BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JULY 8, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, July 8, 1991, at the hour
of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert - Excused
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas 0. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of County Commissioners meeting of July 3, 1991, as printed.
Commissioner Webster seconded the motion, and it carried
unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Kirby seconded the motion, and it carried
unanimously.

REPORTS: There were no reports at today's meeting.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $204,824.82
Handwritten warrants:
General fund $ 62,388.53
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Webster seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.
BUSINESS:
NEW: CONSIDER CONSENT TO COMMINGLING WITH BASIN EXPLORATION AND
AUTHORIZE CHAIRMAN TO SIGN - SE,' 518, T2N, R65W: Tom David
explained the wells to be commingled into one production unit
are northeast of Ft. Lupton, and everything appears to be in
order. Commissioner Webster moved to approve said Consent to
Commingling with Basin Exploration and to authorize the Chairman
to sign. Commissioner Kirby seconded the motion, which carried
unanimously.

CONSIDER OIL AND GAS DIVISION ORDER WITH ENERGY PIPELINE
COMPANY/ROGGEN GAS PROCESSING COMPANY AND AUTHORIZE CHAIRMAN TO
SIGN - WiE',- S32, T4N, R64W: Mr. David stated this well is east
of Gilcrest. The County interest is extremely small, consisting
of only a few square feet. He said everything appears to be in
order. Commissioner Kennedy moved to approve said Oil & Gas
Division Order and to authorize the Chairman to sign.
Commissioner Kirby seconded the motion, which carried
unanimously.
PLANNING: CONSIDER RESOLUTION RE: VIOLATIONS OF THE ZONING AND BUILDING
CODE ORDINANCES - HANSCOME, VINCEQUERRA, MUSTARD AND ASSOCIATES,
NESVIK, YO0, STEINBACK, FROST, CARTER, MILLER, OUTDOOR
PROMOTIONS, WILSON, GUILLORY, RUSHING, TAYLOR, STAN BARRETT,
INC. , TINNIN, PRICE, CZARNECKI, AND GRIEGO: Commissioner
Kennedy moved to approve this Resolution authorizing the County
Attorney to proceed with legal action against Colvin Hanscome,
Dorothy Vincequerra, Mustard and Associates, Donald D. Nesvik,
Jin Hyeng Yoo, Mike Steinbach, David E. and Linda G. Frost, K.
Scott and Juanita D. Carter, Bradley and Mary Miller, Outdoor
Promotions, Leo Wayne & Cynthia Diana Wilson, Mike and Lois
Guillory, Clinton B. , Jr. and Vicki Rushing, William and Betty
Jo Taylor, Stan Barrett, Inc. , Orville and Lou Tinnin, Jack W.
and Joan M. Price, Garry and Gay Lynn Czarnecki, and Kenneth L.
Griego, for violations of the Weld County Zoning and Building
Code Ordinances. Commissioner Kirby seconded the motion, and it
carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:10 A.M.

in regular session as the Board of Social Services in full
conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, July 8, 1991, at the hour of 9:00 A.M.
