RE: RECOMMEND TO CONGRESS TO DESIGNATE A PORTION OF THE CACHE LA
POUDRE RIVER AS A NATIONAL HERITAGE CORRIDOR
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , Congressman Hank Brown has provided sustained
leadership and assistance in assessing federal designation for
portions of the Poudre River, and
WHEREAS, the Poudre River Legislative and Management Task
Force of the City of Fort Collins has submitted a report of
findings and recommendations, and
WHEREAS, the Board has found that although legislative and
management documents could be developed that are appropriate for
the Poudre River National Recreation Area, such a designation may
not be truly reflective of local community values and needs, and
WHEREAS, there is substantial broad-based community support
for a National Heritage Corridor designation and a river
management program.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Weld County, Colorado, endorse the findings of
the "Task Force" , and recommends Congress proceed directly with
designating a portion of the river as a National Heritage
Corridor.
BE IT FURTHER RESOLVED that the Board encourages the affected
citizens and other interested groups to work with our federal
legislators in drafting enabling legislation for designation that
would contain specific language protecting local values relative
to private property rights, water use, and land use.
BE IT FURTHER RESOLVED the further exhaustive study be done
as to the boundaries of the National Heritage Corridor.

and seconded, adopted by the following vote on the 9th day of
