RESOLUTION RE: APPROVE USE BY SPECIAL REVIEW FOR A WASTEWATER TREATMENT FACILITY FOR B & B SMITH MOBILE HOME AND RECREATIONAL VEHICLE PARK - ORVILLE W. AND BILLIE JEAN SMITH WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , the Board of County Commissioners held a public hearing on the 17th day of December, 1986, at the hour of 2 : 00 p.m. in the Chambers of the Board for the purpose of hearing the application of Orville W. and Billie Jean Smith, 29 Colorado Highway 52, Longmont, Colorado 80501 , for a Use by Special Review for a wastewater treatment facility for B & B Smith Mobile Home and Recreational Vehicle Park on the following described real estate, to-wit: Part of the SW4, Section 31 , Township 2 North , Range 68 West of the 6th P.M. , Weld County, Colorado WHEREAS, said applicants were represented by William Squires, engineer, and WHEREAS, Section 24. 4. 2 of the Weld County Zoning Ordinance provides standards for review of said Use by Special Review, and WHEREAS, the Board of County Commissioners heard all of the testimony and statements of those present, has studied the request of the applicant and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter and, having been fully informed, finds that this request shall be approved for the following reasons: 1. The submitted materials are in compliance with the application requirements of Section 24 . 7 of the Weld County Zoning Ordinance. 2. It is the opinion of the Board of County Commissioners that the applicant has shown compliance with Section 24 . 4. 2 of the Weld County Zoning Ordinance as follows: a. The proposal is consistent with the Weld County Comprehensive Plan in that it does not appear to have any adverse impacts on the agricultural interests of the County or the environment. 861206 Page 2 RE: USR - SMITH b. The proposal is consistent with the intent of the Agricultural Zone District in that the proposed use does not interfere with agricultural activities in the area or the County, and as a Use by Special Review the activity can take place in the district. c . The Town of Erie ' s Planning Commission has reviewed this request and has set forth no objections. d . Use by Special Review Development Standards will provide adequate protection of the health, safety and welfare of the neighborhood and County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the application for a Use by Special Review for a wastewater treatment facility for B & B Smith Mobile Home and Recreational Vehicle Park on the hereinabove described parcel of land be, and hereby is, granted subject to the following conditions: 1 . The attached Development Standards for the Use by Special Review permit be adopted and placed on the Use by Special Review plat prior to recording the plat. 2. The Use by Special Review activity shall not occur nor shall any building or electrical permits be issued on the property until the Use by Special Review plat has been delivered to the Department of Planning Services Office and the plat is ready to be recorded in the office of the Weld County Clerk and Recorder. 3. A Flood Hazard Development Permit shall be obtained for the Use by Special Review facility. 4. Orville W. Smith, one of the applicants, and William Squires, engineer, came forward to answer questions of the Board. Mr. Squires explained that plans for future development were taken into consideration when the size of the proposed facility was determined. Following discussion, it was recommended that Condition #4 be added, stating that a Note be added to the plat prior to recording to indicate that the future RV site is subject to re-zoning. No public comment was received concerning this request. Commissioner Brantner moved to approve this Use by Special Review, subject to the Conditions and Development Standards recommended by the Planning Commission, with the addition of Condition #4 as discussed. Commissioner Kirby seconded the motion which carried unanimously. CASE NUMBER: USR-760:86:41 APPLICANT: Orville W. and Billie Jean Smith REQUEST: Use by Special Review permit for a wastewater treatment facility for B & B Smith Mobile Home and Recreational Vehicle Park LEGAL DESCRIPTION: Part of the SW} of Section 31, T2N, R68W of the 6th P.M. , Weld County, Colorado LOCATION: Approximately 2 miles north of Erie City Limits; north of Highway 52 and east of Weld County Road One APPEARANCE: Bill Scuires, P.E. , Squires Engineering, stated there are currently spaces for nineteen recreational vehicles and twenty-two mobile homes on this property. The wastewater treatment facility is designed to take care of the additional recreational vehicles which will bring the total up to seventy-four. If this request is approved they would like to install spaces for more recreational vehicles. This is a twenty—five acre site. The property is in the flood plain, but the mobile home and recreational vehicle spaces are built up eighteen inches above the one hundred year flood level. The park is currently using individual septic systems. The owners would like to install a wastewater treatment facility. The Weld County Health Department has approved the application en September 30, 1986. There have been no tests done on the groundwater at this time; however this will be done, but first they wanted to get all necessary permits. The waste water will go from the treatment plant into the lake. There will be no run-off into Boulder Creek. Tape 254 - Side 1 Wes Potter, Weld County Health Department, explained that this plan is really over designed, but it is a good system. Some of the smaller wastewater treatment plants are very good. The Chairman asked the applicant if they had reviewed the comments, conditions, and development standards as outlined by the Department of Planning Services staff. He stated they had and have no objections to them. He asked if he should submit the plat for recording prior to the application being completed by the State. Lee Morrison explained it would be to his benefit to file the Use by Special Review Plat because this is a request for a Use by Special Review permit and not a site plan application. He explained that the site plan application is part of the the -State's citiugs, and a recommendation is made to the state and not the Board of County Commissioners. He also asked the Planning Commission to remember the zoning is already in place on this property and they can do nothing to prevent what is already there. The Chairman called for discussion from the members of the audience. There was none. The Chairman asked that reading of the comments, conditions, and development standards as outlined by the Department of Planning Services staff be dispensed with and that they be filed with the summary as a permanent record of these proceedings. This supplemental report responds item by item to the Application Re- quirements delineated in the procedural guide. Reference is made, as appropriate, to the wastewater facility report. * The proposed use and need for that use are described on page 1 of the WWTP report. * The surrounding properties are agricultural and do not have an approved Mobile Home/RV Park, therefore do not have or require a wastewater treatment facility as is being proposed. * The physical location of the plant is approximately 100 feet from the nearest RV site. The plant is, however, essentially an integral part of the mobile homes and RV's that it serves. * The present and future demand for wastewater treatment is covered on page 1 and Tables 1 & 2 of the WWTP report. * The number of employees, shifts, etc. is basically not applicable in this case. Mr. Smith is a licensed WWTP operator and will maintain his own facility. See page 2 of WWTP report. * Available well water feeds the residences served by the WWTP. * Access to the plant is by existing private roads within the park. * No traffic or vehicular use is associated with the regular operation of the WWTP. * The facility which is a WWTP is an Aerobic Digester. * Fire protection for this facility is not applicable. * No animals are associated with this facility. * No waste nor stockpile nor storage areas are anticipated being needed. * Storm water retention is not an issue with the WWTP. * It is possible that annually the operator might elect to have an approved sewage pumper and hauler remove approximately 1000 gallons in order to stabilize the treatment. The approved hauler would dis- pose of the pumped waste in an approved facility. -1- r,1 * Basically, the facility is below or at ground surface and will be fenced in for safety. Grass, shrubs and gravel will be placed in the perimeter area. * This is a permanent facility. * See page 2 of the WWTP report for the construction time frame. * The addition of a wastewater treatment plant to properly handle and treat wastewater produced by an existing (and future addition to) mobile home and RV park is consistent with the Weld County Compre- hensive Plan. This facility does not remove active agricultural land from agricultural use. The future expansion would be onto land zoned agricultural but not used for any purpose other than a leach field and approved quarry. Further, the expansion of the park is a con- firmation of the Comprehensive Plan's acknowledgment of population growth within the county. The population growth in the park is well defined and has a stated upper limit that is restricted by available land. The construction of a wastewater treatment plant is more likely to be supportive of the environment than the existing leach field. This is particularly true in this case because the wastewater is first treated within the plant so that the discharge is within state effluent limi- tations and is then placed in a polishing pond (the quarry pond). The retention in the polishing pond further reduces the pollutants in the wastewater. This further reduced effluent will eventually leach into the surrounding soil, be even further reduced, before reaching Boulder Creek. * The site for the treatment plant is located within the Boulder Creek 100 year flood plain. The 100 year water surface elevation is 4950.2' (refer to figure 3, WWTP Report) . In order to protect the environment against contamination during a 100 year flood condition, the concrete side walls will be constructed to a top elevation 18" above the 100 year water surface elevation. -2- Construction of the treatment plant will utilize reinforced concrete walls with water stops at all exterior wall construction joints and waterproofing of all perimeter surfaces. Consideration is also made to resist the possibility of uplift (floating) resulting from buoy- ancy during periods of high ground water elevation. * The plant itself does not require water for its operation, but rather it treats permitted water after use. The availability of water is a function of that already permitted for the park with no extra being required for the WWTP. Included with this report please find drawing No. 2 Plot Plan for Use by Special Permit. Manufacturer's technical information K. 24" x 36" site plan The B & B Mobile and RV Park is an existing mobile home and recreational vehicle park located in the SW Z of the SW 14 of Section 31, T2N, R68W of the 6th P.M. , Weld County, Colorado. More precisely located at the NE corner of the intersection of State Highway 52 and Northeast County Line Street. It is desired to expand this existing facility over the next 2 to 5 years by the addition of 30 recreational vehicle sites. Currently the mobile home and RV park consists of one residential dwell- ing, an allowance for 22 mobile homes and 22 recreational vehicles. The maximum population for the mobile home and recreational vehicle park, therefore, is one residential dwelling, 22 mobile homes and 52 recrea- tional vehicles. Tables 1 and 2, respectively, estimate current waste- water flow/loading and give projections for the future. Waste water generated by the existing mobile home and RV park is treated by a leach field located just North of the park. This leach field is to be reclaimed and used as the site for the proposed expansion. North of the park a sand and gravel quarrying operation is active. A pond is being formed by this operation. With the expansion, all contiguously owned land is employed. With reclamation of land for use in the proposed expansion, wastewater treatment through the use of a leach field is impossible. In addition, all existing municipal wastewater treatment facilities do not serve nor are within the vicinity of the B & B Mobile Home and RV Park. These limitations have directed the owners of B & B Mobile Home and RV Park to look at an aerobic digestive system with polishing pond as the only practical means of treating wastewater. A 15,000 gallon per day plant with chlorination will adequately handle and treat the maximum anticipated wastewater generated. It should be -1- noted that the actual wastewater generatedby the existing mobile home. and RV park is approximately one half of that shown in Table 1. Table 1 was created using standard values for flow and loading. The site for the treatment plant is located within the Boulder Creek 100 year flood plain. The 100 year water surface elevation is 4950.2' (refer to figure 3) . In order to protect the environment against con- tamination during a 100 year flood condition, the concrete side walls will be constructed to a top elevation 18" above the 100 year water surface elevation. Construction of the treatment plant will utilize reinforced concrete walls with water stops at all exterior wall construction joints and waterproofing of all perimeter surfaces. Consideration is also made to resist the possibility of uplift (floating) resulting from buoy- ancy during periods of high ground water elevation. The plant will require minimum cost and effort to operate and maintain. It is estimated that electricity will cost $1.00 per day and chlori- nation will cost $.60 per day. We anticipate an average of one (1) man hour per day as thebasis for time required to maintain and oper- ate the plant. The on site owner of the mobile home and RV park holds a Class A wastewater treatment plant operator's license, certificate #26, which expires June 1, 1991. It is anticipated that the owner will operate and maintain the WWTP facility in a manner compatible with the training he has received under his Class A license. It is estimated that it will require between 90 and 120 days from approval to construct this wastewater treatment facility and put it into operation. —2— a,. The mobile home and RV park and the property it is situated on is wholly owned by the property deed holders. All users of the facility are space renters of the park. The owner is in residence on site. Construction cost is estimated at $30,000 and will be paid by the owner on a cash basis, with no debt being incurred by the construction. In order to provide for operating and maintenance costs, a portion of the monthly (or equivalent) parking space fee will be reserved. As mentioned earlier, operation and maintenance of the plant is minimal, and is expected to cost approximately $200 per month. Under full occu- pancy, this breaks down to $2.67 per space. Under existing occupancy the cost increases to $4.44 per space per month. In anticipation of overall operation, a figure of $5.00 per space will be used to cover the operation and maintenance of the plant. In this particular case we would chlorinate the effluent and then dechlorinate the effluent prior to discharge. The one most readily accepted has been termed "Aerobic Digestion" or "Extended Aeration" which involves aeration over a 24 hour period. The principal characteristics which have contributed to its ready acceptance include: 1. ability to handle peak and shock loadings. 2. capital investment considerably below that for complete treatment. 3. highly technical operational supervision generally not required. Plants utilizing this process fill the need for an effici?nt, low cost treatment plant particularly adapted to the needs of schools, sub- divisions, motor lodges, hospitals, trailer parks, industry and other small installations. They provide odor-free and trouble-free operation and produce an effluent acceptable to state and local health authorities. Originally, they were intended to fill the gap between primary and complete treatment and were classified as "intermediate treatment, " but operating results have shown consistent BCD removals in the 85 - 95,8 range. The effluent is clear and odorless, and has a minimum pollutional effect on the receiving stream, t�. . Design Basis This type of treatment has been termed by various authorities as "Endogenous Respiration" , "Extended Aeration", "Wet Combustion" , "Aerobic Digestion" and others. We prefer the term "Extended Aeration" , Whatever terminology is applied, the process has as its basic principle, the theoretical destruction of all organic matter applied by means of greatly increased or "super" aeration. Removals are obtained by continuous aeration for a period of 24 hours with the application of a sufficient oxygen supply to satisfy the "combustion" or "digestion" process and mechanical miring to maintain cleansing velocities throughout the aeration tank. The aeration process is followed by a period of sedimentation in a tank of sufficient volume to provide ample time for subsidence of the sludge particles charac- teristic of the process. Sludge return from the settling tank is continuous, or practically so, and varies according to actual operating requirements, but may be as high as, or higher than the average flow to the plant. The application of the above basic principles to actual design practice is set forth in the following paragraph in which we attempt to explain the many variations encountered and what we believe to be the proper approach to each. 1. Daily Sewage Flow Reasonably accurate information_ regarding the quantity of sewage to be treated daily is desirable. The treatment plant design is based upon the average daily flow, but some provision must be made in the design of the final settling tank to accommodate the higher flow rates from "short term" installations such as schools, industries, etc. This is covered in Item No. 6. In the absence of accurate flow data, typical values given in Table No. 1 may be used as a guide. 2. Daily Organic Load The determination of the total organic load is not difficult, as long as we bear in mind that the 5-day SOD contributed by each individual daily is assumed to be 0.17 lbs, However, when the plant under consideration is to serve an industry, school, or an application other than residential, it is desirable to determine the actual strength of the sewage to be handled. A table of average daily flow and 5-day ?CD contributions has been prepared to show various plant applications. Aeration Tank Cacacity The aeration tank must be of sufficient capacity to retain the total daily sewage flow. For normal domestic sewage, the tank must provide a 24 hour holding period on the basis of the total daily flow, Extended aeration plants are normally loaded 12.5# BOD per 1,000 cubic feet of aeration tank capacity, The maximum volumetric load that can be applied to the aeration tank is 15# 3CD per 1,000 cubic feet. 4. Oxygenation Capacity -An extended aeration plant is a completely mixed system and this, 1n combination with the 24 hour aeration period smooths cut shock _organic loading. Oxygenation requirements in extended aeration Are based upon the ultimate 30D, which is li times the 5-day BCE; thus, for each pound of 5-day BCD, the aeration device must supply 1 pounds of Co. The oxygenation capacity of an aerator is based upon the oxygen transfer into 200 tap water having a dissolved oxygen concentration of 0.0 mg/1. It has been shown that the rate of transfer in unsettled sewage is approximately 0.8 that of clear water. This figure may vary with different wastes and should be determined if possible. Also, good operating practice requires maintenance of approximately 2.0 mg/1 dissolved oxygen in the aeration tank. This also reduces the transfer rate and must be considered in selecting the aerator. Since the solubility of oxygen in clear water at 200 C is 9.17 mg/1, the factor 0.78 from eq. #1 must be applied. Thus, the combined factor, the product of eq. #1 and the transfer rate in unsettled sewage becomes 0.624. The aerator then must be capable of trans- ferring 2.4 lbs. of oxygen for each pound of 5-day 3CD applied. Aeration Tank and -Aerator Ratio There is a definite relationship between the volume of the aeration tank and the capacity of the aerator selected for use in that tank. The ratio between the two elements is based upon the necessity for keeping sludge particles in suspension. Cleansing or scouring -velocities can be maintained only when the aerator capacity is in proper proportion to the dimensions of the selected aeration tank. Table No. 3 gives the volume and capacity of the various size tanks, and the maximum volumetric aerator that may be applied with any given tank. 6. Final Settlirtz Tank Since the final settling tank is designed on hydraulic loading, rather than organic, consideration must be given to the rate at which the sewage is received. In small residential plants we mow the sewage is received in approximately 16 hours or 2/3 of a day. In normal residential plant design a final tank detention period of 4 tours is applied. This is actually 2.67 hours when calculated on the tests of the hourly rate of flow to the plant. Therefore, we recommend that the final tank capacity for any condition be calculated as follows: Surface loadig rate less than 33-1/3 gallons per square foot ;per hour of available tank surface. This loading should be based on the maximum hourly rate. This will provide for a satisfactory settling rate during peak flows and the most desirable rate during normal flow conditions. In hopper bottomed tanks, has become standard practice include the volume of the upper 1/3 Vof the sludge hopper settlinz FF in the se` 1_ _ volume, The slope of the sludge hopper walls must not be less than 1.5 vertical to 1,0 horizontal. Sludge Storage Tank In theory, the rate of sludge build-up is balanced by the rate of sludge destruction. However, authorities agree and experience has shown, that no sewage treatment plant man be operated in which all solids produced gill be destroyed (burned) in the oxidation process. Since all solids are not destroyed, the surplus must either be passed out in the final effluent or accumulated in the treatment system. The rate of solids accumulation is, therefore, related to the clarifier efficiency. Since it is our desire to produce the highest quality effluent possible and since it is recognized that periodic removal of sludge will maintain the effluent quality, we believe a sludge storage or aerobic digester is desirable in extended aeration _plants and this tank should provide storage capacity adequate to allow sufficient accumulation for economical disposal of the sludge. S. Sludge Return Pump A positive means of sludge return from the final tank to the aeration tank must be provided. For this duty a pump or air lift which will pass a reasonably large solid and yet be in a capacity range commensurate with the overall plant is recommended. This unit should be provided with a suitably valved discharge line arranged for discharging tither to the aeration tank or to the sludge holding tank. 9. Control Panel The control panel consists of the necessary magnetic starters, time clocks, and switches to automatically control all electric motors on the plant. The blower motors are controlled by a Hand-Off-Auto selector switch in conjunction with a magnetic starter and one or two timers as determined by the weekly flow rate. The second timer is used to control the blower equipment where off-peak flow periods occur, (Schools, recreation areas, etc. ) A switch should also be furnished to turn both blowers on if needed. 8 PLANT OFfc ATICNAL ?RCC=tTRES Start-up Procedure Start-up procedure of an extended aeration plant is relatively simple. To implement the filling of the tank, fresh water can be used in conjunction with raw sewage. Proper rotation of the blowers is essential. Driving belts should be checked for proper tension. Water levels throughout the system are important and occasionally need -adjusting. Generally, the adjustable weir across the final tank is raised -half its full height. The water level in the aeration tank is observed when the aerator is off and water is just being emitted over the effluent weir plata. - Also, with none of the equipment operating, and the water level at the crest of the effluent weir, the skiing funnel in the final settling tank should be adjusted so that its lip is 1/4" below the water elevation in the tank. -Time Clock Settin¢ Normally, when an extended aeration system is started it can be assumed the -organic -loading is somewhat lass than design. With this assumption the time nlock is arranged to provide a program of 15 minutes on and 15 minutes off, throughout the 24 hours. Adjustment is easily made by sliding the self- contained non-removable trip levers in or out on the 24 hour dial, and setting the dial to the proper time of day. The setting must be adjusted as the plant is operated under load to compensate for the load coming to the plant. This aeration program must be adjusted later to meet the needs as indicated by proper test results. The settings are determined from D. D. tests to insure -that approximately 2 mg/1 dissolved oxygen is present et all times. Foam The problem of foam is often present in the aeration tanks. While in most cases it does not hinder treatment, it is a nuisance and should be corrected. IIsually, it is encountered in the initial phase of treatment due to underload conditions and may disappear after several weeks of operation. If it persists, corrective measures can be made for its elimination. Cne method is decreased aerator operating time, especially during night hours. Other methods include the use of anti—foam chemicals or spray nozzles set around the periphery of the tank. Normal Cperatinz Procedure Adequate maintenance for all mechanical equipment is essential. The routine tasks of lubrication should be performed with a fixed operating schedule. Motors are lubricated according to factory instructions. -Over lubrication wastes grease, reduces the effectiveness of the seal, and may cause bearings to overheat. Follow lubrication and maintenance instructions furnished. 9 Generally, the following items should be included in a fixed daily schedule: 1, Cleaning bar screen and disposing of screenings. 2. Checking operation of return sludge air lift. • 3. -Checking start and stop controls on blower motors., A+. -Collecting samples for tests, if necessary. 3. Hosing down tank walls, 6. Skim final tank as required. 7. Scraping the walls of final settling tank to dislodge possible buildup of sludge. (For hopper bottomed tanks, during first six weeks of operation), 8, perform at least one D. O. and settleable solids test near midday when load is heaviest, 9. Check C12 residual daily (if chlorinating), • ' 1-0. Adjust equipment operation as indicated by resit'is of tests. Not all of this work can be reduced to a precise schedule, but it is advantageous to do so as far as possible. oar Screen The screen should be cleaned as often as necessary to prevent sewage from backing np into the incoming sewer. Cleaning is accomplished by raking the screenings up the incline and onto the drain rack, After draining, the solids removed should be disposed by burial or incineration, NEVER BY PUTTING THEM IN THE AERATION TANK. Aeration Tank in normal operation, the concentration of solids may approach a point where there is insufficient oxygen being dissolved to maintain a dissolved oxygen -level of 2 mg/1 even though the aerator may be run-using continuously, When this occurs, it is time to stop returning the sludge to the aeration tank and instead waste it to the sludge storage tank, Enough sludge should be wasted so that an acceptable D,O, level can be maintained with the aerator operating somewhat less -than full time. -Another criteria for determining when to waste sludge in extended aeration plants is whether or not the air lift pump can return all of the settled sludge. :f the sludge builds np in the final, even though the Air lift is operating atthe maximum rate, sludge should be wasted, • 10 • • Another guide to be used in conjunction with the previously outlined criteria is the settleable solids test, Normally, the operating Level of solids by volume in the mixed liquor varies between 3C and 60 per cent. When sludge is wasted, an equal volume of supernatant liquor is automatically displaced ox ygen (air) demand, its quantity should be limited by thickening the sludge to be wasted in the clarifier, This can be accomplished by shutting off the -return sludge (airlift) for several hours before starting to waste. The proper amount of sludge to waste must be determined by trial, and will probably be a step procedure over several days, For example: waste sludge for 30 minutes to 1 hour, The results of the next days test will indicate if the amount wasted was adequate. Note that the aerator must be. in operation to insure that mixed liquor enters the final tank during this operation. Final Tank There are two styles of final tanks, hopper bottomed and mechanically cleaned. Operation of the final tank is quite simple and consists only of scraping down the walls to dislodge hanging sludge on the hopper, setting the air lift pump so that all of the settled sludge is returned, and skimming to clean the liquid surface. The return of sludge from the final tank should be continuous and adequate to keep sludge from accumulating in the hopper. This rate on the air lift pump is set by adjusting the air throttling- valve on the air line to the airlift. if the final is mechanically cleaned, the telescoping valve should be set so that all of the sludge is withdrawn. Also this valve should be flushed daily by increasing the withdrawal rate momen- tarily. She scraping mechanism should be kept in continuous operation. _Skimming should be done no more than necessary, normally only a few minutes once or twice a day. Skim only until the surface of the final tank is clean. Chlorination In most cases the extended aeration plant will be furnished with a chlorinator and in most -cases this will be a hypo-chlorinator which is a positive displace- ment, low capacity pump, The chlorine will generally be in the form of a powder or liquid, If in powder or granular form it will need to be dissolved in the proper amount of water to form a solution of the desired strength, Tr. the liquid form it will usually need to be diluted to the desired strength. The desired strength of feed solution will vary, depending on the capacity of the hyro-chlorinator and the amount -of chlorine needed. This must be computed for each individual plant. tperating and maintenance instructions will be furnished with each machine and should be followed carefully, 11 I Normally, it is necessary to feed only enough chlorine solution to maintain a 2.0 mg/1 residual after a 15 minute contact period, The chlorine residual can be determined by a color comparator test kit furnished with the machine. Laboratory -Procedures In general there are two test procedures, both -quite simple, that need be performed by the operator to insure good operation. They are the dissolved oxygen test and the settleable solids test. A third test, that of residual chlorine is required only when chlorinating the effluent. Instructions for performing the required tests are furnished with the test kit equipment. -An occasional full laboratory test on the influent, effluent and mixed liquor is desirable. Tests on the influent and effluent should include BCD, zuspended solids, volatile suspended solids, and dissolved oxygen. Mixed liquor determinations _should be suspended solids, volatile suspended solids and dissolved oxygen.
