BOILER - MAME 100 PSI - RV SET 30 PSI Safety/relief valves tested satisfactorily on all of these vessels. Low water fuel cutoff protection on the steam heating boilers, and the boiler at the Fort Lupton service center was manually tested and found operative at this time. Electric probe low water fuel cutoff units on some of the other vessels can be tested by the TEST switch and, where that was the case, we found it to be in satisfactory condition. No indication of leakage or overheating was apparent on any of the units. The following recommendations are submitted. The 91-1 recommendation, marked IMPORTANT, should be completed prior to the 1991-92 heating season. Please call me if you have any questions concerning the inspections or recommendations. RECOMMENDATIONS 91-1 IMPORTANT The Alcohol Recovery Center boiler, COLO 6253, is connected to a pumped condensate return system and should have a second low water fuel cutoff provided. This cutoff should be mounted slightly lower than the existing cutoff and it should be equipped with a manual reset to prevent automatic restarting following failure of the primary cutoff. I have discussed installing manual reset protection with Mr. Allen Chapman, Loss Prevention Manager at CCI. Because of the possibility of a building or boiler freeze up due to failure to reset a cutoff, we feel it is necessary to connect the protection to an alarm or flashing light, outside the building, that can be seen by law enforcement officers. They can call the building custodian to correct the problem. Law enforcement personnel would, of course, have to be advised of this arrangement. Page 3 91-2 The existing high temperature/pressure limits on the COLO 31755, 31756, the five boilers at the library, the three boilers at Weld County Human Resources, and the COLO 1196 coil water heater at the Motor Pool Service Center, should be replaced with limits having manual resets to prevent automatic restarting following a high temperature or pressure condition. Manual resets assure that someone will check to determine the cause of the problem and correct it prior to putting the unit back on line. See recommendations 91-1 for manual reset alarm notification. 91-3 The COLO 19158, 2879, and 27910 boilers are not provided with high pressure/temperature limit switches to shut down the burner when the boilers exceed their maximum allowable pressure or temperature rating. These boilers should be equipped with high pressure or temperature limits having manual resets to prevent automatic restarting following an unsafe pressure or temperature condition. See Recommendation 91-1 for manual reset alarm notification. 91-4 The existing valves installed between the COLO 27910 boiler, at the Fort Lupton Service Center, and its low water fuel cutoff should be replaced with ball cocks so that the position of these valves can easily be determined to reduce the possibility of one or both of them being closed during normal operation. The ball cocks should provide a full flow, through the ball, to eliminate any restrictions in the cutoff piping. 91-5 Fuel train diaphragm regulators on the COLO 1196 Jarco coil water heater, at the Motor Pool Service Center, should be vented outside the building to a point at least 7` above ground. They are presently vented to an electronic igniter where a ruptured diaphragm could result in a build up of natural gas that could be explosively ignited when the burner fires. 91-6 One of the diaphragm regulators in the COLO 19158 boiler fuel train, at the Courthouse Annex, vents to the boiler room where natural gas, from a ruptured diaphragm, could escape into the area and be ignited when the burner fires. This regulator should be vented to the pilot light as other regulators in this fuel train have already been routed. Sincerely, 72 ��/�J�/ M.M.
