RESOLUTION
RE: APPROVE CONTINUANCE OF HEARING TO CONSIDER AMENDMENT OF USE
BY SPECIAL REVIEW TO ALLOW EXPANSION OF A GAS PROCESSING
FACILITY - VESSELS OIL AND GAS COMPANY
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public
hearing on the 26th day of February, 1986 , at the hour of 2:00
p.m. in the Chambers of the Board for the purpose of hearing the
application of Vessels Oil and Gas Company, 600 South Cherry
Street, #1220 Denver, Colorado 80222, to amend a Use by Special
Review to allow expansion of a gas processing facility, and

WHEREAS, at said hearing, after hearing the testimony and
statements of those present, the Board deems it advisable that
this matter be continued to March 19 , 1986, at 2:00 p.m. , to allow
the Weld County Engineering Department to study the effect the
added truck traffic might have on Weld County Roads, and
WHEREAS, the Board further deems it advisable that the
Engineering Department have representation at the next hearing
concerning this matter.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the hearing to
consider the application of Vessels Oil and Gas Company to amend a
Use by Special Review to allow expansion of a gas processing
facility on the hereinabove described parcel of land be, and
hereby is, continued to March 19, 1986 , at 2: 00 p.m.
BE IT FURTHER RESOLVED by the Board that the Weld County
Engineering Department be represented at said hearing on March 19,
1986.

HEARING CERTIFICATION
DOCKET NO. 86-13
RE: AMEND USE BY SPECIAL REVIEW PERMIT TO ALLOW EXPANSION OF A GAS
PROCESSING FACILITY - VESSELS OIL AND GAS COMPANY
A public hearing was conducted on February 26, 1986, at 2:00 P.M., with
the following present:
Commissioner Jacqueline Johnson, Chairman
Commissioner Gordon E. Lacy, Pro-Tem
Commissioner Gene Brantner
Commissioner C.W. Kirby
Commissioner Frank Yamaguchi
Also present:
Acting Clerk to the Board, Mary Reiff
Assistant County Attorney, Lee D. Morrison
Planning Department representative, Gloria V. Dunn
The following business was transacted:
I hereby certify that pursuant to a notice dated February 12, 1986, and
duly published February 13, 1986, in the Johnstown Breeze, a public
hearing was conducted to consider the request of Vessels Oil and Gas
Company to amend a Use by Special Review permit to allow expansion of a
gas processing facility. Lee Morrison, Assistant County Attorney, made
this matter of record. Planning Department representative, Gloria
Dunn, read the favorable recommendation of the Planning Commission,
including four Conditions, into the record. She stated that fourteen
Development Standards have been proposed for this operation. David
Trygstad, general counsel for Vessels Oil and Gas Company, came forward
to present this request to the Board. He stated that his company has
no problem with any of the proposed conditions and Development
Standards. Erick Seelinger, an engineer with Vessels, came forward to
respond to Commissioner Lacy's questions about the amount of truck
traffic to be generated. Mike Boland, an engineer with Vessels, also
answered questions of the Board. It was the consensus of the Board
that Vessels work with the County Engineering Department regarding the
impact on the County Roads, and that the Engineering Department is to
be represented at any future hearing regarding this matter. It was
also felt that a condition should be added to have the facility
inspected by an independent fire safety expert. Commissioner Brantner
moved to add as Condition #5, "Prior to recording the Use by Special
Review plat, the gas processing facility shall be inspected by an
independent fire safety expert pursuant to Article 2, Section 2.301 of
the Uniform Fire Code. A fire safety evaluation of the facility shall
be prepared by the fire safety expert and submitted to the Brighton
Fire Protection District and the Department of Planning Services." The
motion was seconded by Commissioner Kirby and carried unanimously.
After further discussion, Commissioner Lacy moved to continue this
hearing to March 19, 1986, at 2:00 p.m., with the understanding that
Vessels is to work with the Engineering Department regarding the impact
of the additional truck traffic on the County Roads. The motion,
seconded by Commissioner Kirby, carried unanimously.
Following this hearing, Mr. Boland requested permission to install
buildings to house the equipment involved in this expansion, because
installation of these buildings will allow studies to be done which are
required by Development Standard #6 and the added Condition #5. Mr.
Morrison advised Mr. Boland that approval of this request does not
constitute approval of the Use by Special Review, and the installation

of these buildings would be done at the company's own risk. It was the
consensus of the Board that this request should be approved.
This Certification was approved on the 3rd day of March, 1986.
