RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO,
CONCERNING SITE APPLICATION OF RIVER VALLEY VILLAGE MOBILE HOME PARK AND
AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a site application from River Valley
Village Mobile Home Park, c/o Brian J. Bell, Colorado Real Estate and Investment
Company, 26900 East Colfax Avenue, Aurora, Colorado 80018-2304, concerning the
existing waste water treatment works lift station located on the following
described parcel of land, to-wit:
Part of the EINE° of Section 10, Township 2
North, Range 68 West of the 6th P.M. , Weld
County, Colorado
WHEREAS, the regulations for site applications for lift stations require
review of the site application by the Board of County Commissioners, and further,
that various local and state agencies be given the opportunity to review and
comment on said site application, and
WHEREAS, the site application from River Valley Village Mobile Home Park,
c/o Brian J. Bell, Colorado Real Estate and Investment Company, was submitted to
the Board of County Commissioners of Weld County for review and comment, a copy
of said application being attached hereto and incorporated herein by reference,
and
WHEREAS, after study and review, the Board finds that said site application
is compatible with the Weld County Comprehensive Plan, and that it is in the best
interest of Weld County to recommend approval of said application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the site application concerning the existing waste water
treatment works lift station, submitted by River Valley Village Mobile Home Park,
c/o Brian J. Bell, Colorado Real Estate and Investment Company, be, and hereby
is, recommended favorably to the Colorado Department of Health, Water Quality
Control Division, as being compatible with the Weld County Comprehensive Plan.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said site application.

PURSUANT to the provisions of sections 24-4-103(5) , 24-4-103(11) (a) and
25-8-202(1) (e) , C.R.S. 1973, as amended:
NOTICE is hereby given that the Colorado Water Quality Control Commission,
after a public hearing September 14, 1981 and complying with the provisions
of C.R.S. 1973, 24-4-103(3) and 25-8-401(1) , adopted pursuant to C.R.S. 1973,
25-8-401(2) , 25-8-702 and Section 2.1.8 of the "Procedural Rules for All
Proceedings Before the Water Quality Control Division" on November 17,
1981, the regulations titled:
PROCEDURAL REGULATIONS FOR SITE APPLICATIONS FOR DOMESTIC
WASTEWATER TREATMENT WORKS
ALSO pursuant to C.R.S. 1973, 24-4-103(8) (b) , these regulations were submitted to
the Attorney General for review and were found to be within the authority of the
Water Quality Control Commission to promulgate and further that there are no
apparent constitutional deficiencies in their form or substance; furthermore,
the regulations incorporate by reference a general statement of their basis
and purpose and economic reasonableness and a Fiscal Statement in compliance with
C.R.S. 1973, 24-4-103(4) , (8) (d) , and 25-8-102(5) , as amended.
These regulations having been submitted to the Legislative Drafting Office within
twenty (20) days after the date of the Attorney General 's Opinion pursuant to
C.R.S. 1973, 24-4-103(d) and to the Secretary of State in time for December, 1981
publication in the Colorado Register pursuant to C.R.S. 1973, 24-4-103(5) and (11)
(d) , these regulations will become effective December 30, 1981.
A copy of said regulations is attached and made a part of this Notice.

ATTACHMENT TO SITE APPLICATION
In accordance with C.R.S. 1981, 25-8-702 (2)(a), (b) , and (c) , and the "Regulations for Site
Applications for Domestic Wastewater Treatment Works", the Water Quality Control Division must
determine that each site location is consistent with the longrange, comprehensive planning for
the area in which it is to be located, that the plant on the proposed site will be managed to
minimize the potential adverse impacts on water quality, and must encourage the consolidation
of wastewater treatment works whenever feasible.
In making this determination, the Division requires each applicant for a site approval for a
domestic wastewater treatment works to supply an engineering report describing the project and
showing the applicant's capabilities to manage and operate the faility over the life of the
project to determine the potential adverse impacts on water quality. The report shall be
considered the culmination of the planning process and as a minimum shall address the
following:
•
Service area definition including existing population and population projections,
flow/loading projections, and relationship to other water and wastewater treatment plants
in the area.
Proposed effluent limitations as developed in coordination with the Planning and Standards
Section of the Division. (Allow minimum four weeks processing time.)
Analysis of existing facilities including performance of those facilities.
•
Analysis of treatment alternatives considered.
Flood plain and natural hazard analysis.
Detailed description of selected alternatives including legal description of the site,
treatment system description, design capacities, and operational staffing needs.
• Legal arrangements showing control of site for the project life.
Institutional arrangements such as contract and/or covenant terms for all users which will
be finalized to accomplished acceptable waste treatment.
Management capabilities for controlling the wastewater throughout and treatment within the
capacity limitations of the proposed treatment works, i.e. , user contracts, operating
agreements, pretreatment requirements.
Financial system which has been developed to provide for necessary capital and continued
operation, maintenance, and replacement through the life of the project. This would
include, for example, anticipated fee structure.
•
Implementation plan and schedule including estimated construction time and estimated
start-up date.

Depending on the proposed project, some of the above items may not be applicable to address.
In such cases, simply indicate on the application form the non applicability of those.

Jesse Thomas, surrounding property owner, stated he would like in writing that
they will not effect his lake or well and control the dust.
The Chairperson asked if the applicant had any concerns with the staff's
recommendations and the proposed change of verbiage for Condition of Approval #3.
Mike Applegate said they had no problems with that.
Kenneth Schell, applicant, stated to Mr. Thomas that they will keep his pond in
good condition. Greg Thompson also stated Mr. Thomas' concerns were addressed
in writing in the Development Standards.
Ron Sommer moved to amend Condition of Approval #3 to state: "This permit shall
be valid as long as access exists across the City of Longmont property to the
Distel Farm processing site. Prior to commencing operations at the site, the
lease agreement shall be amended to an agreement that does not create separate
interest in land, but does allow access across Longmont property for the hauling
of sand and gravel materials from the Schell Pit to the Distel Pit." Motion
Seconded by Richard Kimmel.
The Chairperson asked the secretary to poll the members of the Planning

LOCATION: Approximately 1/4 mile south and west of the intersection of State
Highway 119 and I-25.
Brian Bell, applicant, stated that the lift station was built in January of 1991,
but never finished the appropriate process. This is a sewage lift station from
River Valley Village to St. Vrain Sanitation.
Ron Sommer moved that the site application for an existing domestic waste water
treatment works lift station for River Valley Village Mobile Home Park be
forwarded to the Board of County Commissioners with the Planning Commissions'
recommendation for approval. Motion seconded by Juliette Kroekel.

NOTICE is hereby given that the Colorado Water Quality Control Commission,
after a public hearing September 14, 1981 and complying with the provisions
of C.R.S. 1973, 24-4-103(3) and 25-8-401(1) , adopted pursuant to C.R.S. 1973,
25-8-401(2) , 25-8-702 and Section 2.1.8 of the "Procedural Rules for All
Proceedings Before the Water Quality Control Division" on November 17,

apparant constitutional deficiencies in their form or substance; furthermore,
the regulations incorporate by reference a general statement of their basis
and purpose and economic reasonableness and a Fiscal Statement in compliance with
C.R.S. 1973, 24-4-103(4) , (8) (d) , and 25-8-102(5) , as amended.
These regulations having been submitted to the Legislative Drafting Office within
twenty (20) days after the date of the Attorney General 's Opinion pursuant to
C.R.S. 1973, 24-4-103(d) and to the Secretary of State in time for December, 1981
publication in the Colorado Register pursuant to C.R.S. 1973, 24-4-103(5) and (11)
(d) , these regulations will become effective December 30, 1981.

Mini-Floats are pilot duty devices designed
for small diameter sumps and places where
space is a determining factor in the selec-
tion of a level control device. Mini-Floats
control the function of motor load devices,
such as contactors, motor starters, and pow-
er 1
relays, to automaticity cycle a pump or
pumps. They can also be used for alarm sig-
naling devices. Two Mini-Floats are needed
for a one pump operation; three for a two
pump operation.

Mini-Floats are available in a combination of
mounting styles, cable lengths, and circuit
configurations. Mounting styles are shown at
right: pipe mounted, (Type P), and suspended,
(Type S). 10, 15, and 25 foot cable lengths
are standard, but other lengths can be special
ordered. Electrical configurations must be
specified; normally open, (NO), for pump out
applications and normally closed, (NC), for
pump in applications.

3. "Permittee": The owner and/or operator of any lines to be installed and constructed upon any Weld County
right-of-way under this Permit.
4. "Weld County": All inspectors, agents, and employees of Weld County, Colorado, for the purposes of this
Permit. All inquiries or writings to Weld County should be directed to the Office of the Weld Counter
Engineer, P. 0. Box 758, Greeley, Colorado 60632, (303) 356-4000, extension 4750.
