A public hearing was conducted on December 6, 1989, at 10:00 A.M. , with

The following business was transacted:
I hereby -certify that pursuant to a notice ilated November 20, 1989, and
duly published November 22, 198-9, in The New News, a public hearing -was
conducted to consider increased fee schedules for building, plumbing,
mechanical, and manufactured home permits issued by the Weld County
Department of Planning Services. Lee Morrison, Assistant County
Attorney, made this matter of record. Chuck Cunliffe, Director of the
Planning Department, entered the favorable recommendation of the
Planning Commission. No public comment was offered concerning this
matter. Commissioner Lacy moved to approve the increased fee schedules
for building, plumbing, mechanical, and manufactured home permits.
Seconded by Commissioner Harhert, the motion carried unanimously.
This Certification was approved on the 11th day of December, 1989.

The Board of County Commissioners will conduct a public hearing at 10:00
A.M. on Wednesday, December 6, 1989, in the Chambers of the Board of County
Commissioners of Weld County, Colorado, Weld County Centennial Center, 915
10th Street, First Floor, Greeley, Colorado, for the purpose of considering
increased fee schedules for building, plumbing, mechanical, and manufactured
home permits issued by the Weld County Department of Planning Services.
All persons in any manner interested are requested to attend and may be
heard.
Should any interested party desire the presence of a court reporter to make
a record of the proceedings, in addition to the taped record which will be
kept during the hearing, the Clerk to the Board's Office shall be advised in
writing of such action at least five days prior to the hearing. The cost of
engaging a court reporter shall be borne by the requesting party.
Copies of the proposed increased fee schedules are available for public
inspection in the office of the Clerk to the Board of County Commissioners,
located in the Weld County Centennial Center, 915 10th Street, Third Floor,
Greeley, Colorado.

RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Bud Halldorson that the following resolution be introduced for
passage by the Weld County Planning Commission. Be it Resolved by the Weld
_County Planning Commission that the attached revised fee schedules for
building, plumbing, mechanical, and manufactured home permits be forwarded
to the Board of County Commissioners with the Planning Commission's
recommendation for approval based upon the following:
The fee is based upon the valuation of the work to be done. With the
exception of the fee for the first 41,000 of valuation, the proposed fee
schedule coincides with Table 3A of the 1988 edition of the Uniform Building
Code. The manufactured home building permit fees as proposed will lower the
cost of the permit to $75.00. The building permit fees have not been
revised since January 1, 1986.
The County's fee structures are targeted to recover the full costs of the
activities being performed. It is the philosophy of Weld County that
inspection fees should be fully paid for the applicant and not subsidized by
property taxes, since the applicant generates the need for the services.
The Weld County Building Trades Advisory Committee reviewed the proposed fee
increases at its October 19 meeting and recommended approval of the proposed
fees. If approved, the new fees will become effective January 1, 1990.

Attached is the revised fee schedule for building, plumbing, mechanical and
manufactured home permits. The fee is based upon the valuation of the work

Where work for which a permit is required by the Veld County Building Code
Ordinance is started or proceeded with prior to obtaining the electrical
permit, an additional investigation fee shall be added to the cost of the
electrical -permit. The investigation lee shall be 50% of the fee
-established by separate action by the Board of County Commissioners. In no
event shall the investigation fee exceed an amount set by separate action by
the Board of County Commissioners. The payment of such _investigation fee
shall not relieve any persons from fully complying with the requirements of
the Weld County Building Lode Ordinance in the execution of the work, nor
from any other penalties prescribed within the Weld County -Building Code
Ordinance.
