RE: APPROVE CHANGE ORDER TO RICHARD WEINGARDT CONSULTANTS
CONCERNING BRIDGE 15/44B
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Weld County entered into a contract for certain
engineering and design services with Richard Weingardt Consultants
concerning Bridge 15/448, and
WHEREAS, additional engineering and design services are
necessary, and the Board has been presented with a Change Order
for said services, in the amount of $2 ,200 . 00 , and
WHEREAS, after review, the Board deems it advisable to
approve said Change Order to Richard Weingardt Consultants.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Change Order, in
the amount of $2,200.00 , to Richard Weingardt Consultants be, and
hereby is, approved.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 20th day of
April, A.D. , 1988 .

RELIEF DESCRIPTION OF PROBLEM/ISSUE:
Richard Weingardt Consultants is designing Bridge 15/44B under the
Federal Bridge Rehabilitation and Replacement Program which is
administered by the Colorado Department of Highways.
In our contract with Weingardt, we are required to provide all
available information, which includes hydrology studies. We did not
have information available for this project and did not supply
anything to Weingardt. They gathered information from Federal
Emergency Management Administration, Soil Conservation Service, and
U.S. Army Corps of Engineers. The discharge for the 100-year flood
varies between 20,000 cubic feet per second and 4,800 cubic feet per
second. This is a dramatic variation which is very unusual.
The Colorado Department of Highways would not give definitive
direction and required considerably more time to be spent than would
normally be anticipated.
Weingardt's request is that Weld County pay one-half of the overrun
for the hydraulics studies in the amount of $2,200.
WHAT OPTIONS EXIST FOR THE BOARD? (Include consequences, impacts,
costs, etc. of options):
Authorize a Change Order in the amount of $2,200.00 or reject the
request.

RECOMMENDATION TO THE BOARD:
Because the information provided by the different agencies to
Weingardt varied so dramatically and because the Colorado Department
of Highways required more time to be spent on hydraulic studies, I
feel Weingardt's request is reasonable.
