HomeMy WebLinkAbout940600.tiff RESOLUTION RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATION TO THE STATE OF COLORADO, OFFICE OF BUSINESS DEVELOPMENT, FOR REPLACEMENT OF WELD COUNTY BRIDGE #50/67A AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Development Block Grant (CDBG) Application to be submitted to the State of Colorado, Office of Business Development, requesting $300,000 for replacement of Weld County Bridge 1150/67A, by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of National Hog Farms, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Community Development Block Grant (CDBG) Application to be submitted to the State of Colorado, Office of Business Development, requesting $300,000 for replacement of Weld County Bridge /150/67A, by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of National Hog Farms, be, and hereby is, approved. Donald Warden, Finance and Administration Director, made this a matter of record and explained the amount for the replacement of said bridge could be as high as $365, 000. He stated this grant is for economic development and job retention for National Hog Farms. No public testimony was offered concerning this matter. Mr. Warden requested the Board authorize the Chairman to sign said application. Commissioner Kirkmeyer moved to approve the submission of the Community Development Block Grant (CDBG) Application to the State of Colorado, Office of Business Development, requesting $300, 000 for the replacement of Weld County Bridge #50/67A, and to authorize the Chairman to sign said application, based on the recommendation from staff. The motion was seconded by Commissioner Baxter, and it carried unanimously. This Certification was approved on the 6th day of July, 1994. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facility improvements. It is estimated that $10,588, 000 will be available statewide for the "Small Cities" CDBG program. Approximately one-third of the appropriation will be available for economic development projects. The application being considered would request $300,000 for bridge replacement of Weld County Bridge 50/67A. It is estimated that approximately 51% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced.
