RE: APPROVAL OF HUD SECTION VIII CERTIFICATE PROGRAM
WHEREAS, the Board of County Commissioners of Weld County,
Colorado , pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Weld County Housing Authority has presented a
request to the Board to determine whether there is a need in Weld
County for twenty-five housing certificates for low-income
families as explained in the request letter, a copy of which is
attached hereto and incorporated herein by reference, and
WHEREAS, the Board has determined that such a need does exist
in Weld County and deems it in the best interest of the citizens
of Weld County to advise the U.S . Department of Housing and Urban
Development (HUD) of such determination.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that a need does exist in
Weld County for twenty-five housing certificates for low-income
families and that the Department of Housing and Urban Development
shall be advised of the same.
BE IT FURTHER RESOLVED by the Board that the above
determination shall be final and no additional comments will be
submitted .
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 15th day of
September, A.D. , 1986.

Dear Commissioner Johnson:
The Weld County Housing Authority is in the process of
submitting an application to the €.J. S. Department of Housing
and Urban Development (HUD) for twenty-five (25) Housing
Certificates through the HUD Section 8 Regular Existing
Housing Program.
Pursuant to Section 213 (C) of the Housing and Community
Development Act. of 1974 , HUD must determine whether or not
there is a need for such housing assistance, taking into
consideration any applicable State Housing Assistance Plan
or appropriate county plans.
HUE) invites you to submit to them all comments or-
information you or your united government deem relevant to
their determination. While they are not bound by any such
comments or information , all relevant comments or
information will be considered. It should be noted that
these comments will be considered final and that no
additional comments will be submitted.
I have attached a sample resolution which would satisfy the
;'1:3 requirement. The application is due in the HUD office
by September 15th. HUT) recommends that your comments on the
resolution be included with the application. This will
expedite approval of the application.

-Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals for meeting the housing
needs of Lower-Income Families or, in the absence of such a Plan, that the proposed project is responsive to the condition of the housing stock in the com-
munity and the housing assistance needs of Lower-Income Families (including the elderly/handicapped, large Families, those displaced or to be displaced and
those living in substandard units)residing in or expected to reside in the community.
The requested distribution is based on our current Section 8 Waiting list. Considered are
such factors such as family composition and bedroom size needed. The targeted communities
reflect our experience of where units are located under our Section 8 Program currently
operated. The proposed distribution does not contradict past Ho sing Assistance Plans

Describe the experience of the PHA in administering housing or other programs and provide other information which evidences present or potential

Weld County Housing Authority has administered the HUD Section 8 Existing Program since
1981. Experience of the Executive Director of the agency dates back to 1976 with regard
to this program. During the past six months we have administered the Rental Rehabilitation/ �
Housing Voucher Program. A recent management review conducted by the Office of Public
Housing revealed that we have a clear understanding of the rules and procedures of the
Voucher Program.
Weld County Housing Authority has also administered various other housing programs since
1981 including housing rehabilitation and replacement housing. The composition of the
Housing Authority Board provides leadership in the areas of County Government, Construction,
Financing, and Real Estate. An agreement with the Weld County Department of Social Services
provides coordination of resources and referrals as well as access to information which
assists us in determining client eligibility. In a separate agreement, Weld County Accounting
(SEE ATTACHMENT) F. HOUSING QUALITY STANDARDS

The Housing Authority of Weld County understands, has adhered to and will continue to adhere
