RESOLUTION RE: REQUESTING GOVERNOR TO USE FULL AUTHORITY TO REQUEST FEDERAL ASSISTANCE TO MITIGATE IMPACT OF HAIL DAMAGE TO AGRICULTURE IN WELD COUNTY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, areas of Weld County experienced significant hail damage to cropland on August 2, 1986 , and WHEREAS, the hail damage to the crop has created severe economic hardships to many members of the Weld County agricultural community, and WHEREAS, the Office of the Governor of Colorado has certain authority to seek State and Federal assistance to mitigate the adverse impact of the hail damage from State and Federal agencies. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld County, Colorado, hereby requests and strongly encourages the Governor of Colorado to use his full authority to seek State and Federal assistance from the various agricultural related agencies to assist Weld County farmers in mitigating the impact of the hail damage experienced by them in Weld County on August 2, 1986. Said excerpt concerns the damage in Weld County due to the hail storm of August 2, 1986. CONSIDER RESOLUTION RE: LOCAL EMERGENCY FROM STORM DAMAGE: Commissioner Lacy asked that a spokesman be selected to make comments to the Board concerning the damage to croplands from the hail storm of August 2 . John Tuttle came forward and made statements concerning the damage in his area. Leo Berger, also commented, saying he is not in the hail damaged area, but said he is very concerned for the farmers who did receive damage. Mr. Berger said, after flying over the area, he would estimate that approximately 250 square miles received damage, with these areas receiving an estimated 30 to 100% damage. Douglas Lorenz asked about flood and road damage. Mr. Berger said the flood damage is extensive, as is erosion and damage to roads. At this time, Don Warden explained which agencies were contacted who could potentially be involved with this situation. He said information is being put together in order to develop a County damage assessment report, with the completed report being sent to the State Board of Agriculture. The State Board of Agriculture will then review the report; assess the impacts; determine which programs are available; and then make its recommendation to the Governor' s Office. After receipt of such recommendation, the Governor will consider the recommendation and can request programs assistance to the agricultural community from agencies of the Federal Government, including the USDA. Mr. Warden said that the Commissioners , at this point, can only adopt a Resolution indicating the local concern that a problem does exist and encourage the Governor to use his full authority to seek State and Federal assistance for the impacted farmers in Weld County. He then read into the record the Resolution which has been prepared to submit to the Governor' s Office. Commissioner Yamaguchi moved to adopt said Resolution. Commissioner Kirby seconded the motion which carried unanimously. Commissioner Lacy announced that there is to be a meeting at 2: 00 p.m. , with representatives from the State Department of Agriculture, at the Platteville firehouse. Commissioner Lacy thanked the farmers for coming to this meeting and assured them that the Board would help in any way possible. Mario Meakins, Director of Extension Services, said that, at this time, his office estimates that approximately 130 ,000 acres of cropland, out of 420, 00 acres in Weld County, have received hail damage, and he estimates that this is over $25 million in damages.
