Our reasons for desiring such an operation are three-fold: 1) To be able to provide humane disposal of the county' s unwanted pets ; 2) To provide a dignified method of handling the deaths of pets for private citizens ; 3) To provide a cost-efficient, environmentally accepted method of disposal of such unwanted animals in light of anticipated health restrictions on landfill disposal . As per our conversation of December 17th, I have enclosed manufac- turer specifications on the cremation unit, a rough drawing of the proposed location of the unit on our property, and a contractor' s bid detailing the necessary construction work. Go►h-il Cam, HUMANE SOCIETY OF WELD COUNTY SPECIAL USE PERMIT DEVELOPMENT STANDARDS 1. The permitted use on the hereon described parcel shall be an animal shelter facility as displayed on these Special Use Permit plans. 2. The following restrictions or limitations shall be enforced due to the location of the animal shelter facility adjacent to the Weld County Municipal Airport: a. No structure or object of natural growth shall pene- trate the airspace above 4, 798 feet above mean sea level within the Horizontal Surface as defined on the Weld County Municipal Airport Zoning Map. b. Any structure including communication towers and/or antennas in excess of 40 feet above the site elevation must have the approval of the Board of County Commissioners who shall receive a recommendation from the Weld County Municipal Airport Board before making their decision. Radio towers and other uses similar in nature must be approved through the Conditional Use Permit process. c. Precautions shall be taken in the manner in which the lighting is installed on the property so as not to create a safety hazard for landing aircraft. Lighting shall not be flashing or blinking and colored lights shall not be permitted. 3. The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. 4. All applicable Weld County and State Health standards and regulations shall be complied with by the persons managing the facility. 5. Access to the animal shelter from the State Highway 263 shall be limited to the one access point as shown on the Special Use Permit plans . A driveway permit shall be obtained through the State Highway Department. All interior roads and parking areas shall be graveled. 6. An additional 35 feet of right-of-way on State Highway 263 shall be protected by setback as shown hereon. , Humane Society of Weld County Development Standards 7. All structures shall be setback a minimum of 85 feet from the existing right-of-way on State Highway 263 as displayed on the Special Use Permit plans. 8. The following security measures shall be implemented: a. A seven foot chain-link fence shall be built around the entire Special Use Permit property, b. A seven foot chain-link fence shall be utilized for the outer cages as shown on the plans; c. Guard dogs shall be utilized at night within the area between the outer perimeter fence and the shelter build- ing. 9. Cages shall be placed outside the entrance gate to the shelter facility to provide a holding facility for animals dropped off at the shelter after business hours. 10. The landscape plan shall conform to the recommendations of the Soil Conservation Service as outlined in a Conservation Plan dated October 22, 1976, which includes seeding recom- mendations and windbreak standards and specifications. 11. This Special Use Permit shall be limited to the plans sub- mitted and governed by the development standards stated above and all applicable Weld County Regulations. Any changes to the Special Use Permit plans and/or development standards shall require approval of another Special Use Permit before such changes shall be allowed. Hello
