The policy, developed during more than a year of public review and comment, formalizes the steps needed to secure Commission approval of new interchanges or improvements to existing interchanges. Policy Directive No. 1601 establishes "consistent guidelines regarding the review and evaluation of requests. " Most of the steps, e.g. Federal Highway Administration approval of any new access point to the federal-aid state highway system, have been part of the interchange review process for years. One new wrinkle involves an Interchange Management Plan, which would explain to commissioners how the functional integrity of a proposed new interchange would be preserved. Environmental assessment requirements, compatibility with regional transportation plans, traffic feasibility studies and urban area coordination are elements which have been parts of the interchange approval process; now, they are set forth in guidelines so that each interchange request may be treated consistently. While the new policy organizes the process steps, it doesn't change financing requirements of an October 1982 policy directive. The "Non-State Financing of State Highway Improvements" directive is now also an Attachment to the process directive. Interested persons may request a copy of the directive by writing to the Director, Division of Transportation Planning, Colorado Dept. of Highways, 4201 E. Arkansas Ave. , Denver, CO 80222. 0 0 0 BID OPENINGS POSTPONED The two Set-Aside (minority business enterprises) project openings scheduled April 25 were both postponed until May 2.
