RE: APPROVE PAYMENT TO CREATIVE STRUCTURES, INC.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Weld County and Adams County jointly applied for
Federal Funds for the design and construction of Bridge 2/25A, and
WHEREAS , Adams County contracted Bob Tallarico, of Creative
Structures, Inc. , to create the original set of design plans for
said Bridge, and
WHEREAS, the original design plans did not contain design and
construction aspects required by the Colorado Department of
Highways, and
WHEREAS, pursuant to requirements of the Colorado Department
of Highways , plans cannot be changed or altered without the
consent of the original design engineer, and
WHEREAS , Bob Tallarico has reviewed and checked the changes
which were made to the original design; and submitted a request
for payment for said services in the amount of $1 ,275 .00 .
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that payment to Bob
Tallarico in the amount of $1 ,275 . 00 be, and hereby is, approved.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 18th day of
January, A.D. , 1988 .

REVIEW/WORK SESSION REQUEST
DEPARTMENT: Engineering DATE: January 4, 1988

BRIEF DESCRIPTION OF PROBLEM/ISSUE:
Bridge 2/25A is our shared project with Adams County over the Platte
River. It was originally designed by Bob Tallarico of Creative
Structures Inc. It was originally designed under contract to Adams
County and was intended for construction by Adams County crews and
therefore did not contain design and construction aspects required by
the Colorado Department of Highways for federal grants.
Subsequently, Weld County and Adams County agreed to jointly apply for
federal funds. After the grant was received it was decided to revise
the existing set of bridge plans as opposed to spending $30,000 to
$40,000 for a new set of plans. The plans have been reviewed by the
State Highway Department and changes have been made by Weld County
Engineering Department staff in accordance with the State
requirements. However, plans cannot be changed without the permission
of the original design engineer. Mr. Tallarico has reviewed and
approved all the changes that have been made.
Mr. Tallarico has billed Weld County in the amount of $1,275.00 to
review and check the changes that have been made. This bill
represents approximately 20 hours of work at a standard billing rate.
I know that in the last year Mr. Tallarico has spent considerably more
than 20 hours reviewing the several changes required by the highway
department. His request for payment is very reasonable.
I request the Commissioners pass a Resolution to authorize payment.
WHAT OPTIONS EXIST FOR THE BOARD? (Include consequences, impacts,
costs, etc. of options):
The option is whether or not to pay the charges as submitted.
Since this charge is after approval of our contract with the State it
can be matched under our agreement to the 80% limit. Therefore, the
expense to Weld County will be $255.00.

RECOMMENDATION TO THE BOARD:
Since Mr. Tallarico's charges are very reasonable and since the
expenses will be matched 80% by our grant, I recommend authorization
be approved by the Commissioners.
