The review is made under the authority of the "Solid Waste Disposal Sites and Facilities Act," Title 30, Article 20, Part 1 of the Colorado Revised Statues, as amended (the Statute), and the"Regulations Pertaining to Solid Waste Disposal Sites and Facilities." The Regulations were adopted for the implementation of the Statute and are contained in the Colorado Code of Regulations, 6 CCR 1007-2 (the Regulations). The intent of the document was to provide the plan for monitoring explosive gases at the site boundary and facility structures. The Division has the following comments regarding the report and about the site in general. 1. The Division requests that the landfill gas monitoring be performed quarterly, rather than on a semi- annual basis as indicated in the report. At least in a few areas of the landfill, the wastes are saturated, therefore the Division believes that more frequent monitoring is necessary. 2. The November 6, 1992 submittal of landfill gas monitoring has shown several perimeter gas probes (SG1, SG2, and SG20)top have exceeded the regulatory requirement of 5% by volume in air at the site boundary. Page 10 of the landfill gas monitoring plan states that if the regulatory levels are exceeded, appropriate evaluations and actions will be taken. Please specify what evaluations and actions will be taken, in light of the elevated landfill gas concentrations. 3.
