RE: APPROVAL OF HUD SECTION VIII VOUCHER PROGRAM
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Weld County Housing Authority has presented a
request to the Board to determine whether there is a need in Weld
County for eleven housing vouchers for low-income families as
explained in the request letter, a copy of which is attached
hereto and incorporated herein by reference, and
WHEREAS , the Board has determined that such a need does exist
in Weld County and deems it in the best interest of the citizens
of Weld County to advise the U.S. Department of Housing and Urban
Development (HUD) of such determination.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that a need does exist in
Weld County for eleven housing vouchers for low-income families
and that the Department of Housing and Urban Development shall be
advised of the same.
BE IT FURTHER RESOLVED by the Board that the above
determination shall be final and no additional comments will be
submitted.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 16th day of
November, A.D. , 1987 .

Dear Commissioner Lacy:
The Housing Authority of Weld County, Colorado has submitted an application
to the U.S. Department of Housing and Urban Development (HUD) for 11 vouchers
in the Housing Voucher Program in connection with the Rental Rehabilitation
Grant Program.
Pursuant to Section 213(c) of the Housing and Community Development Act of
1974, HUD must determine whether or not there is a need for such housing assis-
tance, taking into consideration any application State Housing Assistance Plan,
and that there is or will be available in the area, public facilites and services
adequate to serve the housing proposed to be assisted. An application may be
approved only if our determination is in the affirmative.
HUD invites you to submit to them all comments or information you or your
unit of government deem relevant to their determination. While they are not
bound by any such comments or information, all relevant comments or information
you provide them will be considered. It should be noted that these comments will
be considered final and that no additional comment will be submitted. If you do
not intend to submit any comments or information, please notify HUD as soon as
possible so that they may expedite the making of their determination.

OF A SECTION 8 EXISTING HOUSING PROGRAM
Ins true t ions: The applicant agency must provide assurances and certify to all of the following items.
The applicant agency hereby assures and certifies that:
ti) It will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88—.152) and regulations pursuant thereto
(Tide _'t CFR Part I) which states that no person in the United States shall, on the ground of race, color, or
national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to
discrimination under any program or activity for which the applicant receives financial assistance; and will
immediately take any measures necessary to effectuate this agreement. With reference to the real property
and structure(s) thereon which are provided or improved with the aid of Federal financial assistance extended
to the applicant, this assurance shall obligate the applicant, or in the case of any transfer of property, the
transferee. for the period during which the real property and structure(s) are used for a purpose for which the
Federal financial assistance is extended or for another purpose involving the provision of similar services
or benefits.
(ii) It will comply with Title VIII of the Civil Rights Act of 1968 (P.L. 90—_284) as amended, which prohibits
discrimination in housing on the basis of race, color, religion, sex or national origin, and administer its
programs and activities relating to housing in a manner to affirmatively further fair housing.
(iii) It will comply with Executive Order 11063 on Equal Opportunity in Housing which prohibits discrimination
because of race, color, creed, or national origin in housing and related facilities provided with Federal
financial assistance.
it) In establishing the criteria for the selection of tenants, the PHA or Owner will not utilize preferences or pri-
orities which are based on (1) the identity or location of the housing which is occupied or proposed to be
occupied or (2) upon the length of time the applicant has resided in the jurisdiction. The PHA or Owner
shall treat non-resident applicants who are working, or have been notified that they are hired to work,
in the jurisdiction as residents of the jurisdiction.
v) If the proposed project is to be located within the area of a local Housing Assistance Plan (HAP), the
applicant will take affirmative action to provide opportunities to participate in the program to persons
expected to reside in the community as a result of current or planned employment.

C. NEED FOR HOUSING ASSISTANCE
-Demonstrate that the project requested in this application is consistent with the applicable Housing Assistance Plan including the goals for meeting the housing
needs of Lower-Income Families or, in the absence of such a Plan, that the proposed project is responsive to the condition of the housing stock in the com-
munity and the housing assistance needs of Lower-Income Families(including the elderlylhandicapped, large Families, those displaced or to be displaced and
those living in substandard units)residing in or expected to reside in the community.
The requested distribution is based on our current Section 8 waiting list
taking into consideration the family composition of the applicant families
and our occupancy standards. The proposed distribution does not conflict with
past Housing Assistance Plans adopted for the above communities. Moreover, the
addidtional units do not duplicate other housing assistance efforts presently
being undertaken in Weld County due to growing demand for housing assistance.

Weld County Housing Authority has succesfully administered Section 8 Existing I
Programs since 1981 . Experience of the executive director dates back to 1976
cocerning the administration of the program. The Housing Authority is currently
administering 148 Certificates and 90 Vouchers. The most current maagement
review indicated that the programs were managed consistent with program regulati�ln:
Weld County Housing Authority is a diversified agency, administering a variety o�
housing programs. In addition to the Section 8 Programs, the Housing Authority
has managed CDBG housing rehabilitation programs, rental rehabilitation programsl
special repalcement housing projectsednd has provided technical assistance to
County communities for the development of housing projects. The compositon of
the housing authority board provides leadership in the areas of real estate

F. HOUSING QUALITY STANDARDS _
Provide a statement that the Housing Quality Standards used in the operation of the program are those set forth in 24 CFR,Section 882.109. If variations
in the Acceptability Criteria are proposed,each proposed variation shall be specified and justified. Any variations that are more restrictive must not unneces-
scrPy limit the availability of housing stock. Variations that are less restrictive must at minimum meet the appropriate performance requirements in Section
882.109.
The Housing Authority of Weld County understands and will adhere to the
Housing Quality Standards as set forth in 24 cfr 882.109. No variations
in the acceptability criteria are proposed.
