RE: GRANT REQUEST FROM WILLIAM CREWS FOR PREADVERTISEMENT OF AMENDED SPECIAL
REVIEW PERMIT - NORTH AMERICAN RESOURCES COMPANY
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a request from William Crews, Agent for
North American Resources Company, for preadvertisement of an application for a
Site Specific Development Plan and Amended Special Review Permit for a natural
gas processing and compressor station in the A (Agricultural) Zone District, and
WHEREAS, said property is described as part of the SE* SW* SWI, Section 11,
Township 2 North, Range 66 West of the 6th P.M. , Weld County, Colorado, and
WHEREAS, after study and review the Board deems it advisable to grant said
request, with the hearing date to be set as November 10, 1993, at 10:00 a.m.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request from William Crews, Agent for North American
Resources Company, for preadvertisement of an application for a Site Specific
Development Plan and Amended Special Review Permit for a natural gas processing
and compressor station in the A (Agricultural) Zone District be, and hereby is,
granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said
request be, and hereby is, set as November 10, 1993, at 10:00 a.m.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following

This is to request pre-advertising and an expedited Board hearing in connection with the application,
filed last Thursday by North American Resources Company ("Narco") to amend Use by Special
Review 1002. The Planning Commission is scheduled to hear the case on November 2.
The original USR was obtained earlier this year for the construction of Narco's gas processing and
compression facility east of Ione. At the time of application for the original USR, it was
contemplated that Narco would build pipelines, to sites distant from the gas plant, to both Amoco
Pipeline Company("Amoco"),which purchases the processed liquids, and to Public Service Company
of Colorado ("PSCo),which is one of the purchasers of processed gas. Subsequent to the granting
of the USR, Amoco and PSCo both concluded that their points of liquid and gas receipt should be
on the plant site itself, thus eliminating some pipelining and increasing communication between the
plant and transporters. In addition,Narco has determined that utilization of the office space for its
field personnel will increase communication between employees having both plant and field duties.
The plant is now processing gas and is virtually complete, except for the PSCo equipment for which
a building permit was denied.
The Department of Planning Services determined that the PSCo equipment at the site would be a
material deviation from the original USR(which was not opposed by anyone at the time it was heard
by the Planning Commission and the Board). Narco filed the amendment application as soon as it
could be prepared. In the meantime, PSCo will be unable to take delivery of the gas it will need
for Front Range consumers as the winter months set in. Pre-advertising and scheduling to be heard
by the Board on November 3 at its regular meeting will help ensure better weather for setting the
equipment, and will eliminate any delay in getting gas to consumers for heating. Narco will pay all
costs of advertising, regardless of the outcome. We would expect the same standards to apply to the
amended USR; hence the request for next-day scheduling for a hearing before the Board of County
Commissioners.

Pursuant to the zoning laws of the State of Colorado and the Weld County Zoning
Ordinance, a public hearing will be held in the Chambers of the Board of County
Commissioners of Weld County, Colorado, Weld County Centennial Center, 915 10th
Street, First Floor, Greeley, Colorado, at the time specified. All persons in
any manner interested in the Site Specific Development Plan and Amended Special
Review Permit are requested to attend and may be heard.
Should the applicant or any interested party desire the presence of a court
reporter to make a record of the proceedings, in addition to the taped record
which will be kept during the hearing, the Clerk to the Board's Office shall be
advised in writing of such action at least five days prior to the hearing. The
cost of engaging a court reporter shall be borne by the requesting party.

Commission may be examined in the office of the Clerk to the Board of County
Commissioners, located in the Weld County Centennial Center, 915 10th Street,
