RE: PRELIMINARY HEARING TO CONSIDER CREATING LOCAL IMPROVEMENT DISTRICT -
WELD COUNTY ROADS 15 AND 84
A public hearing was conducted on July 10, 1991, at 10:00 A.M. , with the
following present:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster

The following business was transacted:
I hereby certify that a public hearing was conducted to consider creation
of a local improvement district along Weld County Roads 15 and 84. Lee
Morrison, Assistant County Attorney, made this matter of record. Mr.
Morrison said the Board should consider accepting the draft Resolution
declaring the intent to create a local improvement district. Drew
Scheltinga, Director of Engineering, said Weld County Road 15 would be
paved from State Highway 14, approximately 3.3 miles North to Anheuser-
Busch. Weld County Road 84 would be paved between Weld County Roads 13
and 15. The lanes would be 12' wide with 4' shoulders, and a 6" aggregate
base course. He said the property owners would be assessed $3,500 per
parcel. The preparation work, estimated at $313,900, would include a
culvert extension and elevating a low area. Mr. Scheltinga said the
paving and shouldering is estimated at $288, 100, with a total being
estimated at $602,000. The districts share is estimated to be $66,500,
Anheuser-Busch at $291, 100, and Weld County at $244,400. The proposed
district consists of 19 parcels, and the Petition was signed by 17 owners.
The bidding process, which will include cost-saving procedures by offering
the use of Weld County gravel, should be started. Chairman Lacy commented
on the cost of graveling compared to paving. After some discussion
concerning the depth of asphalt, Mr. Scheltinga gave statistics of the
traffic counts done in the proposed district. Lyle Nelson, property
owner, stated concerns about his cost of the district. The Board and Mr.
Morrison answered questions for Mr. Nelson. Dorothy Schild, property
owner, explained the background of the initiation of the Petition. Ms.
Schild said Anheuser-Busch's NutraTurf consists of 1000's of acres and
creates heavy truck traffic. She said Anheuser has been very cooperative,
however, with contributing to the proposed local improvement district.
Ms. Schild made further comments concerning the deterioration of the road
in the past two years. In response to a question from Commissioner
Webster, Ms. Schild said 17 of the 19 property owners signed the Petition,
some of which do not even live in the area. Jake Mill, property owner,
said he objects to paying his share of the paving for Weld County Road 84
because he lives in Fort Collins. Tracy Eicheim and Greg Remmenga, also
property owners, spoke in favor of said district and stated safety
concerns are their main reasons. Commissioner Webster asked what the cost
is to maintain a gravel road. Mr. Scheltinga said approximately $1, 650
per year per mile, based on the road. There was further discussion
concerning the depth of the asphalt. Commissioner Kirby said the
specifications may be high for this district, but there is good
cooperation with the residents and Anheuser. Commissioner Harbert moved
to approve the draft Resolution to form the local improvement district,
with Commissioner Webster seconding the motion. Chairman Lacy said he is
not opposed to the district, but he is opposed to the extreme cost. The
motion carried four to one, with Commissioner Lacy voting nay.
