Under normal circumstances, the building will not be staffed. Normally, a weekly equipment inspection is performed, of roughly one hour in duration. Abnormal circumstances, such as catastrophic equipment failure, could lengthen this somewhat, but on a day to day basis, no staff would be present. On a related note, it is our intention to install photoelectrically controlled security lighting on the building. The building we are proposing is approximately 468 square feet in area, measured at the outside perimeter. Shively, the antenna manufacturer, at this time can!:t say with 100% certainty that our final antenna design will permit us to operate within the power limitations of our current transmitter, due to the possibility of guy wire location affecting the radiation characteristics of the antenna. If this is the case, it could become necessary for us to operate two transmitters and combine them into an antenna smaller than the KDHT antenna, rather than the larger one I related in my letter of November 21st. While they are confident this will not come to pass, it may be necessary for us to break ground for the building before they definitely know. I would like to be prepared for that scenario. Also, while we are not proposing to install emergency electrical generating equipment at this time, we envision doing so in the future. In lieu of constructing additional cover for the generator at a later date, this building provides space necessary for such an installation, even with the two transmitter scenario. Also, when compared to the KDHT building and their gener- ator housing, the proposed KQKS building represents only 42 square feet of additional area. I would also point out that this represents "worst case", and the building could conceiveably be downsized by the time a building permit is applied for. I hope this additional information is helpful. As KQKS is hopeful of commencing operation from the site in late January, 1992, we request and appreciate consideration of this proposal at your earliest convenience. gpics is proposing to locate its:•main transmitting operations at the site, with ground operations based in an approximately 18' x 26' structure of concrete or cinder block construction, similar in appearance to the currently existing KDHT structure. It would be located just to the east of the tower. The building -would be linked to the tower by a metallic ice shield, again, similar to KDHT's. Attached is an approximate scale depiction of our ground-level proposal. Electrical power to the building would be buried, and at the present time, it appears -that our needs could be met by the United Power transformer already at the site. No external generating equipment or fuel storage is being proposed at this time. Following the conclusion of the construction and installation, the chain link fence at the site would be expanded to encompass the KQKS building in a manner similar to that shown in the drawing. As for usage of the tower itself, subject 'to final antenna design, we would be locating an eight foot diameter grid parabolic studio to transmitter link antenna at the approximately 425 foot level. It would be similar to KDHT's, at the approximately 325 foot level. Also installed would be a Shively Model 6015 transmitting antenna mounted directly below the:KDHT antenna. This istthe same model as KDHT's, but would occupy, 10' to 201 more vertical space on the - tower than theirs, due to differing coverage requirements. USW 776 The staff reviewed the request to locate additional radio equipment on the existing tower. The staff determined that this would not be considered a material deviation to the approved plans. This would include the construction of a 468 square foot building to house radio equipment. Should additional radio equipment be proposed to be located on the tower, a structural engineer with knowledge of radio towers would need to certify that the tower can safely support the additional equipment. Then the staff could determine if the additional equipment and uses would be a material deviation to the approved plans or not. Hello
