RE: APPROVE INCREASED FEE SCHEDULE FOR FEES COLLECTED BY THE WELD COUNTY
DEPARTMENT OF PLANNING SERVICES FOR PROCESSING AND REVIEWING BUILDING AND
ELECTRICAL PERMIT APPLICATIONS
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, a public hearing was held on the 3rd day of January, 1994, at 9:00
a.m. , in the Chambers of the Board for the purpose of considering an increased
fee schedule for fees collected by the Weld County Department of Planning
Services for processing and reviewing building and electrical permit
applications, and
WHEREAS, after study and review, the Board deems it advisable to approve
the proposed fee schedule, effective January 1, 1994, a copy of which is attached
hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the attached fee schedule for fees collected by the Weld
County Department of Planning Services for processing and reviewing building and
electrical permit applications be, and hereby is, approved, effective January 1,
1994.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 3rd day of January, A.D. , 1994, nunc pro
tunc January 1, 1994.

extensive remodeling and additions to (based on enclosed living area) .

Where work for which a permit is required by the Weld County Building Code
Ordinance is started or proceeded with prior to obtaining the electrical
permit, an additional investigation fee shall be added to the cost of the
electrical permit. The investigation fee shall be 50% of the fee
established by separate action by the Board of County Commissioners. In no
event shall the investigation fee exceed an amount set by separate action
by the Board of County Commissioners. The payment of such investigation
fee shall not relieve any persons from fully complying with the
requirements of the Weld County Building Code Ordinance in the execution of
the work, nor from any other penalties prescribed within the Weld County
Building Code Ordinance.

A public hearing was conducted on January 3, 1994, at 9:00 A.M. , with the

The following business was transacted:
I hereby certify that pursuant to a notice dated December 20, 1993, and
duly published December 23, 1993, in the Windsor Beacon, a public hearing
was conducted to consider an increased fee schedule for fees collected by
the Weld County Department of Planning Services for processing and
reviewing building and electrical permit applications. Bruce Barker,
County Attorney, made this a matter of record. Chuck Cunliffe, Department
of Planning Services Director, entered the favorable recommendation of the
Planning Commission into the record as written. He said the new fees will
be effective January 1, 1994. No public testimony was offered concerning
this matter. Commissioner Harbert moved to approve the increased fee
schedule for fees collected by the Weld County Department of Planning
Services for processing and reviewing building and electrical permit
applications, based on the recommendations of the Planning staff and the
Planning Commission. The motion was seconded by Commissioner Kirkmeyer,
and it carried unanimously.
This Certification was approved on the 5th day of January, 1994.

The Board of County Commissioners of Weld County, Colorado, will conduct a public
hearing at 9:00 a.m. , on Monday, January 3, 1994, in the Chambers of the Board
of County Commissioners, Weld County Centennial Center, 915 10th Street, First
Floor, Greeley, Colorado, for the purpose of considering an increased fee
schedule for fees collected by the Weld County Department of Planning Services
for processing and reviewing building and electric permit applications.
All persons in any manner interested in the proposed fee schedule are requested
to attend and may be heard.
Should any interested party desire the presence of a court reporter to make a
record of the proceedings, in addition to the taped record which will be kept
during the hearing, the Clerk to the Board's Office shall be advised in writing
of such action at least five days prior to the hearing. The cost of engaging a
court reporter shall be borne by the requesting party.
BE IT ALSO KNOWN that copies of the proposed increased fee schedule may be
examined in the office of the Clerk to the Board of County Commissioners, located

RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Shirley Camenisch that the following resolution be introduced for
passage by the Weld County Planning Commission. Be it resolved by the Weld
County Planning Commission that the proposed building and electrical permit fees
be recommended favorably to the Board of County Commissioners. The new fees are
recommended to become effective January 1, 1994.

Subject:
Attached are the proposed increases for building and electrical permit fees. The
County's building permit fees were last changed on January 1, 1991. Electrical
permit fees were last changed on January 1, 1988. Only certain parts of the fee
schedules are proposed to change.
The County' s fee schedules are targeted to recover the full costs of the
activities being performed. It is the philosophy of Weld County that building
inspection fees should be fully paid for the applicant and not subsidized by
property taxes, since the applicant generates the need for the services.
The new fees are proposed to become effective January 1, 1994.
