RE: COMPENSATION FOR ELECTION JUDGES AND BRANCH REGISTRARS
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on December 9 , 1985 , the Board of County
Commissioners established the compensation for election judges
and branch registrars, and
WHEREAS, on April 7 , 1986 , Public Law 99-272 , the
Consolidated Omnibus Reconciliation Act of 1985 , was signed into
law by President Reagan , and
WHEREAS, Section 13205 of the Act provides for medicare
coverage for employees of state and local governments who are
hired on April 1 , 1986 , or later, and
WHEREAS , the Social Security Administration (SSA) and
Internal Revenue Service (IRS) have issued rules recently
indicating that election workers are included under the Act and
local governments must withhold 1 . 45 percent of the gross pay of
each covered employee , plus an amount from the employer' s funds
to total 2 . 9 percent of the employee ' s gross covered wages, and
WHEREAS, the Director of Finance and Administration and
Clerk and Recorder have recommended that all election judges and
branch registrars compensation be increased by 1 . 45 percent for
medicare.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado that the- compensation- for
all election judges and branch registrars is hereby increased by
1 . 45 percent nunc pro tunc to April 1 , 1986 .
