HomeMy WebLinkAbout930027.tiff RESOLUTION RE: APPROVE IMPACT ASSISTANCE PROGRAM APPLICATION FOR MICROWAVE TOWER AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Impact Assistance Program Application for a microwave tower with Colorado Department of Local Affairs, with the terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Impact Assistance Program Application for a microwave tower with Colorado Department of Local Affairs be, and hereby is, approved. As a result, the Southwest Weld Fire, Ambulance and Police Commission was formed. The Commission addresses other areas, but communication is our main focus . The need for improved dispatch was "officially" proved recently. On December 1st, Greeley dispatch sent the mobile Motorola Diagnostic van to the Tri Town Area. There were no serious problems identified with any of the Police, Fire or Ambulance radios . The area is in need of a "get well plan" . One was introduced by Vern Hammers at the November Commission meeting. The meetings have been productive, both Vern Hammers and County Commissioner Harbert have attended several and are working with the Commission. This is a letter of support towards the effort to improve the Southwest Weld Communications System. We feel these are life safety issues and will welcome improvements to our system. All three City/Towns will continue to maintain our equipment, and budget as possible// fort new equipment, radios, etc . The purpose of this Grant will be to place a repeater and microwave link on the KDHT tower just east of Frederick, Colorado. We feel this addition to the Weld County Communications System will greatly improve Law Enforcement Communications in the south Weld County area, which will enhance the safety and efficacy of their operations and in doing so will upgrade the capabilities of all the Emergency Service Providers in this area. We also applaud the foresight that the Weld County Commissioners have exhibited in choosing the option they did from the three that were available. It was not the option with the lowest initial cost, but it will allow easier and more economical upgrades in the future should they become necessary. That demonstrates a long term commitment to having an excellent communications system in Weld County. Law 1 radio channel (frequency 460/465.400 MHZ) being broadcast from the South radio tower, 18490 WCR 38, does not give adequate radio coverage to several southern county municipal- ities including Frederick, Firestone, Dacono, and Lochbuie. Police officers have complained from time-to-time about the poor radio coverage. Radio signal measurements have been made throughout the area and the marginal signal level substantiates the requirement to improve the signal strength in order to provide acceptable radio coverage. The solution is to reuse Law 1 at the KDHT Tower with a voter receiver network to bring the strongest transmission back to the Weld County Dispatch Center. The Law 1 repeater will provide optimum radio coverage for all affected municipal police agencies if it is located 500 feet up on the tower. A voter receiver network can be developed by electronically connecting the South Tower to the KDHT Tower. This electrical connection between the towers can be accomplished by installing a microwave link between the KDHT (Tri-Area) Tower and the South Tower. Weld County has nearly 7,000 producing oil and gas wells and last year was the third most productive oil and gas county in the Rocky Mountain Region. Over $250 million dollars of oil and gas was produced last year in Weld County. DOL indicates over 1,350 energy related employees in Weld County. Oil and gas production is spread throughout Weld County. 2. Cite the number of energy/mineral production employees residing within the iurisdiction. 1,350 energy related employees of producing companies. As many as to,750 jobs are estimated to be supported by energy resources in Weld County What was the 1990 Census population of the applicant jurisdiction: 131.821. These services serve energy related employees and families. More specifically, the communica- tions services dispatches emergency service personnel, i.e. fire and ambulance, to energy related accidents and fires. 4. List proposed energy/mineral projects which have the potential to affect the community. Continued oil and gas exploration in the Denver-Julesburg Basin indicates as many as 750 Codell wells could be drilled in the next 12 months in Weld County. 5. Yes — No — Weld County has operated under a 5% Home Rule Charter limitation- for 17 years. In the last ten years, five bond and sales tax elections have been defeated. With Amendment 1, the county, special districts, and municipalities serviced by this project are all struggling financially and cannot afford the added capital costs. All of Weld County's 1992 and 1993 capital funds are going to a jail expansion project. 5.
