HomeMy WebLinkAbout880969.tiff RESOLUTION RE: APPROVE PROPOSED CHANGE OF COUNTY HUTF DISTRIBUTION FORMULA WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the issue of the distribution formula for the County share of the Highway Users Tax Fund has been introduced before the Colorado General Assembly during the past two sessions, and WHEREAS, this issue remains unresolved, but will continue to be a topic for consideration until such time as an acceptable solution is tendered, and WHEREAS, a formula that addresses construction and maintenance costs in a more equitable manner, commonly referred to as the "70-30" formula, has been recommended by the County HUTF Task Force as a possible resolve of this issue, and WHEREAS, a "three tiered approach" for implementation of replacement of the existing formula with the new "70-30" formula has been circulated amongst the membership of Colorado Counties, Inc. , and WHEREAS, this approach for implementation of replacement of the existing formula with the new formula appears to resolve many of the concerns that had surfaced with previous proposals, and NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Colorado General Assembly enact legislation which incorporates the "three tiered approach" for implementation of the "70-30" formula for the County share of the HUTF, and BE IT FURTHER RESOLVED by the Board that the Board of County Commissioners of Weld County, Colorado, be unified in support of this recommended formula change and that this proposed legislation should not be amended in any fashion. 880969 Page 2 RE: HUTF DISTRIBUTION FORMULA The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 5th day of October, A.D. , 1988 . CCI Transportation Committee SUBJ: Committee Meeting Announcement DATE: September 27, 1988 The CCI Transportation Committee will consider, and take action upon, the enclosed resolution draft concerning the implementation of the proposed change of the County HUTF Distribution formula on Wednesday, October 12 , 1988 . This meeting will be held in the CCI Conference Room, 1177 Grant St. , Denver, CO. begining at 9 :30 a.m. . This implementation approach has been mailed to the entire membership of CCI and will have been presented to all of the CCI Districts prior to this meeting date. If any county is unable to attend this meeting, I am requesting that you convene as a Board to consider this resolution draft, and that you forward your written reaction, or position on this issue to the CCI office prior to the October 12 date.
