
consisting of three, steel, T-hangar buildings totaling 109,456 square feet on 23.93
• acres of land. The property is located at the Tri-County Airport in southwestern
Weld County, Colorado. Property rights appraised are of the unencumbered fee
simple estate. There are two dates of value, December 9, 1988, and August 9,
1989; however, because there has been no measurable change in market conditions
between the two dates, only one value is being reported in the "as is" condition
and one at stabilized occupancy.
The subject Tri-County Hangars complex is not on airport-owned land and, as
of the date of value, lacks legal access to the Tri-County Airport terminal facilities
and runways. It is being assumed for purposes of this appraisal that a lease can
be negotiated with airport management that is typical of "through the fence"
policies that exist at other Front Range airports. The value reported is based on
Market Value, which does not address value in use. It must be noted that the
subject property likely has additional value to the owners of the adjoining airport,
who are the most logical purchasers, and that any negotiations with them should
be conducted cognizant of that fact.
ler The purpose of the appraisal is to estimate Market Value, which is defined on
page 2 of this report. A 12-month marketing period is estimated. Shown in the
Addendum, as Exhibits 1 and 2, are the Appraisal Worksheet and the Summary of
Salient Facts and Conclusions that you requested to be completed.

I have inspected the property and have endeavored to consider all factors that
affect the value thereof. I am submitting five copies of my report, which attempts
to describe the methods of valuation used and sets forth the analysis of data and
reasoning involved in deriving my conclusions.
Therefore, as a result of all considerations, I estimate the Market Value of the
subject property, as of both December 9, 1988, and August 9, 1989, to be as
follows:
