RE: APPROVE STATEMENT OF GRANT AWARD FOR VICTIMS OF CRIME ACT PROGRAM FROM
DIVISION OF CRIMINAL JUSTICE AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Statement of Grant Award for
Victims of Crime Act Program from the Colorado Division of Criminal Justice,
commencing October 1, 1993, and ending September 30, 1994, with further terms and
conditions being as stated in said award, and
WHEREAS, after review, the Board deems it advisable to approve said award,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Statement of Grant Award for Victims of Crime Act
Program from the Colorado Division of Criminal Justice be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said award.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 18th day of October, A.D. , 1993, nunc pro

Please find enclosed two sets of the Statement of Grant Award (SOGA) for your
recently funded VOCA project. One is blue; the other is white and has a copy of your
application attached. Please read all of the instructions and conditions carefully.
Both sets of your SOGA (blue and white) must be signed by your Authorized Official
and returned to DCJ, Attention: Chris Navarro, as soon as possible. Please keep the

New subgrantees will find enclosed 2 copies of the "Administrative Guide for Federal
Justice Grant Programs." However, since the guide was not revised this year, I have
not enclosed additional copies for continuing grants. It is imperative that both the
Project Director and Financial Officer read and understand the guide. Please make
certain now that you have sufficient copies--it's green and is dated September, 1990.
If you need additional copies, please call Colleen Shepherd, (303) 239-4479, and
request the number that you need.
I have enclosed a "Quick Reference to the Administrative Guide," which will call to
your attention some very important issues which are sometimes overlooked. Please
use the "Quick Reference" to beain your review of the Administrative Guide.
CASH REQUESTS and REPORT FORMS
You may submit your first cash request when you return the Statements of Grant
Award. Cash request forms and various reporting forms (some of them revised) have
been enclosed. You may not have a need for all of them. If you need additional forms
feel free to make copies, or you may request them from this office. The instructions

the forms themselves. Please refer to Grant #93-VA-93-VA-19- 63 in all

I need to emphasize that this VOCA grant will expire on September 30, 1994.

STATEMENT OF GRANT AWARD
INSTRUCTIONS
1. Grant activities must be based on the approved budget in this document and grant activity must be based on the approved
objectives in the attached grant application. The subgrantee must secure prior written approval from the Division of
Criminal Justice if there is to be a change in any budget category.
2. The Financial Officer of the project must be provided a copy of this document in order to adequately prepare the
necessary financial reports.
3. Review carefully the Certified Assurances and Standard Conditions contained on pages 15 through 19 of the attached
grant application.
4. Review carefully the Administrative Guide accompanying this Statement of Grant Award. The Administrative Guide
includes procedures regarding this document, procedures for requesting grant funds and procedures for quarterly
reporting.
5. This grant award may be voided without further cause if it is not signed by the Authorized Official and returned to the
Division of Criminal Justice within 45 days of the date of issuance.
6. The signature of the Authorized Official below should be the same as the one on page 20 of the attached grant
application. If there has been a change in the Authorized Official, please submit with this document DG Form 4BB
or a letter so stating.
7. The subgrantee must notify the Division of Criminal Justice,in writing,of any changes in the Project Director,Financial
Officer or Authorized Official.
Standard Conditions;
1) Commencanent within 60 Days. If a project is not operational within 60 days of the original starting date of the grant
period, the subgrantee must report by letter to the Division of Criminal Justice the steps taken to initiate the project, the
reasons for delay, and the expected starting date.
2) Operational Within 90 Days. If a project is not operational within 90 days of the original starting date of the grant
period,the subgrantee must submit a second statement to the Division of Criminal Justice explaining the implementation
delay. Upon receipt of the 90-day letter, the Division of Criminal Justice may cancel the project, or where extenuating
circumstances warrant, extend the implementation date of the project past the 90-day period.
3) When issuing statements,press releases, requests for proposals,bid solicitations,and other documents describing projects
or programs funded in whole or in part with federal money, all subgrantees receiving federal funds, including but not
limited to state and local governments, shall clearly state (1)the percentage of the total cost of the program or project
which will be financed with federal money, and (2) the dollar amount of federal funds for the project or program and
(3)use the phrase: ..."through the Division of Criminal Justice, Department of Public Safety."
4) Either party may terminate the grant with thirty days written notice of intent to cancel or terminate. The grant may be
terminated if the services are not satisfactorily performed by the subgrantee or if it is in the best interest of the State
of Colorado to terminate the grant. If the grant is terminated by either the subgrantee or the State, the subgrantee shall
be paid a prorated amount based on the number of days of project operation prior to the date of termination. Any
equipment purchased under this grant would revert to the Division of Criminal Justice upon termination of the grant.
5) Federal funds for this grant award expire September 30, 1994. Therefore, no grant extensions are possible.
Unexpended funds remaining on September 30, 1994, must be returned to the Division of Criminal Justice.

SIGNED BY THE DIRECTOR OF THE DIVISION OF CRIMINAL JUSTICE OR SUCH DIRECTOR'S DESIGNEE AND
BY THE CONTROLLER OF THE STATE OF COLORADO OR SUCH CONTROLLER'S DESIGNEE.
Responsibility for narrative and fiscal reporting requirements are delegated to the designated project Director, who will sign
all such reports. This delegation is for purposes of reporting to the Division and for operational ease, and in no way limits
the authority and responsibility of the Authorized Official.

Quick Reference
1. Do you have approved expenses in the Personnel Category of your budget? Be sure and
read page 3-3 in your guide regarding time and attendance records. A sample time sheet
is illustrated in appendix 5.
2. Do you have approved expenses in the Consultants/Professional Services Category?
Read pages 3-5 and 3-6 very carefully regarding debarment, contracts, records, and
compensation. Appendix 4 and Appendix 2 contain additional information yital to the
execution of your grant.
Remember prior approval by DCJ is required for all non-competitive procurement (see
Page A2-3).
3. Do you charge any fees for services provided in your VOCA project? This is Project
Income. Read pages 3-7, 3-8, and 3-9, and see DCI Form 1-B, Al-as through A1-15.
4. Do you know what information and statistics you will be responsible for providing to
DCJ at the end of your first quarter? (By January 15. 1994, to be exact.) Please review
DC Forms IA and 2V now so that you will keep appropriate records throughout the
quarter.
5. Please note that I expect quarterly reports to be received (or at least postmarked ) by
the due date. Accuracy is also expected. Chronic tardiness and/or errors are noted and
may become a factor in continued funding.

1548 Projea Summary
The 1992 statistics continue to indicate the growing severity of
the domestic violence problems in the 19th Judicial District (the
19th Judicial District is synonomous with Weld County) . In 1992,
there were 568 arrests made in domestic violence crimes . However,
this does not reflect the over 1000 police contacts involving
domestic disputes . In 1992, A Women's Place, the battered women's
shelter in Greeley, reports 3,233 nights of crisis shelter given to
approximately 258 battered women and their children, 1130 crisis
counseling calls, plus a total of 2,381 domestic violence
information and referrals. These growing numbers impact the 19th
Judicial District Attorney's Victim Assistance Program as this
project provides education, legal liaison, referral and support
services to these victims. This program is only one of its kind
within the 19th Judicial District to provide such a service.
In addition to domestic crimes, the special populations of the
elderly and disabled are in great need of education, legal liaison,
referral and support services within the the 19th Judicial
District. There are no unique services for the elderly and
disabled within the 19th Judicial District 's Criminal Justice
System. Investing time through this project with these unique
victims can be empowering in order for them to be invested in the
court process and their own recovery.
16. Project Description:
The 19th Judicial District Attorney' s Domestic Violence and Special
Populations Victim Liaison Project is staffed with one . 20
FTE,Community Counselor II, who is the coordinator and 1 volunteer,
both of whom work directly with domestic violence and the elderly
and disabled victims of crime who are involved in the Criminal
Justice System.
A domestic violence victim is referred to this project by the
shelter. It is at this time that the support services and
education are offered to that victim, i,e. , court process
information, bond/sentencing options, referrals to other agencies,
victim compensation and crisis counseling.
This project will provide legal liaison, education and personal
support services to the elderly and disabled victims of crime who
are involved in the 19th Judicial District Criminal Justice System.
Referrals will come from law enforcement, District Attorney's
Office, and other agencies in the community. As a part of the
District Attorney' s Office this project will continue to educate
Law Enforcement, the D.A. 's Office and community agencies about the
special services to be provided by this project early in the
criminal justice process and collect data on numbers served for
future planning.

GOAL 1:
To provide direct services as Criminal Justice support and
education to victims of domestic violence in the 19th Judicial
District Criminal Justice System.
OBJECTIVE:
- To send copies of Restraining Orders and Bond Conditions to 600
(not including children) to victims of domestic violence when
partners are arrested.
- To provide information about liason services to 300 domestic
violence victims (i .e. case status, dropping of charges, bond
conditions, disposition and courtroom advocacy)
- To provide liaison services to 300 domestic violence victims
and the District Attorney.
- To refer 300 domestic violence victims to other community
agencies including; victim compensation, A Woman' s Place, Legal
Aid, mental health services, Department of Social Services and
Child Advocacy Resource and Education, Inc. (CARE) for services .
- To provide education and information to the 19 law enforcement
agencies in Weld County and at least 10 other agencies working
with victims of crime about the liaison services through this
project for domestic violence victims and their children.
GOAL 2 :
To enhance and expand direct services as criminal justice support
and education to elderly and disabled victims of crime in the 19th
Judicial District Criminal Justice System.
- To provide education and information to the 19 law enforcement
agencies in Weld County and at least 4 other agencies working
with elderly and disabled about the liaison services through this
project.
- To act as liaison to eldery and disabled victims of crime
between the victim and the District Attorney by providing
legal education, liaison, referral and support services within
first quarter of the 1993-94 funding year.
- To provide assistance to elderly and disabled victims of
crime in applying for Victim Compensation within the first
quarter of the 1993-94 funding year.
- To collect statistical data related to the number of elderly and
disabled victims of crime served by this project on a monthly
basis for the 1993-94 funding year.

The major differences between our 1992 VOCA Project and the
proposed 1993 VOCA Project is the focus on special populations,
specifically elderly and disabled victims of crime. Our 1992 VOCA
Project concentrated primarily on the domestic violence victims and
how the Domestic Violence Task Force made significant changes in
the direct services to domestic violence victims and their children
in Weld County.
The numbers have increased in our direct services to victims of
domestic violence and with the impact of the Victims ' Rights
Amendment, and it is anticipated that the domestic violence numbers
will grow along with all other populations of crime victims who are
in need of direct services within the Criminal Justice System.
Also, this project will seek to unite all agencies who serve
victims of crime to enhance services and to identify the quality
and consistency of direct services in this area. Increased
education regarding our services to law enforcement, the D.A. 's
office and other agencies regarding domestic violence victims and
special populations will also increase the numbers served by this
project.
The amount requested for this proposal is less than 10% of the
amount received in our 1992 VOCA Grant Award ( 1993 requested:
$5,000.00; received in 1992 : $4 ,605. 00) a difference of $395.00.
It is felt that with a small increase and slight alteration of
priorities, this project can provide direct services to both
domestic violence victims and elderly and disabled victims of
crime. Data collection will be important to determine the numbers
of special populations receiving services from this project for
1993-94 to assess future need.

Project Liaison:
The salary is based on Ms . Walker's 1992 figure of $25,000x with
20% of her time exclusively devoted to the District Attorney' s
Domestic Violence and Special Populations Victim Liaison Project.
Ms. Walker's salary is made up by the Victim Assistance Program and
VALE Funds (job description in Appendix B) .
This position is described as Community Counselor III per the Weld
County Personnel pay level at $11.05 per hour. This rate per hour
is equivalent to the average pay scale for counselors performing in
a similar position in this area with the addition of benefits .
This rate of pay is determined by Weld County Personnel for the
position held by Jennifer Walker.
Benefits :
Benefits, insurance and taxes for 15% of Ms. Walker' s salary is
calculated at the Weld County rate.
Supplies and Operating Expenses:
Copying, materials, and maintenance of copiers are supplied by Weld
County (copies based on . 11 per copy plus maintenance) . Cost
breaks out to be approximately $46 . 00 per month) .
Supplies are also supplied by Weld County which includes all

1. The applicant assures that fund accounting,auditing,monitoring,evaluation procedures and such records as the Division
of Criminal Justice shall prescribe shall be provided to assure fiscal control, proper management and efficient
disbursement of funds received.
2. The applicant assures that it will comply with applicable financial and administrative OMB Circulars A-87, A-102
(Common Rule), A-128, A-110, and A-133, and will comply with the provisions of the Office of Justice Programs
publication M7100.1D,Financial and Administrative Guide for Grants. For practical purposes,the requirements which
are pertinent to the management of Victims of Crime Act funds have been extracted from the above documents and are
contained in the Administrative Guide for Federal Justice Grant Programs referenced above. However,such a guide
cannot cover every foreseeable contingency, and the applicant is ultimately responsible for compliance with applicable
state and federal laws, rules and regulations.
B. Mardi and Non-Supplanting of State/Local Funds
1. The applicant certifies that federal funds made available under this formula grant will not be used to supplant state or
local funds but will be used to increase the amounts of such funds that would,in theabsence of federal funds,be made
available.
C. Inspection, Recordkeeping, and Audit
1. The applicant assures that it will procure an audit by a CPA or licensed public accountant incorporating the subgrant.
Audits must be performed in accordance with OMB Circular A-128(State and Local Units of Governments), or OMB
Circular A-133(Institutionsof Higher Education and Non Profits).At such time as the audit is completed,ONE COPY
OF THE AUDIT REPORT MUST BE FORWARDED TO THE DIVISION OF CRIMINAL JUSTICE for clearance.
If the audit report does not meet the applicable A-128 or A-133 standards or is not submitted in a timely manner, then
the applicant accepts responsibility for the costs of a financial program audit to be performed by the Department of
Public Safety.
2. The applicant assures that it will maintain all project records as will facilitate an effective audit for three years from the
date of the final financial report or beyond the three year period if an audit is in progress and/or the findings of a
completed audit have not been resolved satisfactorily_
3. The applicant assures that it will keep copies of all documents and correspondence related to this subgrant in a separate
file bearing the project title and grant number. All expenditures must be supported by documentation and only actual
approved expenditures will be permitted.
4. The applicant assures that the Division of Criminal Justice, the Department of Public Safety, and the Comptroller
General of the United States Department of Justice or his designee, shall have acrecs for purposes of audit and
examinations to any bonds, documents, papers and records of the subgrantee and to relevant books and records of

5. The applicant assures that signatories of the application and subgrant award and personnel employed through this
atbgrsnt will appear when requested at any administrative hearing,conference or meeting conducted by the Division of
Criminal Justice.
6. The applicant assures that it shall maintain such data and information and submit such reports in such form, at such
times,and containing such data and information as the Division of Criminal Justice may reasonably require to administer
the program. The applicant further assures that quarterly financial and narrative reports shall be submitted within 15
days of the end of each calendar quarter and shall be current and actual.
D. Disaiminarion Prohibited
1. The applicant assures that it will comply with the nondiscrimination requirements of the Omnibus Crime Control and
Safe Streets Act of 1968,as amended; Title VI of the Civil Rights Act of 1964; Section 504 of the Rehabilitation Act
of 1973, as amended; Title IX of the Education'Amendments of 1972; the Age Discrimination Act of 1975; the
Department of Justice Nondiscrimination Regulations 28 CFR Part 42,Subparts C,D, E, and G;and Executive Order
11246, as amended by Executive Order 11375, and their implementing regulations, 41 CM Part 60.1 st,seq.,as
applicable to construction contracts.
2. The applicant certifies that helshe will comply with the letter and spirit of the Colorado Antidiscrimination Act of 1957,
as amended, and other applicable law respecting discrimination and unfair employment practices(24-34-402,CRS 1988
Replacement Vol.), and as required by Executive Order, Equal Opportunity and Affirmative Action,dated April 16,

It. The contractor will include the provisions of paragraph (a) through (h) in every sub-contract, subcontractor and

b. If the parent organization of the subgrantee receives subgrants of$500,000 or more in federal funds; an equal
employment opportunity program for women and minorities is required to be approved by the U.S. Department of
Justice through the Division of Criminal Justice prior to the start of the project.
E. Victim Assistance Services
' 1. The applicant assures that victim assistance grant funds shall be used only to provide direct services to victims of crime.
2. The applicant assures that it will assist victims in seeking available crime victim compensation benefits.
3. The applicant assures that it will promote, within the community served, coordinated public and private efforts to aid
crime victims.
F. Procurement and Contracts
1. The applicant assures that open,competitive procurement procedures must be followed for all purchases under the grant,
including especially the purchase of equipment and professional services. All contracts for professional services, of any
amount, and equipment purchases over one thousand dollars must receive prior approval by the Division of Criminal
Justice.

to any invention and to reproduce, publish and use any materials in whole or in part, and authorize others to do so,

against any and all claims, damages, liability and court awards including costs,expenses, and attorney fees incurred as a

L Other Federal and State Requirements
1. The laws of the State of Colorado and rules and regulations issued pursuant thereto shall be applied in the interpretation,
execution and enforcement of this subgrant. Any provision of this subgrant whether or not incorporated herein by
reference which provides for arbitration by any extra-judicial body or person or which is otherwise in conflict with said
laws, rules and regulations shall be considered null and void. Nothing contained in any provision incorporated herein
by reference which purports to negate this or any other special provision or condition in whole or in part shall be valid
or enforceable or available in any action at law whether by way of complaint, defense or otherwise. Any provision
rendered null and void by the operation of this provision will not invalidate the remainder of this subgrant to the extent
that the subgrant is capable of execution.
2. Financial obligations of the State of Colorado payable after the current fiscal year are contingent upon funds for that
purpose being appropriated, budgeted,and otherwise made available.
3. Any subgrant award is subject to and contingent upon the continuing availability of federal funds for the purposes hereof.
4. Either party may terminate the grant with thirty days written notice of intent to cancel or terminate. The grant may be
terminated if the services are not satisfactorily performed by the subgrantee or if it is in the best interest of the state of
Colorado to terminate the grant. If the grant is terminated by either the subgrantee or the state, the subgrantee shall be
paid a prorated amount based on the number of days of project operation prior to termination.
5. The grant may be suspended or terminated at any time by the Division of Criminal Justice if the subgrantee fails to
comply with the provisions of the Victims of Crime Act or any of the Certified Assurances and Special Provisions.

VOLUNTEER/INTERN TO THE COMMUNITY COUNSELOR/DOMESTIC VIOLENCE
TASK FORCE COORDINATOR
PRIMARY RESPONSIBILITIES:
A. Begin new cards on domestic violence victims, completing
all appropriate information.
B. Send restraining orders (RO) and No Contact Orders (NC)
to victims of domestic violence.
C. File new cards in numerical order.
D. Sit in on direct services for victims within the criminal
justice system, i .e. , court room support, education,
liaison with District Attorney, case status information,
etc. Eventually you will be able to provide your own
direct services for victims.
E. Assist with crisis intervention.
• F. Assist in providing victim impact statements, information
about No Contact Orders and basic information to the
court and District Attorney to help aid the court in case
outcome.
G. Assist domestic violence victims apply for Victim
Compensation.
OTHER DUTIES:
A. Assist any person that walks into the Victim Assistance
Office.
B. Answer telephone; take phone messages .
C. Process Victim Compensation applications.
D. Assist with the Domestic Violence Task Force meetings.
E. Assist with jury trial call offs and trial work.
F. Take mail to District Attorney's office daily.
G. Assist other Victim Assistance staff members as needed.
