Dear Mr. Lacy,
President Reagan has declared the week of April 26 to May 2, 1987, as
"National Victim Rights Week." During this special observance, victims of
violent crime, their advocates and organizations which serve them will join
together in Weld County to educate our citizens about crime and
victimization and encourage their support to improve victims' rights and
services.
The Weld County District Attorney's Victim/Witness Assistance Program
would be honored if you could sponsor a proclamation to recognize April 26
to May 2, 1987 as "Weld County Victim Rights Week." Such a proclamation
will publicly reaffirm your commitment to our important cause and at the
same time, recognize the efforts of those who serve victims of violent
crime in our community.
Enclosed is a sample proclamation which you may wish to use to compose
your proclamation.
Other activities happening the week of Victim Rights are: County wide
school poster contests for elementary and secondary schools; display of
these posters on May 2 at the Greeley Mall; discounts on locks by Greeley
businesses; and an open house in the Weld County District Attorney's
Victim\Witness Assistance Office.

SAMPLE PROCLAMATION
Whereas, President Reagan has declared April 26 to May 2, 1987 as
"National Victim Rights Week"; and
Whereas, thirty-five million Americans are victims of crime each year, and
six million innocent citizens become victimized by violence; and
Whereas, it is estimated that less than thirty percent of crime victims
report their tragedies to the authorities; and
Whereas, the U.S. Department of Justice estimates that one out of four
American families will be touched by violence this year alone; and
Whereas, a violent crime occurs every 24 seconds; every 28 minutes, a
murder is committed; every six minutes, a woman is raped; and
every three seconds, a property crime is committed; and
Whereas, over four thousand organizations and agencies provide greatly
needed services to victims of violent crime at the local, state,
and national level; and
Whereas, there is a dire need to promote efforts by the public and private
sectors of our county to curb the growing crime rate and
provide greatly needed services to innocent victims of crime; and
Whereas, the citizens of Weld County must join together and advocate for
victims, promote accountability of our judicial system, and
support and expand programs dedicated to helping crime victims;
and
Whereas, all the citizens of Weld County who are concerned about violent
crime will join together during National Victim Rights Week to
promote greater public awareness about violent crime victimization
and the need to support victims' rights; therefore, be it
Resolved, that the Board of the County Commissioners designate April 26 to
May 2, 1987, as Victim Rights Week; and be it further
Resolved, that the Board of the County Commissioners rededicates its
energies and resources to recognize the rights and needs of
victims of violent crime; and be it further
Resolved, that a suitably prepared copy of this resolution be presented to
the Weld County District Attorney's Office Victim/Witness
Assistance Program.
