RE: APPROVE INCREASING SPEED LIMIT ALONG EAST 16TH STREET FROM ASH AVENUE TO
FERN AVENUE FROM 30 MPH TO 40 MPH
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, on April 13, 1992, the Weld County Engineering Department
recommended to the Board that the speed limit along East 16th Street from Ash
Avenue to Fern Avenue be increased from 30 mph to 40 mph, and
WHEREAS, on April 13 the Board deemed it advisable to continue said matter
to May 4, 1992, to allow the Engineering staff time for further investigation as
to the necessity of said increase, and
WHEREAS, on May 4, 1992, the Engineering staff, after further investigation
of said matter, recomended to the Board that the speed limit be raised because
70 percent of the residents are in favor and five out of six factors allow said
raise, and
WHEREAS, the Board has determined that said traffic devices are necessary
for the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Engineering be, and hereby is, directed
to increase the speed limit along East 16th Street from Ash Avenue to Fern Avenue
from 30 mph to 40 mph, for the safety of the general public, and that said signs
must conform to the State manual and specifications.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 4th day of May, A.D. , 1992.

subject: East 16th Street Speed Limit
On April 13, 1992, the commissioners continued the item of raising the speed
limit along East 16th Street from 30 mph to 40 mph until the May 4, 1992 board
meeting. The commissioners directed me to poll the property owners along East
16th Street. Attached is a copy of the letter sent to the property owners.
Also, the letter contains information on the six factors we consider when
setting speed limits.
There were 83 letters sent out and we have received 35 responses. Seventy-one
percent approve raising the speed limit and 29 percent are opposed. In reading
the comments, both those who approve raising the speed limit and those who were
opposed say there is a substantial amount of excessive speeding. Those opposed
to raising the speed limit fear people who are now driving 60 mph will go even
faster. As we have seen many times in the past, adjusting a speed one way or
another will have no effect on that kind of driver. Only consistent law
enforcement will control excessive speeds.
Five out of the six factors for establishing speed limits indicate the speed
limit could be raised. They are vehicle speed data, accident experience, road
characteristics, hazardous locations, and parking practices/pedestrian
activities. However, the roadside development is highly residential,
indicating the existing 30 mph could be left in place.
4 I recommend raising the speed limit from 30 mph to 40 mph because 70 percent
of the residents are in favor and five out of six factors would allow raising
the speed limit.
During the April 13 meeting Commissioner Harbert noted people on East 18th
Street had requested the speed limit be lowered. That was on the stretch of
U.S. Highway 34 where the speed limit is presently posted at 45 mph.

Dear East 16th Street Property Owner:
The Board of Weld County Commissioners has received a request to raise the
speed limit on East 16th Street, between Ash and Fern Avenues, from 30 mph to
40 mph.
Weld County establishes speed limits based on the Manual on Uniform Traffic
Control Devices for Streets and Highways, as published by the U.S. Department
of Transportation, Federal Highway Administration. The manual has been adopted
by Colorado State Statute CRS-42-4-501 as the uniform system to be used
throughout the state. There are six factors we must consider in establishing
speed limits. They are as follows:
Vehicle speed data
Roadside development
Accident experience
Road characteristics
Hazardous locations
Parking practices/pedestrian activity
We have examined the speed of the existing traffic and find a very high
percentage exceeding the existing 30 mph speed limit. That indicates the speed
limit could be raised.
Roadside development is largely residential, indicating the 30 mph speed limit
is reasonable.
Accident records indicate a low accident experience, indicating the speed limit
could be raised.
Road characteristics such as shoulder condition, grade, alignment, and site
distance do not pose a problem, which make it possible to raise the speed
limit.
There are no hazardous locations such as curves that require a lower speed
limit.

There is very little parking or pedestrian activity that would require lower
speed limits.
The Board of Weld County Commissioners would like further input from property
owners before making a decision. All property owners along East 16th Street
between Ash Avenue and Fern Avenue are being asked to respond.
Please complete the attached form by indicating your name and address, if you
approve or disapprove of raising the speed limit to 40 mph, and include any
comments. Please return the form by April 24, 1992. A copy of the Colorado
Department of Highway's publication Establishin B—IggAlistic Speed Limits is
enclosed for your information.

Dear sirs,
I am writing to follow up on a conversation that I had
with Mr. Kennedy concerning the speed limit on east 16th St.
east of Greeley. The current speed limit is 30 MPH. This is a
county road which is used by a good number of people on their
way into Greeley. My business is also located on east 16th St
as well as my home . Driving 30 MPH on this street is
difficult at best. The road is open and although lined with
homes there is little side road traffic. During the past
several months the State Patrol has been patrolling here with
increased frequency. While they stop numerous speeders they
agree that the speed limit is too low and seldom issue
citations. I would much prefer that the speed limit be
increased to 40 or 45 MPH and then enforced than to continue
on the present course . With the speed limit on most of the
city streets at or above 30 MPH it seems logical that a
county road could be posted higher. Please look into this and
let me know what you determine to be the proper course of
action.
