RE: APPROVE QUARTERLY PERFORMANCE REPORT FOR 1988 CDBG HOUSING
REHABILITATION PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Quarterly
Performance Report for the 1988 CDBG Housing Rehabilitation
Program, and
WHEREAS, after review, the Board deems it advisable to
approve said Quarterly Performance Report, a copy of which is
attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Quarterly
Performance Report for the 1988 CDBG Housing Rehabilitation
Program be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Quarterly Performance Report.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 15th day of
February, A.D. , 1989 .

QUARTERLY PERFORMANCE REPORT
"Small Cities" Community Development Block Grant (CDBG) Program

January 1 through March 31 , 19_ July 1 through Sept. 30, 19

1 . What has been undertaken and/or completed during the reporting
period? How does this progress relate to "milestones" contained in
the approved project schedule?
Various outreach efforts have been conducted during this quarter. So far,
ten applications for the 1988 Program have been received and processed. Five
projects are under way, and one is completed. Because of the low volume of
applications, we are slightly below our target for the first quarter of the
program. Another contributing factor to the situation has been the weather
for construction. Some severe winter weather days have resulted in project
extensions.

2. What will be undertaken and/or completed during the next reporting
period? How does this projected progress relate to the "milestones"
contained in the approved project schedule?
Outreach efforts will be continued in hopes of expanding the current pool of
applications. Additionally, we will expand our target area to include the entire
Census Tract areas in which our target community, Galetca, is located. We will
also expand to the west; thus, our expanded target area will include all of
Census Tracts 15, 16 and 25.01. Environmental review procedures are currently
being conducted to meet our obligations for expanding the target area. Hopefully,
we will be closer to our milestone by next quarter's reporting period as a result
of our target area expansion.
3. Have any complaints been received or have problems or issues
developed related to financial management, environmental review,
civil .rights, labor standards, displacement/acquisition/relocation or
other matters? If so, how have these been or how will these be
resolved?
No complaints, problems or issues relating to management , civil rights, labor
standards or displacement have developed during this quarter.
An issue regarding public inspection of submitted bids for rehabilitation work
arose when a contractor objected to this practice. After review of the situation
by the County Attorney's Office, a policy has since been developed and implemented
C to inform all contractors that this practice is in effect, and is sanctified by
Colorado statutes.
Floodplain determination for some applicants is being explored with the assistance of
the Colorado Water Conservation Boards as floodplain maps offer limited data.
4. What, if any, additional technical assistance is needed to
successfully complete the project?
We always appreciate notice of workshops and training available concerning
rehabilitation management and construction code enforcement.
