NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, does hereby approve the 199291Certification of Levies and Revenues, which is to be submitted to the Department of Local Affairs, Division of Property Taxation. In consideration of the annual budget for the fiscal year beginning January 1, 1992 and ending December 31, 1992 , the City Council has determined that the proper mill levy upon each dollar of assessed valuation of all taxable property within the City of Broomfield is 13 .894 mills and accordingly hereby levies the following taxes for the following funds: 2 . 2 . 1 Tax Levy - General Fund. For the purposes of assisting in defraying the expenses of the General Fund of the City of Broomfield, Colorado, for the fiscal year beginning January 1, 1992, and ending December 31, 1992, there is hereby levied a tax of 8 . 273 mills upon each dollar of assessed valuation of all taxable property within the City of Broomfield. 2 . 2 . 2 Tax Levy - Street Fund. For the purposes of assisting in defraying the expenses of the Street Fund of the City of Broomfield, Colorado, for the fiscal year beginning January 1, 1992 , and ending December 31, 1992 , there is hereby levied a tax of 0. 584 mills upon each dollar of assessed valuation of all taxable property within the City of Broomfield. 2 . 2 . 3 Tax Levy - Library Fund. For the purposes of assisting in defraying the expenses of the Library Fund of the City of Broomfield, Colorado, for the fiscal year beginning January 1, 1992 , and ending December 31, 1992 , there is hereby levied a tax of 1. 537 mills upon each dollar of assessed valuation of all taxable property within the City of Broomfield. 2 . 2 . 4 Tax Levy - Capital Improvements Fund. For the purposes of assisting in defraying the expenses of the Capital Improvements Fund of the City of Broomfield, Colorado, for the fiscal year beginning January 1, 1992, and ending December 31, 1992 , there is hereby levied a tax of 3 . 5 mills upon each Resolution No. 127-ss Page 3 dollar of assessed valuation of all taxable property within the City of Broomfield. Section 2 . 3 Tax Levy - Subsequent Years. The taxes levied in Section 2 . 2 are applicable to 1992 and subsequent years unless changed by adoption of a resolution by the City Council. Section 2 . 4 Part of Budget. This resolution is a part of the budget adopted herein. Section 2 . 5 Certification. The City Clerk is hereby authorized and directed to certify to the County Commissioners and County Assessor of Boulder County, Colorado, to the County Commissioners and County Assessor of Jefferson County, Colorado, to the County Commissioners and County Assessor of Adams County, Colorado, and to the County Commissioners and County Assessor of Weld County, Colorado the total tax levy of 13 . 894 mills for the City of Broomfield, Colorado as set forth herein. CITY OF EVANS RESOLUTION NO. 13-1991 RESOLUTION ESTABLISHING THE 1991 TAX LEVY AND DIRECTING THE CERTIFICATION OF THE SAME TO THE BOARD OF COUNTY COMMISSIONERS WHEREAS, the Charter of the City of Evans, Colorado, as well as the laws of the State of Colorado, require the City Council to establish tax levy so as to fix the rate of taxation by the City of Evans upon property subject to the ad valorem property tax; and WHEREAS, on October 1, 1991, the City Council adopted Resolution No. 9-1991 adopting the 1992 Budget; and WHEREAS, on October 15, 1991, the City Council adopted Ordinance No. 810-91 appropriating the revenues based upon the 1992 Budget. The total property tax revenues for the 1992 Budget and appropriations needed being $350, 000; and WHEREAS, it has been indicated by City Staff that adjustments may need to be made before the exact mill levy is forwarded to the County Assessor based upon changes that may be made to the total assessed valuation; and WHEREAS, it has been recommended that the City Treasurer be authorized to insert the final total assessed valuation of property within the City of Evans as determined by the Weld County Assessor and based upon the total appropriations authorized by the City Council as outlined above compute the mill levy necessary to raise such appropriated funds. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANS, COLORADO: Section 1. The Treasurer is hereby authorized to insert appropriate mill levy based upon the Weld County Assessor 's assessed valuation of property within the City of Evans to generate the sum of $350, 000, the total amount of funds determined by the City Council by the appropriation ordinance to operate city government for the year 1992 . The first increase in staff time concerns the need to have 100% part-time hourly circulation coverage for all the hours the library is open. At present, there is no circulation staff coverage on Mondays or Fridays. This omission necessitates the director and the children's librarian to perform ell the circulation duties: checking materials in and out, answering the phone, helping patrons, shelving materials, calling reserves and overdues, checking in the mail, etc. As a result, our own jobs aren't being done on those days. It makes more sense to pay the circulation wage for the performance of these duties, rather than the professional rate o£ pay. The state library suggests that libraries should have 1 FTE (full-time equivalent) per 10,000 circulations. In Windsor, we circulate just. over 60,000 items per year, so according to the state's calculation we should have 6 FTEa. In actuality, we operate - with 3.45 FTEs! With the 14 hour circulation increase the would raise our staffing to 3.8 FTE. The second staff time increase that is greatly needed is to increase the children's librarian appointment from half time to three quarters time. Alice is incresingly frustrated by trying to perform full time responsibilities within a half time appointment. She is only able to achieve her objectives by doing a considerable amount of work at home and working more than her contract stipulates. If the children's librarian position were increased along with the circulation staff, that would raise our staffing to 4.05 FTE. I feel that these increases are essential to continue the high level of service that we provide to the people of Windsor. The overall coat to increase the circulation postiona, the children's librarian, and the accompanying PERA payment would total 810,400. The 1992 budget reflects a 5% salary increase for all staff. In 1992, she will be applying to enter the Emporia Kansas Masters in Library Science program that is offered in Colorado with cooperation of the state library. It is a 2-3 year program whereby students attend classes on 1 - 2 weekends per month. Typically, classes begin on Friday night and go through Sunday afternoon. The cost for the student is $165 per credit hour, plus books, housing, and travel. I have asked directors from other libraries, staff at the state library, and Haney Knepel from High Plains what the various institutions do to help their employee/students. The answers run the gamut from nothing to everything. Various libraries offer: release time (paid time off from work on Friday afternoon) , full tuition, part tuition, travel reimbursement, fixed annual amount., nothing, and combinations thereof. Institutions that provide some funding usually require that the student attain a grade of B or better nefore they are reimbursed. In light of the board's recent evaluation of Alice and their recommendation for her to persue a library science education, I feel that some financial support be given. Accc:. The District Is to exercise public powers in connection with soil conservation and erosion control within Its boundaries for the purpose of bringing about the conservation, development and wise use of land, water and related resources. General property taxes and specific ownership taxes provide the majority of the operating revenue received by the District. Additional revenues In the form of grants and donations are obtained from the State of Colorado - Conservation Reserve Program which is determined by the number of acres of land involved in the Cost Share Assistance Program (at twenty-five cents per acre) and from the State of Colorado Assistance. A minimal amount of operating revenue is received from counties and cities. Sales of tress, conservation supplies and income from advertisers in the District newsletter provide additional revenues. District cash reserves are invested in an interest-bearing savings account. The most significant service provided by the District is the Cost Share Assistance Program. Participants in this program request assistance in order to help defray the cost of spraying noxious weeds. Application is made to the District, and the District makes the determination of the feasibility of the practice and that estimates of the quantities are proper and feasible. Items claimed for cost assistance are to be supported by documentation of payments made to contractors. The application must be approved by the District and claims are to be submitted within nine months of application approval. The reimbursement is limited to fifty percent of the cost of the chemicals, but is not to exceed $600 to any landowner or operator in a calendar year. The District assumes no liability for the purchase, storage or application of chemicals involved in this program. Qualified District staff persons maintain personal contact with all applicants during all phases of the application to insure compliance with the program. The District Office provides the administrative functions of the District and implements policies set the District Board. This office prepares the annual budget, provides financial reporting, payroll services, manages the official District records and disseminates information to the District Board and the public, as well as providing adequate and appropriate staff support to the District Board. Expenditures include salaries and related expenses, office supplies, insurance, bonds, audits, accounting, advertising, travel, transportation, capital outlay, dues, subscriptions, education, meetings, and Weld County Treasurer fees. In addition, the District has available trees and other conservation supplies for sale to taxpayers within the District and to the general public.
