RE: APPROVE CONTINUANCE OF HEARING CONCERNING AMENDMENT OF USE BY
SPECIAL REVIEW - ASSOCIATED NATURAL GAS , INC .
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , on June 24 , 1985 , a hearing was conducted to
consider the amendment of a Use by Special Review Permit issued to
Associated Natural Gas , Inc . , and
WHEREAS, the Board, after hearing the testimony and viewing
the evidence which was presented by the proponents and opponents,
determined that said hearing be continued in order to allow the
staff of the Weld County Planning Department to develop further
Operation Standards, and
WHEREAS , the Board deems it advisable to continue said
hearing to June 26 , 1985 , at or about, 9 : 00 A.M. , at which time
the Board will consider only the revised Operation Standards , but
will hear no further testimony nor view any further evidence.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the hearing to
consider the amendment of a Use by Special Review Permit issued to
Associated Natural Gas , Inc. be, and hereby is, continued to June
26 , 1985 , at or about, 9 :00 A.M. to make a determination based
upon the revised Operation Standards.
BE IT FURTHER RESOLVED by the Board that no further testimony
nor evidence shall be considered at this time.

HEARING CERTIFICATION
DOCKET NO. 85-39
RE: AMEND USE BY SPECIAL REVIEW - EXPANSION OF A NATURAL GAS
PROCESSING PLANT, ASSOCIATED NATURAL GAS, INC.
A public hearing was conducted on June 24, 1985, at 10:30 A.M. , with
the following present:
Commissioner Jacqueline Johnson, Chairman
Commissioner Gene Brantner, Pro—Tem
Commissioner C.W. Kirby
Commissioner Gordon E. Lacy
Commissioner Frank Yamaguchi
Also present:

Planning Department representative, Rod Allison
Certified Court Reporter, Mary Fuller
The following business was transacted:
I hereby certify that pursuant to a notice dated May 29, 1985, and duly
published June 6, 1985, in the Johnstown Breeze, a public hearing was
conducted to consider the request of Associated Natural Gas, Inc. to
amend a Use by Special Review by the expansion of a natural gas
processing plant. Bruce Barker, Assistant County Attorney, read this
application into the record. Chairman Johnson explained that this
hearing was continued from June 17, when only three Commissioners were
present. Rod Allison, representative of the Planning Department, read
the recommendation of the Planning Commission into the record, stating
that the motion for approval of this request had failed; therefore, the
recommendation is for denial. Joe de Graffenreid came forward to
represent Associated Natural Gas, Inc. He gave a brief history of the
plant and explained why there is a need to expand. He stated that they
would address the three major concerns which arose at the Planning
Commission hearing: traffic in the area, safety of the plant, and the
noise resulting from operation of the plant. Mike Quigley, also
representing Associated Natural Gas, gave a presentation concerning the
changes which have been made in the traffic patterns and how the
Company has attempted to work with neighborhood residents concerning
this area. Richard Powell spoke about the design parameters of the
plant and introduced a chart of lost days per 100 full-time workers in
various occupations. John Barthell, of Engineering Dynamics, spoke
about the noise factor and the effectiveness of the proposed ten-foot
sound barrier. (Tape Change #85-49) Mr. Barthell also spoke about
sound level measurements his firm recently conducted near the site.
Mr. de Graffenreid said his company is willing to place a fifteen-foot
sound barrier at the site and install hospital-grade mufflers. Mr.
Allison presented the Board with copies of the changes the applicant
has proposed. Persons offering testimony concerning this request
included: Scott Milner of Denver-Julesberg Petroleum Association; Kent
Taylor, president of KTM, Inc, ; Keith Abbott, president of R.A.
Resources, Inc. ; and Bill Greer, a neighbor, who played a tape which
had been recorded in his back yard. Let the record reflect that a
short recess was called. Others who spoke about this request were:
Bill Berig, a neighbor; Roy Johnson, a neighbor who said some equipment
has already been moved onto the site; Richard Miller, a neighbor; John
Longwell, Operations Manager for Golden Buckeye Petroleum; John
Butcher, who mentioned the savings made by companies being able to buy
natural gas direct; (Tape Change #85-50) Jim Shepler, of Shepler and
Thomas; and Max Ulrich, a neighbor. Joe de Graffenreid and John
Barthell made explanatory comments about concerns of the neighbors.
Chairman Johnson asked about the increased traffic if this expansion is
allowed and Mr. Allison read an Operation Standard which would address
the possibility of entering into a Road Maintenance Agreement.
Commissioner Brantner questioned the possibility of an Operation
Standard regarding the noise level for aspects of this operation. Mr.
Barker stated that Operation Standards could be included concerning
both of these issues. Commissioner Kirby moved to continue this
hearing, for decision only, to June 26, 1985, at the conclusion of the
regular Board meeting, to allow the Planning staff to develop Operation
Standards concerning a possible Road Maintenance Agreement and the
noise level. Commissioner Brantner seconded the motion, stating that
he hopes the Planning staff would work with Associated Natural Gas in
developing additional Operation Standards. The motion carried
unanimously.
