BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
SEPTEMBER 30, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, September 30, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas O. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of County Commissioners meeting of September 25, 1991, as
printed. Commissioner Kirby seconded the motion, and it carried
unanimously.
CERTIFICATIONS
OF HEARINGS: Commissioner Kennedy moved to approve the Certification for the
hearing conducted on September 25, 1991, as follows: 1) Show
Cause Hearing, Permagreen, c/o Roxy Vendena. Commissioner
Harbert seconded the motion, and it carried unanimously.
ADDITIONS: Added as 113 under new business: Consider Agreement between
Child and Adult Care Food Program and FENWC and authorize
Chairman to sign
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Harbert seconded the motion, and it
carried unanimously.
PRESENTATIONS: RECOGNITION OF SERVICES - ALICE SNEDDEN: Chairman Lacy read the
Certificate of Recognition for Ms. Snedden for 32 years' service
in the Assessor's Office. She was not present.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $702,268.81
Handwritten warrants:
General fund $ 13,667.67
Payroll $1,234,687.32
Commissioner Kennedy moved to approve the warrants as presented
by Mr. Warden. Commissioner Webster seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.

BUSINESS:
NEW: CONSIDER CONTRACT BETWEEN HEALTH DEPARTMENT AND OFFICE OF THE
GOVERNOR AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Weld
County Health Department, presented the Contract between the
Health Department and the Office of the Governor to provide case
management services and other services to persons with HIV
positive in Larimer and Weld Counties. The term of the Contract
is October 1, 1991 through March 31, 1992. Commissioner Kirby
moved to approve said Contract and authorize the Chairman to
sign. Seconded by Commissioner Harbert, the motion carried
unanimously.
CONSIDER EIGHT PURCHASE OF SERVICES AGREEMENTS BETWEEN FENWC AND
VARIOUS LOCAL DENTISTS AND AUTHORIZE CHAIRMAN TO SIGN: Tere
Keller Amaya, Department of Human Resources, reviewed the
Purchase of Services Agreements with eight area dentists to
provide the required dental care for the children at the cost of
$40.00 per child. If the cost exceeds the $40.00, the dentist
will then donate that to the program as in-kind services.
Commissioner Webster moved to approve the Purchase of Services
Agreements and authorize the Chairman to sign. Seconded by
Commissioner Harbert, the motion carried unanimously.
CONSIDER AGREEMENT BETWEEN CHILD AND ADULT CARE FOOD PROGRAM AND
FENWC AND AUTHORIZE CHAIRMAN TO SIGN: Ms. Amaya reviewed the
on-going Agreement with the Child and Adult Care Food Program
for reimbursement of the meals fed to the children.
Commissioner Harbert moved to approve said Agreement. Seconded
by Commissioner Kirby, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:10 A.M.

conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
