The Town of Gi lcre.st, in a letter dated June 27 ,
1988 , indicated that the proposal is compatible
with its Comprehensive Plan .
b . The proposal is consistent with the intent of the
Agricultural Zone. District in which the use would
be located . The proposed use is an agricultural
service establishment (commercial greenhouse) and
is provided for as a Use by Special Review in the
f\gricultura] Zone District.
c. The uses permitted will be compatible with the
existing surrounding land uses and with the future
development of the surrounding area as permitted by
the Weld County Comprehensive Plan . Uses of
surrounding properties include agricultural
production and rural residences .
d . The proposed use is not located in an overlay
district.
e . The applicant has demonstrated a diligent effort to
conserve productive agricultural lard in the
locational decision fur the proposed use.
` . The Special Review Development Standards will
provide adequate protection of the health, safety,
ar d welfare of the neighborhood and County.
NOW, THEREFORE, RE IT EEEOTVED by the Board of County
Commissioners of Weld County, Colorado , that the application for a
Site Specific Development Plan and Special Review Permit for an
agricultural service establishment (crrrruc±rcial greenhouse) in the
Agricultural gone District or the hereinabove described parcel of
land be , and hereby is , granted subject to the following
conditions :
1 . The Special Review plat: shall be amended to show a
75-foot right-ofway reservation from the west side of
the centerline e on State [Ii ahway 60 .
2 . The attached Development Standards for the Special
Review Permit shall Le adopted and placed on the Special
Review plat prior to recording the plat. The plat shall
be delivered to the Department of Planning Services and
he toady for recording in the office of the Weld County
Clerk and Recorder within 15 days of approval by the
Poard of County Commissioners .

3 . The Special Review activity shall not occur nor shall a
building or electrical permit be issued on the property
until a Special Review plat is ready to be recorded in
the office of the Weld County Clerk and Recorder.
4 . Prior to the operation commencing, the existing septic
system shall be reviewed by a Colorado Registered
Professional Engineer and a copy of that review
submitted to the Weld County Health Department before
the required I .S .D.S. evaluation can be performed.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 17th day of
August, A.D. , 1988 .

1 . The Site Specific Development Plan and Special Review Permit
is for an agricultural service establishment (commercial
greenhouse) as submitted in the application materials on file
in the Department of Planning Services and subject to the
Development Standards stated herein.
2 . Approval of this plan may create a vested property right
pursuant to Article 68 of Title 24 , C.R.S. , as amended.
3 . All off-street loading, unloading, and parking areas shall be
surfaced with gravel, asphalt, or concrete and shall be
maintained to control dust and to prevent drainage problems.
4 . Waste, waste paints, treatments, empty pesticide containers,
antifreeze, and other associated liquid and solid wastes,
shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
5 . No permanent disposal of wastes shall be permitted at this
site.
6 . Wood shavings, sawdust, and waste materials shall be handled,
stored, and disposed of, in a manner that controls fugitive
dust, blowing debris, and other potential nuisance
conditions .
7. All construction on the property shall be in accordance with
the requirements of the Weld County Building Code Ordinance.
8 . The property owner or operator shall be responsible for
complying with the Design Standards of Section 24 .5 of the
Weld County Zoning Ordinance.
9 . The property owner or operator shall be responsible for
complying with the Operation Standards of Section 24 .6 of the
Weld County Zoning Ordinance.

10 . Personnel from the Weld County Health Department, Platteville
Fire Protection District, and the Weld County Department of
Planning Services shall be granted access onto the property
at any reasonable time in order to insure the activities
carried out on the property comply with the Development
Standards stated herein and all applicable Weld County
Regulations.
11. The Special Review area shall be limited to the plans shown
herein and governed by the foregoing Standards and all
applicable Weld County Regulations. Major changes from the
plans or Development Standards as shown or stated shall
require the approval of an amendment of the Permit by the
Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans or
Development Standards are permitted. Any other changes shall
be filed in the office of the Department of Planning
Services.
12. The property owner or operator shall be responsible for
complying with all of the foregoing Standards . Noncompliance
with any of the foregoing Standards may be reason for
revocation of the Permit by the Board of County
Commissioners.

The following business was transacted:
I hereby certify that pursuant to a notice dated July 27, 1988, and
duly published August 3, 1988, in the Platteville Herald, a public
hearing was conducted to consider the request of Randy and Regan Waddle
for a Site Specific Development Plan and Special Review Permit for an
agricultural service establishment (commercial greenhouse) in the A
(Agricultural) Zone District. Lee Morrison, Assistant County Attorney,
made this matter of record. Keith Schuett, representing the Planning
Department, entered the favorable recommendation of the Planning
Commission into the record. Randy Waddle, one of the applicants, was
present to answer questions of the Board. He stated that they have no
objection to the four Conditions and twelve Development Standards
recommended by the Planning Commission. No public comment was offered
concerning this request. Commissioner Lacy moved to approve this
request for a Site Specific Development Plan and Special Review Permit,
subject to the recommended Conditions and Development Standards. The
motion was seconded by Commissioner Johnson and carried unanimously.
This Certification was approved on the 22nd day of August, 1988.

Randall Waddle, property owner and applicant, explained that they want to
put up a greenhouse to supplement their zlursery. The greenhouse would allow
them to grow seasonal plants and to start some of their own -plants from
seed. Very little of their business is retail.

Health Protection Services has reviewed this proposal and recommends for
approval, subject to the following conditions:
1. Waste, waste paints, treatments, empty pesticide containers,
anti-freeze, and other associated liquid and solid wastes, shall be
stored and removed for final disposal in a manner that protects
against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. The existing septic system is required to be reviewed by a Colorado
Registered Professional Engineer, and a copy of that review
submitted to this Division before the required I.S.D.S. Evaluation
can be performed.
4. Wood shavings, saw dust, and waste materials shall be handled,
stored, disposed, in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
5. Fugitive dust must be confined on this site.

We have reviewed the Waddle Site Plan and Special Use appication,
and we have the following comments:
1. Projected traffic on S.H. 60 indicates the need for a 150-foot
total right of way, 75 feet each side of the highway centerline.
Additional width to meet the projected need should be protected
by reservation or, preferably, dedication, as permitted by County
regulations.
2. This property has existing access to S.H. 60. Based on the
projected traffic associated with a commercial greenhouse as
proposed, no access improvements would be required.

Application
Application Requirements: _Section ( 2 )
2: Description of proposed operation and use:
- Proposed use : Greenhouse will be utilized to
propagate and grow seedling trees as well as bedding plants ,
seasonal plants and _foliage house plants.
- Need for use: Greenhouse produced tree seedlings will
be field planted for nursery stock. Bedding , seasonal and
foliage plants will be grown for sale to garden centers or
the public to supplement the nursery operation. Primarily
the plants grown will be contracted for other garden centers
and nurseries.
- Types of existing uses on surrounding properties:
Current use of surrounding properties is agriculture .
— Distance of proposed use to residential structures in
each direction: To the north a residence exists at
approximately 1 /4 mile from proposed use. To the south a
residence exists at 1/4 of a mile from use . To the west a
residence lies 1/2 of a mile from use. To the east of use
it is approximately 1 mile to the nearest residence .
- Maximum number of users, patrons , members and buyers :
Business is primarily contract growing and selling . During
peak of the season approximately 5 to 10 customers may visit
the nursery daily.
- Number of employees, shifts and hours of operation:
Operation is handled by 2 people (the owners ) , with the
exception of the busy planting seasons , at which times there
will be approximately 2 to 4 additional part time employees.
Hours are 8 : 00 AM to 5: 30 PM. This applies mostly to the
busy seasons mainly spring thru fall . Other portions of the
year may see a decline in hours needed to operate.
- The type of water source for the proposed use : Water
will be supplied by Central Weld County Water District.
- Access routes to use to be utilized: The existing
drive to present buildings and land will be used. It is
located on east side of property aligning Hiway 60.
- Type, size , weight and frequency of vehicular traffic
associated with proposed use : Regular passenger cars and
pick-up trucks may visit the nursery daily. Delivery
vehicles will bring supplies and nursery stock in scheduled
shipments weekly or monthly.

- Type of sewage facilities for proposed use : _Property
maintains a septic system for disposal of sewage.
- Description of proposed fire protection measures :
Greenhouse will be equipped with a sprinkler system.
— Types and maximum number of animals to be concentrated
on the Use area: There will be no animals utilized by
proposed use on the property at all .
- Type and size of any waste, stockpile or storage area:
Trash is stored in covered receptacle provided by local
removal service and is removed on a weekly basis by this
service .
- Type of storm water retention facilities associated
with proposed use: Agricultural land will absorb water from
storms . Drainage will be to the north into the field which
is owned by the proposed use owners .
- Time schedule and method of removal and disposal of
debris , junk, and other wastes associated with the proposed
use: -Trash is stored in covered receptacle provided by local
disposal service and is removed on a weekly basis by this
service .
— Proposed landscaping plans and erosion control measures
associated with use: After greenhouse is constructed ,
landscaping around the structure will be done to complement
the appearance of the greenhouse site as well as provide
erosion control of the ground and to control weeds .
Landscaping will be completed using shrubs , flowering plants
and other ground covers known to control erosion and provide
a pleasing effect to the eye.
— Reclamation procedures to be employed upon cessation of
use: If Use is to be abandoned by us, the proposed use will
be reclaimed by sale to new owners that will continue to
-conduct the present business.
- Time table showing periods of time required for
construction and start-up of the proposed use:
a. Greenhouse structure from start to finish will require
approximately 60 days to complete .
b. Landscaping around the structure will require
approximately 30 days to complete .
r . _If greenhouse is to produce a seasonal crop this year
it must be ready to start production no later than August
15th in order to grow the crop to it ' s saleable size . The
crop referred to at this time of season is Poinsettias .
Other crops could be started into production for sale next
year as well . The above mentioned Poinsettia crop will be
needed to support the business during the winter months when
the nursery crops are dormant and not providing any sales .

d. In a-ddition to the production of the above mentioned
seasonal crop, the greenhouse will be needed to produce
annual and perennial bedding plants . Ordering of seeds and
materials needed for this crop takes place in late summer .
Many annuals and perennials must be planted no later than
January 1st in order to reach a saleable size in time for
spring planting.
3 : Written materials and supporting documents :
- How the proposal is consistant with the Weld County
Comprehensive Plan: The proposed site will not be disposing
of any productive agricultural land . The site that we
propose to use was an old broken down cattle corral that we
have removed from the site .
- How the proposal is consistant with the intent of the
district in which the use is located : The proposal will be
returning into production land that has been out of
agricultural production for years .
- What efforts have been made , in the location decision
for the proposed use, to conserve productive agricultural
land in the agricultural zone district? The proposed site
will not be disposing of any productive agricultural land .
The site that we propose to use was an old broken down
cattle corral that we have removed from the site, cleaned
the weeds, trash, and debris from the area , and leveled the
ground.
- Is there adequate provision for the protection of the
health, safety, and welfare of the inhabitants of the
neighborhood and the county? There will be no danger to the
health, safety, and welfare of the inhabitants of the
neighborhood and the county.
- How the uses permitted will be compatible with the
existing surrounding land uses : The land surrounding the
proposed site is all agricultural , and the proposed site
will also be a type of agricultural production.
- How the proposed use will be compatible with the future
development of the surrounding area as permitted by the
existing zone and with future development as projected by
the comprehensive plan of the county or the adopted master
plans of affected municipalities: The proposed use will be
bringing business in from outside areas as well as keeping
business here in weld county, which will help to build and
improve the area by increasing production, and revenues for
the area .
- Ia the use by special review area located in a flood
plain , geologic hazard , or Weld County Airport overlay
district area ; and does the application comply with section

fifty ( 5O ) , -overlay district regulations as outlined in the
Weld County -Zoning Ordinance? To the best of our knowledge
the -ar-ea is not in a flood plain, geologic hazard , or the
Weld County Airport overlay. Yes the application does comply
with section fifty (5O ) overlay district regulations .
- Proof that a water supply will be available which is
adequate in terms of quantity, quality, and dependability is
attached in the form of a letter from the Central Weld
County Water District.
-- A copy of the deed or legal instrument identifying the
applicants interest in the property under consideration is
attached.
-- A noise report has been waived by the Department of
Planning Services , as the noise levels will not be above the
noise standards .
— A soil report of the proposed site prepared by the Soil
Conservation Service is attached . -Section 29 applies,
Julesburg sandy _loam, 0 to 1 percent slopes .
- A certified list of the names , addresses, and the
corresponding parcel identification number -assigned by the
Weld County Assessor of the owners of property (the surface
estate ) within five hundred ( 5O0 ) feet of the property
subject to the application obtained from the Weld County
Assessor is attached .
