The Commissioners did not listen to the will of the people at

all . Instead they crammed their selfish plan right down our
throats and said the prison will be built at the Del Camino site.
They also rejected the Planning Commissions' decision/recommenda-
tion not to build the prison in that area. In the 3 meetings
that were held with the County and Developer , there were around
100 people at each meeting -- and most of the people were against
building the prison here. Also, more than 1600 signed the
petition against the prison site.
You would think Commissioner Kirkmeyer would have at least
supported the constituents of her area -- But NO . I also
understand Commissioner Kirkmeyer refused to meet with
representatives of this area to discuss the prison site. Not one
of the Commissioners even considered We the People ' s rights ; we
who pay their wages through our taxation.
The scary thing is , are We the People losing that precious
constitution which our forefathers hammered out to rule this
nation for all its people. Those honorable geniuses , men with
wisdom and foresight given through the almighty creator, crafted
the Declaration of Independence and our Constitution. Out of
this document We the People have God given rights which allow us
the freedom to worship as we please. This precious document has
also made America a great and bountiful place to live, with
freedom from oppression, equal opportunity, and liberty and
justice for all people in lifes endeavors .
In school I was taught we had a Republic form of Government ,
which was stated it is a Government of the people, for the
people, and by the people. I do not think our Commissioners
considered We the People at all here in the Del Camino area. I
see it as a complete rejection of our constitutional rights. We
the People rightfully expected constitutionality from our elected
officials as they cast their vote on the preparole prison.
It is the duties of our elected officials to Govern (We the
People) through the true meaning of the Constitutional documents .
Are the Commissioners governing this county through the
Constitution? I think not . A good example is our Govenor Romer
in regards to Amendment Numbers 1 and 2 . The people had spoken
through their votes on these amendments , but he did not want them
to become law which would be a guide or directive for the State
of Colorado. Therefore, Amendment 2 is still not law; it is tied
up in the court system.

Yes we have checks and balances in our form of Government even
though they sometimes become very lop-sided due to an appointed
"judge" . One man can rule something unconstitutional if he
determines them to be. That means one man/one brain, making the
decision for the many thousands that voted an issue in or an
amendment out -- the decision was made By the People .
There are vast areas of very poor unproductive land to build
prisons on. We do not have to use this prime productive land for
prisons . There are areas just east of here where the jack
rabbits have to carry a lunch sack on their back as they move a
distance . Surely, the cost of land in such a desolate area would
be considerably less and probably little or no hinderance to
development . Also, these areas too have good accessable
highways going right through them -- why, just 40 miles east of
Denver.
Some residents of the Del Camino area have lived here more than
50 years , paying taxes every year along with supporting their
schools and communities . I have lived and farmed in this area
since 1947 and have lived on the same place for the last 40
years. Should We the People not have a voice on what is done in
this area? What about our rights -- do we have any rights any
more? Let us not forget our precious Constitution and the
freedoms we have. We still have the greatest form of Government
in the world.
Three of our founding fathers stated Government itself will have
to be kept under surveillance or the Government will get to big,
whereby we will lose some of our rights and freedom. Lets help
to keep it that way on the prison site . Also, Let us not forget
but remember election day.
