COMMISSIONERS STRICKLAND, BROWN
CONFIRMED BY COLORADO STATE SENATE
The Colorado State Senate voted June 14 to confirm Thomas L. Strickland
of Denver and Kirk P. Brown of Pueblo to the State Highway Commission. The
vote followed a June 12 recommendation from the Senate Transportation Committee.
Strickland, a Denver real estate attorney, will represent the Denver
metropolitan area on the commission. Brown, an attorney in Pueblo, will repre-
sent ten southeastern Colorado counties.
The two are scheduled to be sworn in at the June 21 commission meeting
in Denver, along with James Golden (reappointed) of Grand Junction and Russell E.
Yates (newly appointed) of Durango.
The terms of service are for four years, expiring in March 1989.

HIGHWAY ACCESS
REVISIONS, HEARINGS
The Colorado Department of Highways has completed its final draft of the
proposed rule revisions to the State Highway Access Code, 2 CCR 601-1 . On
July 18, 1985, at 1 :30 p.m. the Colorado Highway Commission will consider the
adoption of the revised code.
On the same date the Commission will consider adoption of the State High-
way Access Category Assignment Schedule. This schedule assigns one of five access
control category levels to each segment of state highway as described by the State
Highway Access Code.

attend the hearing on the Access Code and the Access Category Assignment

MP 02-0045-13 PUEBLO BLVD. IN PUEBLO
The Department's Division of Highways accepted five bids at the June 20
opening for a project to resurface Pueblo Blvd. in Pueblo. The S.H. 45 hot
bituminous pavement overlay begins at O'Neal Avenue and extends 2.87 miles north.
Southern Colorado Paving, Inc. of Pueblo submitted an apparently successful
bid of $192,269 for the project, which requires completion within thirty working
days after its Notice to Proceed.
Dale Snow of Pueblo is resident engineer.
IXM 1115(8) S. KIPLING ST. , BOWLES AVE.
INTERSECTION IN JEFFERSON COUNTY
Kiewit Western Company of Littleton turned in an apparently successful bid
of $1 ,576,508 at the Division of Highways June 20 opening to construct the S. Kipling
St. , Bowles Ave. intersection in Jefferson county. Three firms bid the project,
which is scheduled to be completed within 90 workable days after it starts.
The project consists of grading, structures, stabilization, hot bituminous and
concrete paving, signing, striping, retaining wall , signalization, topsoil , seeding
and mulching. It begins on S. Kipling St. about 500 feet south of West Bowles Ave.
and extends half a mile north.
Resident engineer is R. L. McKenzie of Golden.

MU 0391 (11 ) INTERSECTIONS IN LAKEWOOD

The Division of Highways accepted five bids at the June 20 opening for a
combined project improving intersections in Lakewood.
One project, of three, is located on Kipling Parkway at Hampden Avenue. It
consists of grading, structures, hot bituminous pavement, signing, striping,
signalization, topsoil , seeding and mulching.
A second location, on W. Dartmouth Ave. between Kipling Parkway and Kipling St.

about half a mile north of Hampden Avenue, includes grading, structures, hot bituminous
AND concrete paving, signing, striping, topsoil , seeding and mulching.
A third location, at Kipling St. and West Dartmouth Ave. half a mile north
of Hampden Ave. , includes the same work elements as the second location.
Asphalt Paving Company of Golden turned in an apparently successful bid of
$556,279 on the combined project, which requires completion within 50 working days.

C 46-0040-04 U.S. 40 WEST OF KIT CARSON

Resurfacing U.S. 40 and replacing structures west of Kit Carson drew three
bidders at the Division of Highways June 20 opening. An apparently successful bid
of $2,062,296 was received from Sterling Paving Company of Fort Collins.
A combined project extends 14.7 miles west of the community, with a net
length of 7.8 miles. It includes grading, hot bituminous pavement overlay,
striping, seeding and mulching. Structures are located 13.3 miles west and 121/2
miles west of Kit Carson.
Resident engineer John Goetzcke of Limon will coordinate the project, which
is scheduled for completion within 85 working days.
IXFU 085-2 (31 ) SOUTH SANTA FE DRIVE, WEST
EVANS AVENUE IN DENVER
Resident engineer R. L. McKenzie of Golden will coordinate a Set-Aside project
for streets near Colorado's first urban interchange, if a contract is awarded
following a Division of Highways June 20 bid opening.
Street improvements are near the S. Santa Fe Drive, W. Evans Ave. interchange
which will offer a ramp system and signals. The project was restricted to bidding
by certified, prequalified minority business enterprises.
The project is located on Wesley Ave. , Fox Street and Asbury Ave. Work is
to occur west of U.S. 85, half a mile south of W. Evans Ave. , extending 0.6 mile
north. Set for completion within thirty workable days , the project consists of
grading, structures, hot bituminous and concrete pavement, sodding, curb and gutter,
and sidewalk.
M & M Cement Contractors, Inc. of Colorado Springs turned in an apparently
successful bid of $147,010. Five minority firms bid this project.
FR 084-1 (3) U.S. 84 SOUTH OF PAGOSA SPRINGS
Popejoy Construction Company of Ulysses , Kansas turned in an apparently
successful bid of $1 ,397,534 at the Division of Highways June 20 opening to resurface
27.9 miles of U.S. 84 south of Pagosa Springs. Six firms bid the work (one bid was

rejected), which begins at the New Mexico state line and extends northerly. The
project consists of grading, a structure, hot bituminous pavement overlay and
guardrail .
The time required for completion of this project is 70 working days following
the Notice to Proceed. K. A. Durfee of Durango is resident engineer.
MP 04-0025-24 I-25 IN COLORADO SPRINGS
Resurfacing Interstate 25 in Colorado Springs drew three bidders at the
Division of Highways June 20 opening. An apparently successful bid of $842,889 was
received from Teton Construction Company of Cheyenne, Wyoming.
The project begins at the Harrison Road interchange (milepost 138) and extends
about 12 miles northerly to milepost 150 near the south entrance to the Air Force
Academy. It involves heating and scarifying treatment along with hot bituminous
pavement overlay.
Resident engineer is Vic Anders of Colorado Springs. The project requires
completion within thirty workable days.
MP 52-0096-10 S.H. 96 EAST OF WESTCLIFFE
A & S Construction Company of Canon City turned in an apparently successful
bid of $382,574 at the Division of Highways June 20 opening to resurface 7.3 miles
of S.H. 96 in Custer county. A hot bituminous pavement overlay project begins at
the S.H. 69 junction in Westcliffe and extends easterly.
Four firms submitted offers on the project, which requires completion within
thirty workable days. William M. Rizley of Pueblo is resident engineer.

9:45 a.m. , Interstate 70 crack sealing east of El Rancho, consist-
ing of crack filling, beginning at the El Rancho structure and extending 7.3 miles
easterly to the S.H. 26 interchange, in Jefferson county, MP 11-0070-12.
10:00 a.u. , Widening and resurfacing highways near Raymer, con-
sisting of grading, stabilization, structures, hot bituminous pavement, seeding and
mulching, located on S.H. 14, beginning at the town and extending three miles east in
Weld county; also consisting of hot bituminous pavement overlay, seeding and mulch-
ing, located on S.H. 52, beginning two miles east of Raymer and extending six miles
