Gentlemen:
This is a follow-up letter, (which I am not reluctant to
write) , to my letter sent to you on October 3 , 1985 con-
cerning the vector problem -' seagulls, being created at
Colorado Landfill approximately 2 miles southeast of the
City of Erie.
As I pointed out in my October 3rd letter, Colorado Landfill
is receiving waste day and night and is not covering their
waste. They again have not covered their waste from November
15, 1985 through November 19i51985_:_- Unless they. cover' their
waste on a daily basis like the Regulations and their Opera-
ting Plan calls for we will not be able to discourage the
seagulls from our landfill. As long as there is an open
food supply for the seagulls they will not leave the area,
but in fact will keep multiplying in numbers.
Landfill Systems, Inc. has carefully and faithfully followed
the Regulations of the Town of Erie, and the State of Colo-
rado with respect to the handling of solid waste; and par-
ticularly covering the waste on a daily basis. We basically
had very few seagulls around our landfill until Colorado
Landfill began violating the Daily Covering Regulations.
I would also like to point out that I have never received
a response to my October 3rd letter, or a return telephone
call from your office - at which I had left a message for
