The photograph shows contract progress as of May 10, with construction of the concrete bridge north of a temporary, one lane bridge opened to traffic March 15. (more) (over) 851261 Highway News Page 2 Department of Highways May 16, 1985 A steel truss bridge at the site ten miles west of Canon City was closed February 7 following a tractor-trailer accident. The bridge deck for the $393,113 project was poured May 10 and curbs were set May 14 and 15. Some backfill , gravel and guardrail work remains along with restriping traffic lanes. Civil Constructors, Inc. of Carbondale may earn $3,000 per day incentive bonus for opening the bridge to traffic before June 1 . The new bridge will have two 12-ft. driving lanes and 8-ft. shoulders. The Colorado Department of Highways public information officer is working with the National Highway 50 Federation, Royal Gorge operators, and community chambers of commerce to arrange a dedication ceremony which will open the new bridge to traffic. The date and time, tentatively May 25 but subject to weather and other factors, will be announced when construction progress allows. 000 NEW BIDDING RULES TAKE EFFECT MAY 30 Following a public hearing process the Colorado Department of Highways has adopted revised rules dealing with road and bridge project bidding. Effective May 30, the new rules pertain to "Prequalification, Debarment, Bidding and Work on Colorado Department of Highways' Road, Highway and Bridge Public Projects." The rules streamline the prequalification process and debarment process, in that contractors may now appeal directly to the Chief Engineer. Previously an informal process involved the agency's Staff Construction Engineer and ended with final appeal to the Executive Director. A chapter on competitive, sealed bidding requires the Department to make a "determination of non-responsibility" as part of the award process. This con- solidates the actions necessary for a contract to be awarded after bids are opened. Another chapter covers "Construction of Projects by CDOH With Its Own Forces." Competitive sealed bidding by the state highway agency is also explained. Copies of the rules are available from the Staff Construction branch, Lolorado Department of Highways, 4201 E. The construction contract follows earlier, emergency repairs along a road section damaged by soil moisture. The project begins 1 .9 miles west of the Edwards spur and extends seven and a half miles easterly. It consists of hot bituminous pavement overlay, guard- rail , striping, seeding and mulching. Kiewit Western Co. of Littleton turned in an apparently successful bid of $2,607,477 for the project, which requires completion within 110 working days following the Notice to Proceed. Resident engineer is M. J. Smith of Eagle. 000 FR 050-1(17) U.S. 50 NORTHWEST OF DELTA Corn Paving Co. of Grand Junction submitted an apparently successful bid of $1 ,216,472 at the Division of Highways May 16 opening to widen 1 .8 miles of U.S. 50 N.V. of Delta. Two firms turned in bids on a project which begins about three miles northwest of the community and extends westerly. Resident engineer J. W. Jackson of Montrose will coordinate the project, which requires completion within 85 workable days. Included are grading, stabiliza- tion, structures, extension of a concrete box culvert, hot bituminous paving, topsoil , seeding and mulching. 000 BIDS TO BE OPENED May 23: delete: FCU 157-1 (10) opens May 30 instead. ADD: May 30: 10:30 a.m. , Foothills Parkway construction in Boulder, consisting of grading, stabilization, hot bituminous and concrete pavement, structures, a bridge over Pearl Street, concrete box culvert, signing, striping, signalization, seeding, mulching, and topsoil , located on S.H. 157, beginning at the interchange with Pearl Street and extending 0.7 mile northerly, just past Valmont Road, in Boulder county, FCU 157-1 (10) .
