The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws
of said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, January 14, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of
the members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Assistant Weld County Attorney, Bruce Barker
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don .Warden
MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of County Commissioners meeting of January 9, 1991, as printed.
Commissioner Kirby seconded the motion, and it carried
unanimously.
CERTIFICATIONS
OF HEARINGS: Commissioner Kennedy moved to approve the Certifications for the
hearings conducted on January 9, 1991, as follows: 1) Show
Cause Hearing, Harold Baumgartner. Commissioner Kirby seconded
the motion, and it carried unanimously.
ADDITIONS: There were no additions to today' s agenda.
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Harbert seconded the motion, and it
carried unanimously.

REPORTS: There were no reports today.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $423,348.72
Handwritten warrants:
General fund 294.00
Payroll 392 . 89
Commissioner Kennedy moved toapprove the warrants as presented
by Mr. Warden. Commissioner Webster seconded the motion which
carried unanimously.

Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.
BUSINESS:
NEW: CONSIDER STATE HIGHWAY ACCESS PERMIT FOR WELD COUNTY ROAD 25
ONTO STATE HIGHWAY 14, AND AUTHORIZE CHAIRMAN TO SIGN: Drew
Scheltinga, County Engineer, explained that this is to allow the
upgrade of the intersection at Weld County Road 25 and State
Highway 14, in conjunction with Waste Services Corporation' s
upgrade of those same roads. Commissioner Harbert moved to
approve said Permit. Commissioner Kirby seconded the motion,
which carried unanimously.
CONSIDER RESOLUTION RE: APPOINTMENTS TO WELD COUNTY UNIFORM
BUILDING CODE BOARD OF APPEALS: Commissioner Webster moved to
appoint Karl Schmidt and Doug Round with terms to expire
December 31, 1991, and to reappoint Stephen Wernsman and Larry
Jorgensen with terms to expire December 31, 1993. Commissioner
Harbert seconded the motion, which carried unanimously.
CONSIDER -RESOLUTION RE: APPROVE CANCELLATION OF PAYROLL
WARRANTS: Commissioner Kennedy moved to approve cancellation
of payroll warrants. Commissioner Harbert seconded the motion,
which carried unanimously.
CONSIDER RESOLUTION RE: APPOINTMENT OF CATHERINE FLOT AS DEPUTY
CLERK TO THE BOARD: Commissioner Kennedy moved to appoint
Catherine Flot as Deputy Clerk to the Board. Commissioner
Harbert seconded the motion, which carried unanimously.
CONSIDER FINAL READING OF ORDINANCE NO. 118-J, IN THE MATTER OF
REPEALING AND RE-ENACTING ORDINANCE NO. 118, AS AMENDED, WELD
COUNTY PERSONNEL POLICY HANDBOOK: Commissioner Kennedy moved
to read Ordinance No. 188-J by title only. Commissioner Harbert
seconded the motion, which carried unanimously. Bruce Barker,
Assistant County Attorney, read said Ordinance title. There
were no public comments. Commissioner Kennedy moved to approve
Ordinance No. 118-J on final reading. Commissioner Harbert
seconded the motion, which carried unanimously.
CONSIDER SECOND READING OF ORDINANCE NO. 163, IN THE MATTER OF
PROHIBITING LITTERING OF PUBLIC AND PRIVATE PROPERTY, AND
PROVIDING FINES AND PENALTIES FOR VIOLATIONS THEREOF:
Commissioner Kennedy moved to read Ordinance No. 163 by title
only. Commissioner Webster seconded the .motion, which carried
unanimously. Mr. Barker read said Ordinance title. There were
no public comments. Commissioner Kennedy moved to approve
Ordinance No. 163 on second reading. Commissioner Harbert
seconded the motion, which carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. Ordinance No. 118-J was approved on Final
Reading, and Ordinance No. 163 was approved on second reading
at today's meeting.
Let the .minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.

in regular session as the Board of Social Services, in full
conformity with the law and bylaws of said Board at the regular

Contract. Commissioner Kennedy seconded the motion, which
carried unanimously.
CONSIDER CHILD ABUSE CONSULTATION CONTRACTS - DR. DONALD COOK
AND DR. THERON SILLS, AND AUTHORIZE CHAIRMAN TO SIGN:
Commissioner Harbert moved to approve said Contracts.
Commissioner Kennedy seconded the motion, which carried
unanimously.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
