Dear Mr. Neumann:
Your subdivision exemption application is complete and in order and will be
processed by our office on or before Devember 13, 1988. If it is determined
that the application meets the approval criteria of Section 9-3 E. of the
Weld County Subdivision Regulations, you will be notified that the
subdivision exemption is approved. If the staff determines that the
application does not meet the approval criteria, you will be notified and
asked to appear before the Board of County Commissioners at a public
hearing. You will be informed of the hearing date at least a week prior to
the hearing. The Board of County Commissioners will then consider your
application and make a final decision on the subdivision exemption.

Dear Ms. Curry:
Snyder Oil Company has recently made applications to your
department for construction of a Booster Station on the captioned
parcel. Specific application items are as follows:
1. USR-865-Request for a Site Specific Development Plan and
a Special Review permit for an oil and gas support and
service facility located on the captioned lands.
(Submitted by Snyder 10/31/88) .
2 . Building Permit Application covering above referenced
booster station (Submitted by Snyder on 10/25/88 to the
Inspection Department, Weld County, Colorado) .
3 . Application for Subdivision Exemption covering the above
referenced booster station, (Submitted by Snyder on
10/17/88 to the Weld County Department of Planning
Services) .
Snyder Oil Company requests that all of the above documents be
amended only insofar = as the legal description of the parcel
including our booster station. The description should be amended
as follows:
Township 4 North, Range 61 West, 6th P.M.
Section 33 : A 400 foot x 500 foot tract of land located
within the south half (S/2) of said Section.

Dear Ms. Curry:
At your request, I have included a brief description or statement
explaining Snyders ' request for a Application for Subdivision
Exemption, Site Specific Development Plan and a Special Review
Permit for an oil and gas support and service facility in the A
(Agricultural) zone district on a parcel of land described as part
of the S/2 of Section 33 , T4N, R61W of the 6th P.M. , Weld County,
Colorado.
Snyder Oil Company, d/b/a Roggen Processing Company operates a gas
processing plant (Roggen Plant) located in the SE/4SW/4 of Section
24, T2N, R63W, Weld County, Colorado. In order to supply gas to
the plant for processing and resale to a pipeline, Snyder has
utilized a gas gathering system primarily to the Boomer Sooner
field in the New Raymer area, northeast of the subject compression
facility. The gathering system has a 6" to 8" line fed by various
3"-4" low pressure lines going to the individual wells. When
development of gas reserves exceeded the planned capacity of the
system, it became necessary to install the subject facility in
order to meet contractual requirements of 200 psig or less delivery
pressure in the field. The same system could be operated without
compression if the daily deliveries of gas were less than is now
being produced.

The following equipment or a portion of it will be necessary during
the useful life of the compressor site:
1. 3 - White Superior 2 stage engine driven compressors; rated
at 1100 H.P. (name plate) each.
2 . 1 - Inlet gas scrubber.
3 . 1 - Fuel cleanup skid.
4 . 1 - Triethylene glycol contactor 3 phase separator.
5. (2 - 3) - 300 Barrel stock tanks.
The equipment is mounted on 14 ' x 30 ' cement pads (1 for each
engine) in an area 28 ' x 30 ' in size. The gas treatment area is
fenced around its parameter with barbed wire.
Also enclosed is a copy of our Surface Lease covering the subject
compressor site, together with the Application for Subdivision
Exemption, (original and two (2) copies) , including a plat
describing the captioned site. Finally, a check in the amount of
$150. 00 covering the Subdivision Exemption Application fee.
Please let me know, at your earliest convenience, if further action
is necessary to comply with applicable regulations or laws.

SURFACE LEASE
This Surface Lease is entered into this O,...1O � day of
o Se- , 1988 , by and between Charles Kent Kingsbury
and Noralene S . Kingsbury, hereinafter called "Lessor" , and Snyder
Oil Company, 1801 California Street, Suite 3500, Denver, Colorado
80202 , hereinafter called "Lessee" .

WITNESSETH:
THAT Lessor does hereby let, lease and demise to Lessee, its
successors and assigns for the term of 50 years commencing on the
day first mentioned above, for the purposes hereinafter stated, a
tract of land in Weld County, Colorado as follows, to-wit:
Township 4 North, Range 61 West, 6th P.M.
Section 33 : a 500 foot x 500 foot tract of land
located in the S/2
more particularly described by survey attached as Exhibit A.
_ . Lessee shall have the right to maintain thereon, and repair,
replace, and remove therefrom a compressor station, including, but
not limited to, compressor engines, above ground storage tanks for
the storage of liquid hydrocarbons from whatever source collected
or gathered, drain lines, pumps, spheroid catcher, drain pits,
dehydration unit, meter and regulator station., pipelines and other
appurtenant equipment together with the full right of ingress and
egress to and from said premises.
In consideration of the rights granted :herein, Lessee agrees
to pay in advance for the full term as rent the sum of ten and more
dollars, the receipt and sufficiency of ; which is hereby
acknowledged by Lessor. It is mutually understood and agreed
between the parties as follows:
1) Lessee agrees to comply with all applicable
state and local regulations;
2) Lessee agrees to take -reasonable effort to
limit employee and business invitees access to
the site and road way access thereto to
compressor and pipeline related business only;
3) Lessee agrees to indemnify and hold Lessor
harmless for any damages caused by Lessee ' s •
operations on the leased premises; _
4) In the event Lessee ceases to occupy said
premises for the purposes above recited and
removes its property therefrom prior :to the end
of the 50 year term, this Surface Lease shall
terminate and all rights hereunder shall revert
to Lessor;
•
5) Upon the termination of this lease,. Lessee
shall remove all buildings, structures and
pipes placed upon the leased premises and
restore the surface to a condition, 'as nearly
as possible, as existed prior to the Lessee' s
disturbances thereto; •
6) Lessee shall adequately fence the site in a
manner• to protect Lessor's livestock; .
7) Lessee shall maintain the site free of weeds
and litter.

. 8) Lessee shall pay all damages from its operations, - --
including, without limitation, damages or injuries to
livestock, persons, personal property and real property. '
9) ' At the written 'request of Lessor, Lessee will install a
gate with a lock at the entrance to the lease road.
This agreement shall be binding upon the parties hereto, their
heirs, successors and assigns.
