The slogan sums it up: "Transportation -- America's Lifelines. "
Governor Richard D. Lamm has designated May 10 as Good Roads Day and the week
of May 12 - 17 as National Transportation Week.
Good Roads Day was established in Colorado's statutes in 1911, setting
aside the second Friday in May each year " . . . to be observed by the people
of this state in the discussion of public highways and in the construction and
repair of the same . . In recent years, activities during National Trans-
portation Week have been expanded to heighten America's public consciousness
of the contributions our transportation system makes to each state's economic
well-being.
Local transportation groups have arranged a number of events in the
Denver area to help celebrate National Transportation Week. Citizens may phone
277-2026, for a recorded message which describes activities and times.
Displays of transportation equipment (trains, antique cars and trucks,
etc. ) will be placed in Southwest Plaza Mall and at Denver's Union Station. The
Denver Transportation Club is sponsoring an essay and poster contest within
Jefferson County Middle Schools and the Arapahoe District Boy Scout troops.
A club-sponsored dinner May 17 will honor students engaged in transportation
studies; keynote speaker at the Radisson Hotel will be Matthew Scocozza,
Assistant Secretary of Policy and International Affairs for the U.S. uepartment
of Transportation.
A speaker's bureau has been organized, along with "career days" within
various school districts. Interested persons may phone Amy Ostrander, Women' s
Transportation Seminar, at 794-8501.
A "kickoff" luncheon May 13 at the Sheraton Graystone Castle in Thornton
will be hosted by Delta Nu Alpha transportation fraternity. The speaker will be
Harris Remley, civic affairs director for the Seaboard Railway.

WHEREAS, the economic well-being of Colorado depends upon a sound
and reliable transportation system; and
WHEREAS, Colorado statute provides that the second Friday in May of
each year be set apart and known as "Good Roads Day,"
toward the benefit and enhancement of the state's public
highways; and
WHEREAS, public agencies and private companies and carriers have
responded to the public's ever-increasing demand for
flexible, low-cost, safe and efficient transportation
services of all kinds; and
WHEREAS, the workforce of the transportation industry -- the Denver
and Greater Colorado Chapters of the National Defense
Transportation Association, Transportation Clubs
International, the Colorado Transportation Clubs, Delta Nu
Alpha Transportation Fraternity, the Federal Highway
Administration, the Colorado State Highway l Department and
the transportation units of the states counties and
municipalities -- should be recognized for their
outstanding contributions to the daily needs of their
fellow citizens;
NOW, THEREFORE, I, Richard D. Lamm, Governor of the State of
Colorado, do hereby proclaim May 10, 1985, as
GOOD ROADS DAY
and May 12-17, 1985, as
NATIONAL TRANSPORTATION WEEK
in the State of Colorado.

COMMISSION ADOPTS NEW
INTERCHANGE APPROVAL POLICY
State Highway Commissioners adopted an "Interchange Approval Process" policy
directive at their regular monthly meeting held in Denver on April 18. The policy,
developed during more than a year of public review and comment, formalizes the
steps needed to secure Commission approval of new interchanges or improvements to
existing interchanges.
Policy Directive No. 1601 establishes "consistent guidelines regarding the
review and evaluation of requests. " Most of the steps, e.g. Federal Highway
Administration approval of any new access point to the federal-aid state highway
system, have been part of the interchange review process for years. One new
wrinkle involves an Interchange Management Plan, which would explain to commissioners
how the functional integrity of a proposed new interchange would be preserved.
Environmental assessment requirements, compatibility with regional transportation
plans, traffic feasibility studies and urban area coordination are elements which
have been parts of the interchange approval process; now, they are set forth in
guidelines so that each interchange request may be treated consistently.
While the new policy organizes the process steps, it doesn't change financing
requirements of an October 1982 policy directive. The "Non-State Financing of
State Highway Improvements" directive is now also an Attachment to the process
directive.

BID OPENINGS POSTPONED
The two Set-Aside (minority business enterprises) project openings scheduled
April 25 were both postponed until May 2.
Combined project BRS 0119(26) and BRS o119(27) ,for S.H. 119 bridges in
Gilpin and Clear Creek counties, now has a 10:45 a.m. opening on May 2.
Then at 11 a.m. , bids are to be opened for project MR 2090 (1) , for construc-
tion to widen a segment of El Paso Blvd. in Manitou Springs.
