RESOLUTION
RE: APPROVE AMENDED USE BY SPECIAL REVIEW FOR AN OPEN-CUT WET
GRAVEL PIT TO INCLUDE A CONCRETE BATCH PLANT - ANDESITE ROCK
COMPANY
WHEREAS, the Board cf County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Board of County Commissioners held a public
hearing on the 9th day of September, 1987 , at the hour of 2 : 00
p.m. in the Chambers of the Board for the purpose of hearing the
application of Andesite Rock Company, 3525 Highway 119 , Longmont,
Colorado 80501 , to amend a Use by Special Review for an open-cut
wet gravel pit to include a concrete batch plant on the following
described real estate, to-wit:
W} NWj SEi and part of the Ni SWI , Section 3 ,
Township 2 North, Range 68 West of the 6th
P.M. , Weld County, Colorado
WHEREAS, said applicant was represented by Richard Everist,
and
WHEREAS, Section 24 .4 . 2 of the Weld County Zoning Ordinance
provides standards for review of said Use by Special Review, and
WHEREAS, the Board of County Commissioners heard all of the
testimony and statements of those present, ham studied the request
of the applicant and the recommendations of the Weld County
Planning Commission and all of the exhibits and evidence presented
in this matter and, having been fully informed, finds that this
request shall be approved for the following reasons:
1 . The submitted materials are in compliance with the
application requirements of Sections 24 .7 , 44 . 1 , 44 . 2
and 44 . 3 of the Weld County Zoning Ordinance.
2 . It is the opinion of the Board of County Commissioners
that the applicant has shown compliance with Section
24 . 4. 2 of the Weld County Zoning Ordinance as follows:
a. This request is in compliance with the Weld County
Comprehensive Plan and the Weld County Extraction
Plan, Mineral Resources, Volume II . The Weld
County area in question is located in a resource
conservation area. The Weld County Extraction Plan
states that extraction shall be encouraged in

resource conservation areas , as long as appropriate
extraction standards are followed. This site is
also located in the I-25 Mixed Use Development Area
as shown in the Weld County Comprehensive Plan.
The proposal is consistent with Mixed Use
Development Area Goal 1 , which is "to plan and to
manage growth within the I-25 Mixed Use Development
Area and activity centers so as to balance relevant
fiscal, environmental, aesthetic, and economic
components of the area. " This proposal will also
be consistent with Mixed Use Development Area Goal
6 , which is "to assure that new development occurs
in such a manner as to maintain an attractive
working and living environment. " Use by Special
Review Development Standards will assure this
proposal ' s compatibility with these goals . This
proposal is also compatible with Mixed Use
Development Policy 17 which states , "All new
development shall comply with the mineral resources
section of this plan . This includes locations
determined to contain commercial mineral deposits
and mineral extraction operations and reclamation
plans. " This proposal is consistent with
Agricultural Policy 8 which states "Extraction of
mineral resources shall be encouraged as long as
the mining plan preserves or minimizes the removal
of prime farm land. " This parcel is currently
being mined for gravel and is not prime farm land.
b. The uses permitted will be compatible with the
existing surrounding land uses and with the future
development of the surrounding area as permitted by
the Weld County Comprehensive Plan. Surrounding
land uses include gravel -mining, crop production, a
dairy, commercial uses, and one residence.
c. The proposal is consistent with the intent of the
Agricultural Zone District in which the use would
be located. The proposed use is open pit mining
and materials processing, and a concrete batch
plant and is provided for as a Use by Special
Review in the Agricultural Zone district.
d. The subject site is in a Flood Hazard Overlay
District area . Use by Special Review Development
Standards _address this concern. No other overlay
districts affect the site.

-e. Use by Special Review Development Standards will
provide adequate protection of the health, safety
and welfare of the neighborhood and County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the application to
amend a Use by Special Review for an open-cut wet gravel pit to
include a concrete batch plant on the hereinabove described parcel
of land be, and hereby is, granted subject to the following
conditions:
1 . The attached Development Standards for the Use by
Special Review permit shall be adopted and placed on the
Use by Special Review plat prior to recording the plat.
2 . The operation of the concrete batch plant shall not
occur nor shall any building or electrical permits be
issued on the property until the Use by Special Review
plat has been delivered to the Department of Planning
Services Office and the plat is ready to be recorded in
the office of the Weld County Clerk and Recorder.
3 . The following note shall be placed on the Use by Special
Review permit plat:
NOTE : The Mined Land Reclamation Board has the
authority to issue permits for mining and reclamation
activities. Activities related to mining and
reclamation are, therefore under the jurisdiction of the
Mined Land Reclamation Board; however, Weld County has
jurisdiction of those matters outlined in the
Development Standards.
4 . An individual sewage disposal system, or a vault, shall
be required for the proposed facilities . The system or
vault shall be installed according to the Weld County
Individual Sewage Disposal Regulations.
5 . The application materials shall be amended to clarify
the hours and days of operation for the concrete batch
plant.

Amended USR-615 :87 : 11
1 . The Special Review permit is for the extraction of sand and
gravel and a concrete batch plant as submitted in the
application materials on file in the Department of Planning
Services and subject to the Development Standards stated
herein.
2 . The open-cut gravel operation shall comply with Section 44 .4
of the Weld County Zoning Ordinance . Any violation of these
regulations shall be grounds for cancellation of the permit.
This plant may operate six days per week, excluding Sunday.
B . Within 180 days following approval by the Board of County
Commissioners, an Air Emissions Permit shall be obtained from
the Air Pollution Control Division, Colorado Department of
Health. The applicant shall comply with all requirements of
the permit to control fugitive dust and odors. Fugitive dust
must be confined on this site.
4 . No permanent disposal of wastes shall be permitted on this
site.
5 . All phases of the sand and gravel operation shall comply with
all County and State Health Standards and regulations
pertaining to air quality, water quality, noise emission and
sanitary disposal systems .
6 . Vehicular traffic shall ingress and egress onto State Highway
119 as shown on the submitted Use by Special Review plat.
7. The property owner (s) and/or operator shall apply for a well.
permit with the Division of Water Resources.
8 . All operations on said described parcel shall be in
conformance with the Weld County Flood Hazard Regulations
Including:
a . NO fill, berms or stockpiles shall be placed in the one
hundred (100) year flood plain of Idaho Creek which
would obstruct passage of flood flows, and

b. All fuel tanks, septic tanks, temporary buildings, and
any other hazardous items that might wash away during
flooding shall he securely anchored and adequately
flood-proofed to avoid creation of a health hazard.
Following completion of mining, all temporary buildings
shall be removed.
9 . The applicant shall use a low-noise vibrator in the operation
of the concrete batch plant.
10 . All construction on the property shall be in accordance with
the requirements of the Weld County Building Code Ordinance.
11 . The property owner or operator shall be responsible for
complying with the Design Standards of Section 24 .5 of the
Weld County Zoning Ordinance.
12 . The property owner or operator shall be responsible for
complying with the Operation Standards of Section 24 .6 of the
Wald County Zoning Ordinance .
13 . Personnel from the Weld County Health Department and Weld
County Department of Planning Services shall be granted
access onto the property at any reasonable time in order to
insure the activities carried out on the property comply with
the Development Standards stated herein and all applicable
Weld County Regulations .
14 . The Use by Special Review area shall be limited to the plans
shown herein and governed by the foregoing Standards and all
applicable Weld County Regulations. Any material deviations
from the plans or Standards as shown or stated shall _require
the approval of an amendment by the Weld County Planning
Commission and the Board of -County Commissioners before such
changes from the plans or Standards are permitted. Any other
changes shall be filed in the office of the Department of
Planning Services .
15 . The property owner or operator shall be responsible for
complying with all of the foregoing Standards. Noncompliance
with any of the foregoing Standards may be reason for
revocation of the permit by the Board of County
Commissioners.

A public hearing was conducted on September 9, 1987, at 2:00 P.M. , with
the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated August 17, 1987, and
duly published August 27, 1987, in the Johnstown Breeze, a public
hearing was conducted to consider the request of Andesite Rock Company
to amend a Use by Special Review for an open-cut wet gravel Tit to
include a concrete batch plant. Lee Morrison, Assistant _County
Attorney, made this matter of record. Lanell Swanson, representing the
Planning Department, read the favorable -recommendation of the Planning
Commission, which is subject to fifteen _Development Standards and five
Conditions, into the record. Commissioner Johnson asked about
Condition #5 which required that the application materials be amended
to clarify the hours and days of operation prior to this hearing. A
letter -has been added to the file indicating the days and tours of
operation. Following discussion, it was the consensus of the Board
that Development Standard #2 should be amended by adding the phrase,
"This plant will operate six days per week, excluding Sunday." Richard
Everitt came forward to represent the applicant and assured the Board
that there were no problems with this proposed change or any of the
proposed Development Standards. He also answered questions of the
Board concerning the proposed access. No public comment was offered
concerning this request. Commissioner Kirby moved to approve the
amended Use by Bpecial Review, subject to the Planning Commission's
recommendation and the change in Development Standard #2 as discussed.
Commissioner Yamaguchi seconded the motion and it carried unanimously.
This Certification -was approved on the 14th day of September, 1987.

Dear Ms . Swanson,
Please be advised that the Weld County Planning Commission requested an
amendment to the above referenced application at the August 4, 1987
meeting.
Our application should now read: "This plant would operate 6 days per week,
excluding Sunday, from sunup to sundown. " This replaces the last sentence
of the first paragraph of the application.
As I understood from the proceedings , this amendment was the only item to
be clarified before the application could be forwarded to the county comm-
issioners .

following reasons:
1. The submitted materials are in compliance -with application
requirements of Section 24.7, 44.1, 44.2, and 44.3 of the Weld
County Zoning Ordinance.
2. It is the opinion of the Weld County Planning Commission that the
applicant has shown compliance with Section 24.3.1 of the Weld
County Zoning Ordinance as follows:
This request is in compliance with the Weld County
Comprehensive Plan and the -Weld County Extraction Plan,
Mineral Resources, Volume II. The Weld County area in
question is located in a resource conservation area.
The Weld County Extraction Plan states that extraction
shall be encouraged in resource conservation areas, as
long as appropriate -extraction standards are followed.
This site is also located in the I-25 Mixed Use
Development area as shown in the Weld County
Comprehensive Plan. The proposal is consistent with
Mixed Use Development area Goal 1 , -which is "to plan and
to manage growth within the I-25 mixed use development
area and activity centers so as to balance relevant
fiscal , -environmental, aesthetic, and economic
components of the area". This proposal will also be
consistent with Mixed Use Development area Goal 6, which
-i:, "to assure that new development occurs in such a
manner as to maintain an attractive working and living

environment". Use by Special Review development
standards will assure this _proposal's compatibility with
these goals. This proposal is also compatible with
Mixed Use Development policy 17 which states, "All new
development shall comply with the mineral resources
section of this plan. This includes locations
determined to contain -commercial mineral deposits and
mineral extraction operations and reclamation plans".
This proposal is consistent with Agricultural Polity 8
which states "Extraction of mineral resources shall be
encouraged as long as the mining plan preserves or
minimizes the removal of prime farm land." This parcel
is currently being -mined far gravel and is not prime
farmland.
- The uses permitted will be compatible with the existing
surrounding land uses and with the future development of
the surrounding area as permitted by the Weld County
Comprehensive Plan. Surrounding land uses include
gravel mining, crop production, a dairy, commercial
uses, and one residence.
- The proposal is consistent with the intent of the
Agricultural Zone District in -which the use would be
located. The proposed use is open pit mining and
materials processing, and a concrete batch plant and is
provided for as a Use by Special -Review in the
Agricultural Zone district.
- The subject site is in a flood Hazard Overlay District
area. Use by Special Review Development Standards
address this concern. No other overlay districts affect
the site.
- Ilse by Special Review Development Standards will provide
adequate protection of the health, safety and welfare of
the teighborhood and -County.
This recommendation is based, in part, upon a _review of the application
submitted by the applicant, other relevant information regarding the request
and the responses of the referral entities which have reviewed this request.
The Planning Commission's recommendation for approval is conditional upon
the following:

1 . The attached Development Standards for the Use by Special
Review permit shall be adopted and _placed on the Use by
Special Review plat prior to recording the plat.
2. The operation of the concrete batch plant shall not occur nor
shall any building or electrical permit-s be issued on the
property until the Use by Special Review plat has been
delivered to the Department of Planning Services' office and
the plat is ready to be recorded in the office of the Weld
County Clerk and Recorder.
3. The following note shall be placed on the Use by Special Review Permit
Plat:
NOTE: The Mined Land Reclamation Board has the authority to
issue permits for -mining and reclamation -activities.
Activities related to -mining and reclamation are, therefore
under the jurisdiction of the Mined Land Reclamation Board;
however, Weld -County has jurisdiction of those matters
outlined in the Development Standards.
4. An individual sewage disposal system, or a. vault, shall be required for
the -proposed facilities. The system or vault shall be installed
according to the Weld County Individual Sewage Disposal Regulations.
5. Prior to the scheduling the hearing before the Board of County
Commissioners, the application materials shall be amended to clarify
the hours and days of operation for the concrete batch plant.

1 . The Special -Review Permit is for the extraction of -sand and gravel and
a concrete batch plant as submitted in the application materials on
file in the Department of Planning Services and subject to the
Development Standards stated hereon.
2. The open-cut gravel operation shall comply with Section 44.4, of the
Weld County Zoning Ordinance. Any violation of these regulations shall
be grounds for cancellation of the permit.
3. Within 180 days following approval by the Board of County
Commissioners, an Air Emissions Permit shall be obtained from the Air
Pollution Control Division, Colorado Department of Health. The
applicant shall comply with all requirements of the permit to control
fugitive dust and odors. Fugitive dust must be confined on this site.
4. No permanent disposal of wastes shall be permitted on this site.
5. All phases of the sand and gravel operation shall comply with all
County and State Health Standards and regulations pertaining to air
quality, - water quality, noise emission and sanitary disposal systems.
6. Vehicular traffic shall ingress and egress onto State Highway 119 as
shown on the submitted Use by Special Review plat.
7. The property owner(s) and/or operator shall apply for a well _permit
with the Division of Water Resources.
8. All operations on said described parcel shall be in conformance with
the Weld County Flood Hazard Regulations including:
a. NO fill, berms or stockpiles shall be placed in the one
hundred (109) year flood plain of Idaho Creek which
would obstruct passage of flood flows: and
b. All fuel tanks, septic tanks, temporary buildings, and
any other hazardous items that might wash away during
flooding shall he securely anchored and adequately
flood-proofed to avoid creation of a health hazard.
Following completion of mining, all temporary buildings
shall be removed.
9. The applicant shall use a low-noise vibrator -in the operation of the
concrete batch plant.
10. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.

11 . The property owner or operator shall be responsible for complying with
the Design Standards of Section 24.5 of the Weld County Zoning
Ordinance.
12. The property owner or operator shall be responsible for complying with
the Operation Standards of Section 24.6 of the Weld County Zoning
Ordinance.
13. -Personnel from the Weld County _Health Department and Weld County
Department of Planning Services shall be granted access onto the
property at any reasonable time in order to insure the activities
carried out on the property comply with the Development Standards
stated hereon and all applicable Weld County Regulations.
14. The Use by Special Review area -shall be limited to the plans shown
hereon and governed by the foregoing Standards and all applicable Weld
County Regulations. Any -material deviations from the -plans or
Standards as shown or stated shall require the approval of an amendment
by the Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans or Standards are
permitted. Any other changes shall be filed in the office of the
Department of Planning Services.
15. The property owner or operator shall be responsible for complying with
all of the foregoing Standards. Noncompliance with any of the
foregoing Standards may be reason for revocation of the Permit by the
Board of County Commissioners.

THE DEPARTMENT OF PLANNING SERVICES' STAFF RECOMMENDS 1TAT THIS REQUEST BE
APPROVED FOR THE FOLLOWING REASONS:
1 . The submitted materials are in compliance with application
requirements of Section 24.7, 44.1, -44.2, and 44.3 _of the Weld
County Zoning Ordinance.
2. It is the opinion of the Department of Planning Services staff
that the applicant has shown compliance with Section 24.3.1 of the
Weld County Zoning Ordinance as follows:
This request is -in compliance with the Weld County
Comprehensive Plan and the Weld County Extraction Plan,
Mineral -Resources, Volume II. The Weld County area in
question is located in a resource conservation area.
The Weld County -Extraction Plan states that extraction
shall be encouraged in -resource conservation areas, as
long as appropriate extraction standards are followed.
This site is also located in the I-25 Mixed -Use
Development area as shown in the Weld County
Comprehensive Plan. The proposal is consistent with
Mixed Use Development area Goal 1, -which is "to plan and
to manage growth within the I-25 mixed use development
area and activity centers so as to balance relevant
fiscal, environmental, aesthetic, and economic
components of the area". This proposal will also 5e
consistent with Mixed Use Development area Goal 6, which
is "to assure that new development occurs in such a
manner as to maintain an attractive working and living
environment" . Use by Special Review development
standards will assure this proposal's compatibility with
these goals. This proposal is also compatible with
Mixed Use Development policy 17 which states, "All new
development shall comply with the mineral resources
section of this plan. This includes locations
determined to contain commercial mineral deposits and

mineral extraction operations and reclamation plans".
This proposal is consistent with Agricultural Policy 8
which states "Extraction of mineral resources shall be
encouraged as long as the mining plan preserves or
minimizes the removal of prime farm land." This parcel
is currently being mined for gravel and is not prime
farmland.
- The uses permitted will be compatible with the existing
surrounding land uses and with the future development of
the surrounding area as permitted by the Weld County
Comprehensive Plan. Surrounding land _uses include
gravel mining, crop production, a dairy, commercial
uses, and one residence.
- The proposal is consistent with the intent of the
Agricultural Zone District in which the use would be
located. The proposed use is open pit mining and
materials processing, and a concrete batch plant and is
provided for as a Use by Special Review in the
Agricultural Zone district.
- The subject site is in a Flood Hazard Overlay District
area. Use by Special Review Development Standards
address this concern. No other overlay districts affect
the site.
- Use by Special Review Development Standards will provide
adequate protection of the health, safety and welfare of
the neighborhood and County.
This recommendation is based, in part, upon a review of the application
submitted by the applicant, other relevant information regarding the request
and the responses of the referral entities which have reviewed this request.
The Department of Planning Services' staff recommendation for approval is
conditional upon the following:
1 . The attached Development Standards for the Use by Special
Review permit shall be adopted and placed on the Use by
Special Review plat prior to recording the plat.
2. The operation of the concrete batch plant shall not occur nor
shall any building or electrical permits be issued on the
property until the Use by Special Review plat has been
delivered to the Department of Planning Services' office and
the plat is ready to be recorded in the office of the Weld
County Clerk and Recorder.

3. The following note shall be placed on the Use by Special Review Permit
Plat:
NOTE: The Mined Land Reclamation Board has the authority to
issue permits for mining and reclamation activities.
Activities related to mining and reclamation are, therefore
under the jurisdiction of the Mined Land Reclamation Board;
however, Weld County has jurisdiction of those matters
outlined in the Development Standards.
4. An individual sewage disposal system, or a vault, shall be required for
the proposed facilities. The system or vault shall be installed
according to the Weld County Individual Sewage Disposal Regulations.

concerned property owner owns a five (5) acre parcel to the west of the
proposed expansion.
The Tri—Area Planning Commission has recommended approval of this proposal
with the stipulation that Andesite Rock Company does not become an asphalt
company.

1. The Special Review Permit is for the extraction of sand and gravel and
a concrete batch plant as submitted in the application materials on
file in the Department of Planning Services and subject to the
Development Standards stated hereon.
2. The open-cut gravel operation shall comply with Section 44.4, of the
Weld County Zoning Ordinance. Any violation of these regulations shall
be grounds for cancellation of the permit.
3. Within 180 days following approval by the Board of County
Commissioners, an Air Emissions -Permit shall be obtained from the Air
Pollution Control Division, Colorado Department of Health. The
applicant shall comply with all requirements of the permit to control
fugitive dust and odors. Fugitive dust must be confined on this site.
4. No permanent disposal of wastes shall be permitted on this site.
5. All phases of the sand and gravel operation shall comply with all
County and State Health Standards and regulations pertaining to air
quality, water quality, noise emission and sanitary disposal systems.
-6. Vehicular traffic shall ingress and egress onto State Highway 119 as
shown on the submitted Use by Special Review plat.
7. The property owner(s) and/or operator shall apply for a well permit
with the Division of Water Resources.
8. All operations on said described parcel shall be in conformance with
the Weld County Flood Hazard Regulations including:
a. NO fill, berms or stockpiles shall be placed in the one
hundred (100) year flood plain of Idaho Creek which
would obstruct passage of flood flows: and
b. All fuel tanks, septic tanks, temporary buildings, and
any other hazardous items that might wash away during
flooding shall be securely anchored and adequately
flood—proofed to avoid creation of a health hazard.
Following completion of mining, all temporary buildings
shall be removed.
9. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.

NOTICE OF PUBLIC HEARING
The Weld County Planning Commission will conduct a public hearing on August
4, 1987, at 1:30 p.m. to review a request for approval of an amendment to
USR-615:84: 11 to include a Concrete Batch Plant for Andesite Rock Company.
The parcel of land is described as W} NW} SE} and Pt. of Ni SWi of Section
3, T2N, R68W of the 6th P.M. , Weld County, Colorado, containing 66.40 acres,
more or less.
The public hearing to be held by the Weld County Planning Commission for the
consideration of the above referenced request will be conducted in the Weld
County -Commissioners` Hearing Room, First Floor, Weld County Centennial
Center, 915 Tenth Street, Greeley, Colorado. Comments or objections related
to the above request should be submitted in writing to the Weld County
Department of Planning Services, 915 Tenth Street, Room 342, Greeley,
Colorado 80631, before the above date or presented at the public hearing
on August 4, 1987.

Andesite Rock Company of Lyons , Colorado -proposes to amend
Permit #USR 61-5 : 84 : 11 in order to operate a portable concrete
batch plant at its ' Del Camino Gravel Pit , located north of
S . H . 119 approximately s mile east of 1-25 . This plant would
operate on an "as needed" basis , generally 10 days per month .
It is felt that with the upcoming commercial , residential , and
industrial activity around the Del Camino corners area , a
concrete plant which could -handle moderate volume to local
contractors would be economically feasible .
Surrounding land use is agricultural , sand and gravel production
and commercial . The attached site plan -shows these uses and their
owners .
The distance to residential structures are as shown on the
vicinity map.
As the plant would utilize its own fleet of delivery vehicles
there would be no users or end-use buyers accessing the plant
location .
Employees would range from -0 to 4 and hours would be sunrise to
sunset as they are presently .
Haul routes will be as they are for the present sand and gravel
activity . The batch plant access road will be as outlined on
the plot plan .

Vehicular traffic will be in the range of 10 to 15 one-way trips ,
in addition to the 40 trips per day presently permitted . The
majority of these will be 7 cubic yard concrete mixer trucks with
a gross weight of 55 , 000 lbs . Other traffic will include 80 , 000
lb . gross tractor/trailer combinations , hauling cement and other
additives .
On site sanitary facilities will be construction- type portable
toilets . There are no other sewage requirements for the proposed
use.
Fire protection will be addressed by 5 to 15 lb . fire extinguisher
units at the proper locations and on all mobile equipment .
Rock and sand stockpiles will be of the size and location as
presently exists . Generally , they will be 25 ft . high , 100 ft .
wide and 200 ft . long in a conical shape .
Storm runoff water will flow naturally to the sand and gravel pit
and does not pose any hazard to the operation or surrounding land
uses .
Junk , debris , etc if any will be haule-d to the nearest licensed
landfill in a timely manner.
Reclamation will be accomplished as set forth in MLRB PERMIT #M-
73-D83--R.
Construction and start-up of the plant will be accomplished within
6D days of receipt of special use permit amendment .
It is felt that the proposed use is consistent with the needs and
the growth pattern of the immediate area . The Del Camino area has
been supplying the construction aggregate market for approximately
10 years and the batch plant would be a logical adjunct to a sand
and gravel pit . The volume of building and development permit
applications for this area supports the contention that a concrete
plant is viable .
As regards the health and welfare of the local citizens , provisions
have been made for a positive dust collection system on the plant .
The haul road will be watered as repuired to eliminate traffic
generated emissions . The plant carries its ' own Colorado Department
of Health Air Pollutant Emissions Notice Permit .

Dear Ms . Swanson ,
As we discussed today, I would like to outline our plans for
providing -ba-tch water for our proposed concrete operations at
our Del Camino gravel pit .
1 . We have made arrangements with two local businesses to buy
water from their Left H-and water district taps . We have a
2, 000ga1 . water truck which would be filled as required and
driven to the plant site. We have a 6 ,000ga1 . "day-tank"
which the water truck would pump into. This would give us
the capacity to produce up to 170 cubic yards of concrete -per
day, shoul-d it be ne-cessary. We anticipate a maximum of 70
cubic yards per day , however.
2. The day-tank would be coupled to the plant via a 2- inch pump
and meter , which can be controlled manually or by computer .
3 . On average , a cubic yard of concrete requires 35 gallons of
water.
4. If available in the future , we intend to buy water directly
from the water district , as their main runs axijacent to the
plant .
