RE: APPROVE REQUEST FOR PROPOSAL FOR 1994 POLLUTION PREVENTION GRANTS PROGRAM
TO COLORADO DEPARTMENT OF HEALTH AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Request for Proposal (RFP) for
the 1994 Pollution Prevention Grants Program to be submitted to the Colorado
Department of Health by the Weld County Health Department, with terms and
conditions being as stated in said RFP, and
WHEREAS, after review, the Board deems it advisable to approve said RFP,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the RFP for the 1994 Pollution Prevention Grants Program
to be submitted to the Colorado Department of Health by the Weld County Health
Department be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said RFP.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 25th day of May, A.D. , 1994.

POLLUTION PREVENTION PROGRAM
1. Executive Summary
The Weld County Pollution Prevention Program (Proposal) aims to reduce the
amount of hazardous waste produced by small businesses in the county. Program
activities can be divided into three categories: Audit activities, awareness
activities, and evaluation activities. The activities are summarized as follows.
1. Audit Activities. In order to encourage small businesses to reduce
the amount of hazardous waste generated, audits will be conducted.
These audits will be of a non-regulatory nature and will be
conducted by trained volunteers from the community. The audits will
be designed to identify and quantify the use of hazardous wastes in
each participating business. Alternative products or methods will
be recommended.
2. Awareness Activities. In order to increase awareness among small
businesses, a presentation will be developed. The presentation will
be designed to promote pollution prevention and encourage
participation in the Pollution Prevention Program. They will be
performed for targeted professional organizations and civic groups
from cities around Weld County. In addition, successful
participants will be recognized at the end of the audit period.
3. Evaluation Activities. In order to evaluate the effectiveness of
the program, follow-up surveys will be conducted with participating
businesses. The survey will determine the degree to which the audit
recommendations were implemented and waste was reduced. The
evaluation activities will also identify improvement areas to help
in the continued implementation of the program.
2. Problem Statement
Hazardous and toxic chemicals are found in many small businesses in Weld
County. These chemicals, known as hazardous wastes are things such as cleaning
products, used oil, paint, paint thinner, gasoline, batteries and antifreeze.
It is estimated that small businesses in Weld County generate approximately 659
pounds of hazardous wastes each day.
This amount of waste represents significant liability to all parties concerned,
from the businessman to the residents of Weld County. With the long term
consequences and liabilities of hazardous waste being what they are, it is
appropriate that Weld County take proactive measures to reduce the long term
risks associated with business and household hazardous waste.

A significant number of calls received by the Weld County Household
Hazardous Waste Hotline indicate that many small businesses lack the manpower to
research hazardous waste regulations. Even when hazardous waste regulations are
understood, complying with them is very expensive and difficult for small
businesses. Trained volunteers performing audits, to reduce or eliminate
hazardous waste, would be extremely helpful for these often struggling
businesses.
3. Solution:
Overall Objective
To reduce the amount of hazardous waste in small businesses participating
in the Pollution Prevention Program by 5 percent by June 30, 1995, as measured
by follow-up audits. The program will target dry-cleaners, printers, and auto
shops for pollution prevention education by trained volunteers. Businesses will
be solicited for participation from Weld County in proportion to populated areas.
The pollution prevention project should effectively reduce hazardous waste
output from participating businesses within the project timeline. We estimate
that with our volunteer board we should be able to reach at least 25 each of Dry
Cleaners, Print Shops, and Automotive Repair Businesses. The attitude and
enthusiasm of participating businesses will play a primary role in our success.
Preliminary contact was made with Coren Printing of Windsor, Colorado. The owner
of this small business is very enthusiastic about help in understanding
regulations and in evaluating print processes to look for ways to reduce
hazardous waste.
Objective 1: Develop a hazardous waste audit instrument for small businesses.
It may be determined that three separate ones are needed for each specific
business category.
Steps:
A. Borrow and adapt Earth Business Committee's audit. The audit was a
general Environmental Audit through the Greeley Chamber of Commerce.
Although the committee is currently defunct, the Chamber still gets
requests for audits .ay small km.ainess.
B. Interview experts in each area of business and also Colorado Department
of Health Hazardous Waste and Pollution Prevention persons for relevant
information and applicability.
C. Get draft audit reviewed by industry representatives and internal
persons.
Objective 2: Develop a directory of businesses to whom to market the audits.
Steps:
A. Utilize listings already compiled in Weld Hazardous Air Pollutants
Program.
Objective 3: Develop trained volunteer board to handle presentations and audits.

A. Develop training material based on audit contents.
B. Advertise for applications.
C. Interview, select, and train volunteers.
D. Hold at least 2 banquets to thank volunteers.
Objective 4: Conduct audits.
Steps:
A. Market program to targeted businesses.
B. Print materials for businesses to use in conducting and carrying out
audit suggestions.
C. Schedule audits for volunteers through WCHD, including follow-up audit
meetings.
D. Compile and keep in close contact with expert resources in various
fields including, but not limited to specific trade experts, hazardous
waste regulatory field, and pollution prevention field.
Objective 5: Evaluate and report on program.
Steps:
A. Perform a formal follow-up survey as completion of audit instrument, to
gauge actual reductions in hazardous waste or product used, and attitudes
towards audit procedure, helpfulness, etc.
B. Solicit feedback from all volunteers and include their tangible
findings, attitudes, and opinions about effectiveness of program in
reports.
C. Report on results.

4. Evaluation:
Evaluation will include data collected during exit interviews or post audit
interviews. There will be a time period, 3-6 months, between the original audit
and this follow-up interview. Actual impact in pounds of hazardous waste or
material can be judged in these interviews. Any other benefits or problems
coming from the audit can also be recorded (and addressed) at this exit
interview.
Evaluation, as mentioned in above objective 5, will also be based on survey
reports. The survey will be formal and will be conducted with every
participating business. Results from the survey will include before and after
performance - including measured amounts of hazardous waste or products used or
disposed of.
Volunteers will also provide evaluation. They will be asked to detail and
discuss the effectiveness of the audits.

These three components will be combined into a evaluation report.
5. Budget:
Budgetary requirements, in dollars, equal $17,764.00. Funding in this amount
would allow this program to occur. $15,774 of the requested amount is for a
half time employee to develop the materials, train the volunteers, and oversee
the program. A small amount was included in our request for volunteer
incentives, printed materials, advertising, etc.
Printed materials would include training packets, and Audit Resource Books
for the participating businesses. The resource books would remain with the
business. The training packets would be given to the volunteers to use as
resources in conducting the audits.
Our community media has been very helpful in publicizing our Household
Hazardous Waste program, and we expect similar coverage for pollution prevention
activities. So we expect to receive at least double our requested amount in "in
kind" coverage (PSAs) .
Also, supervision and overhead for a part-time employee will be provided
by Weld County. The Household Hazardous Waste program currently operates out of
the Weld County Health Department and would expect to be very involved in this
project. The resources and time from this program could be shared to some
extent.
If funding for this program is not granted, the Household Hazardous Waste
program would continue to offer small business referral guides of Hazardous Waste
Contractors. Existing goals are to eventually include some services for small
business, but funding is needed for this. Data obtained from this pollution
prevention program could help in planning more extensive small business aid.
6.Project Future:
The small business hazardous waste audit instrument should be further
revised after it's initial evaluation. Depending upon results and potential of
the instrument it could be continually utilized. The audit instrument should be
adaptable for any other community as many small business issues are similar
everywhere.
The audit, with it's training information, could be marketed by Weld County
Health Department to select volunteer groups. A continuation of this service
could be offered in this way regardless of original volunteer retention. Weld
County Staff along with Colorado Department of Health Pollution Prevention staff
could still serve as resources.
At a very minimum the data obtained from businesses during this project
could be used to plan a Hazardous Waste disposal program for small businesses to
be implemented at a future date.
7. History of Organization:
The mission, goals, and objectives of our organization (Weld County Health

Department) are as follows:
Mission Statement. The mission of Weld County Health Department is to
preserve, promote and protect a healthy life and environment for all of
Weld County.
To accomplish this we must:
1.Assist the community in identifying health priorities and allocating
resources to improve its health and environment.
2.Assure personal and environmental health care needs are met through
preventative health care: testing, inspections, investigations,
.evaluations, interventions, referrals, and education
3.Gather and analyze data to make policy recommendations.
4.Provide official documentation.
5.Network with all levels of resources: local, state and national.
6.Promote awareness of the role public health plays in the community.
7.Evaluate and increase service effectiveness.
8.Secure funding to maintain and improve quality of service.
9.Monitor health care reform as it affects the county, state and nation
and share in the responsibility to provide ideas to shape and
implement those changes.
Two most recent programs including that best illustrate our qualifications
include the Household Hazardous Waste Program. This program is funded through
tipping fees assessed to Weld County landfills. The project consists of a new
collection facility for household hazardous waste. The Pollution Prevention
Project will be a logical rtnnsinn of that program. Once the Pollution
Prevention Project is in place, it may be self sustaining with some support from
the Weld County Solid Waste Fund.

The Colorado Department of Health is soliciting proposals for pollution
prevention projects. The Weld County Health Department requests your approval
to apply for these funds to support its efforts expand the Household Hazardous
Waste Program to include an outreach to small business.

This program offers the next step from the Household Hazardous Waste Program.
It provides a non-regulatory framework in which small businesses can be aided in
