She uses an old barn that is on the property for her pottery business and there has been no changes to the land. She holds two shows a year on the property: one in the spring and another one at Christmas. These are usually held on the week-end. Most of her work is sold on consignment and in bazaars. Her kiln is -an outdoor kiln and none of her firing is done inside. The Chairman asked Ms. Cariaso if she had read the recommendations, conditions, and operation standards as outlined by the staff. She stated she has and agrees with them completely. The Chairman called for discussion from the audience. There -was none. This land has been in the family for thirty years. They built this as a Conoco Gas Station originally. The people who have it leased (G and B Enterprises) , operate the self-service station across the road and are now using this building as a garage. It was a nonconforming use but now the County wants them to take out a change of tone for Commercial-Three zoning. This property is surrounded by highways and commercial uses. The Chairman called for discussion from the audience. There was none. The Chairman asked Mr. McDougall if he had read the recommendations and conditions as outlined by the Department of Planning Services staff. He stated he has and has no objection to anything outlined. The Chairman asked that reading of the recommendations and conditions be dispensed with and that they be filed with the summary as a permanent record of these proceedings. Lee Morrison explained that the McDougalls have -maintained that this operation is a nonconforming- use. The staff has never made a decision on this, and would make a decision if necessary, pending the outcome of the application. When they did apply for a change of zone we represented to them that an application for a change of zone would not be considered a waiver on their part--that it is a nonconforming use. If the zoning is approved, there is no need for any action on the nonconforming use question. At the present they are operating the Roggen Conoco as a vehicle repair station with limited access to the public. Mr. Gary ,Novatny , President of the G &B Enterprises owns a full service station across the road from the Roggen Conoco , which he is in the process of selling. He intends to then operate the Roggen Conoco as a full service station which will serve the general public. For approximately the last 25 years the Roggen Conoco Service Station has been operating as a vehicle service repair establish- ment . The station was constructed to be a full service station. We feel that this is the best use of the location being situated on the Interstate and next to the town of Roggen , where it can best serve the need of the community as well as travelers on the interstate. It is our long term projection to keep it used accordingly ; we will not sell the station but will continue to lease is as such.
