RE: APPROVE EXPENDITURE AUTHORIZATION REQUEST FOR TITLE II-A AND TITLE II-C
JOB TRAINING PLAN PROGRAM ENHANCEMENT AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Expenditure Authorization
Request for Title II-A and Title II-C Job Training Plan Program Enhancement, 5%
Performance Incentive, between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, and the Governor's Job
Training Office, commencing July 1, 1994, and ending June 30, 1995, with further
terms and conditions being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said
request, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Expenditure Authorization Request for Title II-A and
Title II-C Job Training Plan Program Enhancement, 5% Performance Incentive,
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, and the Governor's Job Training Office be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said request.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 7th day of February, A.D. , 1994.

Weld County Title II-A & Title IIC Program Enhancement
IV: SCOPE OF WORK
A. Purpose/Goal
Weld County will use the award of $42,601 in PY 93 Program Incentive
Funds to enhance the Title II-A & Title IIC Programs.
The Weld County SDA will serve the planned number of clients
applying for services under the Title II-A & Title IIC Programs
which will be identified for Program Year 1994. Due to the changes
in the JTPA Amendments and the decrease in funding, the Program
Incentive dollars will be used to provide programs services.
B. Additional Services to be Provided
Weld County does not anticipate additional services will not be
discussed in the Job Training Plan (JTP) .
C. Projected Number of Participants to be served
The participants to be served will be included in the Title II-A
and Title II-C Job Training Plan.
D. Expected Outcomes
Not applicable. The expected outcomes will be described under Weld
County's Title II-A & Title II-C Job Training Plan.
E. Coordination With Other Agencies
Coordination with other agencies has been described in Weld County's
Job Training Plan.

V. BUDGET INFORMATION SUMMARY
The $42,601 requested will be split between Administration (20%) and
Training Related (30%) and Training (50)% cost categories as follows:
o The $8,420.00 (20%) in the Administration category will be used
for pro rata share of administrative salaries and costs.
o The $12,780.00 (30%) in the Training Related category will be used
primarily for staff support to implement the employment and
training programs described under the JTP. These activities will
include outreach, recruitment, and application taking.
o The $21,301.00 (50%) in the Training category will be used for
training programs and case management.
The budget is located on page 3.
VI. SPECIAL CONDITIONS
A. The Weld County SDA agrees to comply with Section 141(c) of the
JTPA, The text of which follows" "No funds may be used to
assist in relocating establishments, or parts thereof, from
one area to another unless the Secretary determines that such
relocation will not result in an increase in unemployment in
the area of original location or in any other area."
B. For the purposes of the EA, the Weld County SDA agrees to comply
with all Assurance contained in its Job Training Plan/Master
Contract for the program year.

JTPA Performance Incentive Funding Request
Subject:
Enclosed for Board approval is an funding request under the Job Training
Partnership Act Performance Incentive Program for $42,601.00. These performance
incentive funds are available because all performance standards were met and
exceeded under the Job Training Partnership Act Adult and Youth Programs during
Program Year 1993.
These funds will be used to serve clients under the Title II-A Adult and Title
II-C Youth Programs beginning July 1, 1994.
