RE: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH HUNTINGDON ENGINEERING AND
ENVIRONMENTAL, INC. FOR PAVEMENT TESTING AND EVALUATION AND AUTHORIZE
CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Professional Services
Agreement for pavement testing and evaluation between the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Weld County Engineering Division, and Huntingdon Engineering and
Environmental, Inc. , with terms and conditions being as stated in said agreement,
and
WHEREAS, after review, the Board deems it advisable to approve said
agreement, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Professional Services Agreement for pavement testing
and evaluation between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Weld County
Engineering Division, and Huntingdon Engineering and Environmental, Inc. , be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded,

SCOPE OF SERVICES: The scope of Consultant's services is as described in the proposal or task orders attached hereto and incorporated
by reference herein. In the absence of such proposal, the scope of Consultant's services is limited to the following:

Borings, Weld County, Colorado
Dear Mr. Scheltinga:
Huntingdon Engineering & Environmental, Inc. (formerly Chen-Northern, Inc.) is pleased to
present this proposal for study of the streets within Weld County. Included with this letter are
the following documents: -
(1) Professional Services Agreement
(2) Professional Services Fee Schedule
Understanding of Project: Per our understanding of your recent conversation with Phil Smith
of our affiliate, Austin Research Engineers (ARE) we understand the project consists of the
evaluation of 200 miles of roads within Weld County.
Scope of Work: The scope of work items for the project are presented below. The work will
be conducted to the standard of care normal to our field of practice. All work covered on this
quotation will be accomplished "in-house," with company personnel and equipment.
(1) Perform deflection tests utilizing the Dynatest Falling Weight Deflectometer or FWD at
300 ft intervals, alternating from one side to the other, on 200 miles of road designated
by the County. We estimate approximately 3,500 tests will be made.
(2) Drill borings to determine asphaltic surface and base course thickness, and collect a
sample of subgrade soil. Classify the subgrade by ASTM visual-manual methods.
(3) Perform analysis of the FWD data to determine the required overlay thickness, using the
existing pavement thickness from the borings and design traffic requirements provided
by Weld County.

Fee: We propose our fee be based on the unit costs shown below. Additional work would be
based on the rates set forth on the attached Professional Services Fee Schedule. If all services
are utilized at the estimated quantities, we estimate our total fee for conducting the study will
not exceed $29,999.00. We will not exceed the fee for the scope of work items without prior
authorization.

Schedule: We anticipate that the field work, deflection testing and borings will take about 6
weeks to complete. The analysis and report should take about 3 weeks. Thus, if we receive a
notice to proceed in Mid-March, we should be able to provide the complete report by June first.
Specific times may vary somewhat if weather or other conditions beyond our control affect
access. In any event, we will notify you of our progress and any available information.
If this proposal meets with your approval, please sign both copies of the attached Professional
Services Agreement and return both copies to this office. We will return one fully executed
copy to you. If there are any questions regarding the proposed scope of work, please call.
