Tapes 86/2 and 86/3 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, on Wednesday, February 5, at 8:20 p.m. ROLL CALL The following members were present in person: President Bill Rupp, Vice President Doris Williams, Sid Morehouse, Nels Nelson, and Ralph Waldo. Also present for all or part of the meeting were two reporters, one citizen, and the Council secretary. MINUTES Sid Morehouse moved that the minutes of January 8 be approved as written. Doris Williams seconded the motion and it passed unanimously. Ralph Waldo abstained since he had been excused from that meeting. ADDITIONS AND/OR DELETIONS Correspondence added to the agenda included memorandums from Claud Hanes (last payments for 1985) , Personnel Department (new employee orientation) , Board of Commissioners (FBI hotline) , and Tom David (term of County Council person) , the Weld County Extension Service newsletter, and letters from the Centennial Area Health Education Center (symposium) and the Greeley Area Chamber of Commerce (directory update). New Business added to the agenda included payment of two bills: Bratton's ($45.85) and Daily Times Call ($66.00) . Also added to the agenda was an Executive Session for the purpose of selecting a new Council secretary. APPOINTMENTS Bill Rupp volunteered to attend the Elected Officials Meeting on February 10. He will also represent the Council at the Commissioners Board Meeting on February 19. CORRESPONDENCE The President made the correspondence file available to the individual Councilmen for their review. REPORTS Steve Yanoviak was to report to the Council concerning his audit of the Personnel Department. His research was incomplete, however, so he will instead present the preliminary report on approximately February 12 and a final report by the March Council meeting. Nels Nelson did not report on the Elected Officials Meeting of January 13 as he was unable to attend. Doris Williams attended the Road and Bridge Policy Hearing on January 20. She encouraged the public to contact Drew Scheltinga or George Goodell directly for a quick resolution to their road problems. Bill Rupp and Ralph Waldo reported on the luncheon of January 28 with the North Colorado Medical Center Board of Trustees. The discussion prompted the Councilmen to re-examine the question of the Council 's authority to audit agencies partially funded by the county. Council will review legal opinions already on file and make this a matter for discussion at the March meeting. 861449 , `fir, 3 I"m86 3 d P ANTI n eawS MINUTES, WELD COUNTY COUNCIL PAGE TWO FEBRUARY 5, 1986 UNFINISHED BUSINESS The Council is continuing its search for a performance auditor of the Sheriff's Department. Both Bill Rupp and Sid Morehouse have been in contact with the International Association of Chiefs of Police and will continue discussions with its representatives. At Council 's request, County Attorney Tom David, rendered his opinion as to the meaning of Charter Section 13-3. The charter states the following: "No person shall serve more than two (2) consecutive terms as a Councilman. " Mr. David stated that in his opinion the Charter limits service to no more than two terms as a Councilman regardless of whether one of the terms is a full term or a partial term. The Council felt that Mr. David's explanation was adequate. The Council continued discussion of salary setting for elected officials. It was agreed that no decision would be made in this meeting, in order to allow as much time as possible for public input. The Council urged citizens of Weld County to contact a Councilman and express their feelings. Salaries will be set in the March meeting. NEW BUSINESS The next Council meeting was scheduled for Wednesday, March 5 at 7:00 p.m. , in the Council chambers. Ralph Waldo moved that the January Council bills be paid. Nels Nelson seconded the motion and it passed unanimously. PUBLIC COMMENTS Thomas Dale Green attended the Council meeting in order to express his opinion on salary setting. He stated that even though elected officials may be doing a great job, costs must be cut somewhere. In view of the economy of Weld County, he is not in favor of increasing their salaries. EXECUTIVE SESSION At 10:00 p.m. , the Council unanimously voted to adjourn the meeting to an Executive Session for the purpose of reviewing the applicants for Council secretary. At 10:20 p.m. , the meeting reconvened. Sid Morehouse moved that the Council recommend to the Personnel Department that Marilyn Gillette be selected for the position. Doris Williams seconded the motion and it passed unanimously. ADJOURNMENT There being no further business, the meeting was adjourned. The time of adjournment was 10:20 p.m. , on February 5, 1986.
