A public hearing was conducted on December 30, 1987, at 2:00 P.M. , with
the following present:

The following business was transacted:
I hereby certify that _pursuant to a notice dated December 7, 1987, and
duly published December 17, 1987, in the Johnstown Breeze, a public
hearing was conducted to consider an increased fee schedule for fees
charged by the Weld County Department of Planning Services for land-use
permit applications. Lee Morrison, Assistant County Attorney, made
this matter of record. Chuck Cunliffe, Director of Planning Services,
presented information regarding the proposed fee schedule. No public
comment was received. Commissioner Kirby moved to approve the
increased fee schedule for land-use permit applications. Seconded by
Commissioner Johnson, the motion carried unanimously.
This Certification was approved on the 4th day of January, 1988.

The Board of County Commissioners will conduct a public hearing at 2:00 P.M.
on Wednesday, December 30, 1987, in the Chambers of the hoard of County
Commissioners of Weld County, Colorado, Weld County Centennial Center, 915
10th Street, First Floor, Greeley, Colorado, for the purpose of considering
an increased fee schedule for fees charged by the Weld County Department of
Planning Services for Land-Use Permit applications.
All persons in any manner interested are requested to attend and may be
heard.
Should any interested party desire the presence of a court reporter to make
a record of the proceedings, in addition to the taped record which will be
kept during the hearing, the Clerk to the Board's Office can be contacted
for a list of certified court reporters in the area. If a court reporter is
obtained, the -Clerk to the Board's Office shall be advised in writing of
such action at least five days prior to the hearing. The _cost of engaging a
court reporter shall be borne by the requesting party.
Copies of the proposed increased fee schedule are available for public
inspection in the office of the Clerk to the Board of County Commissioners,
located in the Weld County Centennial Center, 915 10th Street, Third Floor,
Greeley, Colorado.

The Chairman called for discussion from the members of the audience. There
was none.
The Chairman asked Mr. Llanes if he and the applicants have reviewed the
recommendations, conditions, and Development Standards as outlined by the
Department of Planning Services' staff. He stated they have reviewed these
and have no problem with them.
The Chairman asked that reading of the recommendations, conditions, and
Development Standards be dispensed with and that they be filed with the
summary as a permanent record of these -proceedings.
MOTION:
Paulette Weaver moved Case Number USR-915 for Evangeline Tacoronte for a Use
by Special Review permit to expand a nonconforming structure be forwarded to
the Board of County Commissioners with the Planning Commission's
recommendation for approval based upon the recommendations, conditions, and
Development Standards as presented by the Department of Planning Services'
staff and the testimony heard by the members of the Planning Commission.
Motion seconded by LeAnn Reid.
The Chairman called for discussion from the members of the Planning
Commission. _Discussion followed.
The Chairman asked the secretary to poll the members of the Planning
Commission for their decision: LeAnn Reid - yes; Bud Ealldorson - yes;
Ernie Ross - yes; Louis Rademacher - yes; Paulette Weaver - yes; Ann
Garrison - yes. Motion carried unanimously.
ADDITIONAL BUSINESS:
Consider proposed land-use application lees for 1988.
Chuck Cunliffe, Director, Department of Planning Services, presented the
Department of Planning Services' proposed increase in fees for land-use
cases in 1988.
The Chairman called for discussion from the members of the audience. There
was none.
MOTION:
Louis Rademacher moved the increased land—use fees fur 1988, as presented by
the Department of Planning Services, be forwarded to the Board of County
Commissioners with the Planning Commission's recommendation for approval
based upon the information given to the Planning Commission by the
Department. Motion seconded by Paulette Weaver.

Consider proposed electrical permit and plan review fees for 1988 .
Chuck Cunliffe presented the proposed increase in electrical permit and plan
review fees. The Weld County Building Trades Advisory Committee reivewed
the proposed fee schedule increases at its October 15 meeting and
recommended approval mf the fees.
The Chairman called for discussion from the members of the audience. There
was none.
MOTION:
Paulette Weaver moved the proposed fee increases for electrical permits and
plan reviews be forwarded to the Board of County Commissioners with the
Planning Commission's recommendation for approval based upon the
recommendations of the Department of Planning Services' staff and the
Building Trades Advisory Committee. Motion seconded by LeAnn Reid.
The Chairman called for discussion from the members of the Planning
Commission. Discussion followed.
The Chairman asked the secretary to poll the members of the Planning

BEFORE THE WELD COUNTY, COLORADO, PLANNING COMMISSION
RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Louis Rademacher that the following resolution be introduced for
passage by the Weld County Planning Commission. Be it Resolved by the Weld
County Planning Commission that the Department of Planning Services' request
for an increase in land-use permit application fees for 1988 be recommended
favorably to the Board of County Commissioners for the following reasons:
The attached materials have been prepared to demonstrate the need for the
increased fees.
The overall concept is to attempt to recover as much of the costs associated
with regulating and administering planning functions in the County, but yet
keep the fees reasonable. The fees are not recouping total costs based on
the latest available figures used to project the administrative and indirect
costs the Planning Department is experiencing. The fees collected go toward
supporting costs of the Planning Department.
The projected revenue collected will offset approximately 34% of the
Department's approved 1988 budget.
Motion seconded by Paulette Weaver.

attached materials have been prepared to demonstrate the need for the
increased fees.
The overall concept is to attempt to recover as much of the costs associated
