RE: ACCEPT STATEMENT OF PURPOSES OF EAST LARIMER COUNTY WATER
DISTRICT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , pursuant to Section 32-1-208 , CRS, the East Larimer
County Water District has presented the Board with a Statement of
Purposes, a copy of said Statement being attached hereto and
incorporated herein by reference, and
WHEREAS, after review, the Board deems it advisable to accept
said Statement of Purposes.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Statement of
Purposes of the East Larimer County Water District be, and hereby
is , accepted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 30th day of
June, A.D. , 1986 .

EAST LARIMER COUNTY WATER DISTRICT
STATEMENT OF PURPOSES
June 10 , 1986
This Statement of Purposes has been prepared and is being
filed pursuant to Colorado Revised Statutes Section 32-1-208 .
East Larimer County Water District, hereinafter referred to as
"the District, " is a special district and a political subdivision
of the State of Colorado established under Title 32 of the
Colorado Revised Statutes.
I . Purpose for which the District was Organized.
The District was organized for the purpose of providing
water for domestic and other private and public purposes. A
Petition to create the District was filed after an election was
held within the proposed district on January 11 , 1962, with
resulting votes of 252 for and 1 against. The Order and Decree
of the District Court for the 8th Judicial District creating the
District was entered on January 15, 1962 . The District was
organized for the purpose of providing services and facilities
both within and without the boundaries of the District and to
establish fees, rates, tolls, penalties, or charges for such
services and facilities.
II . Services and Facilities to be Provided by the District.
The District presently serves nearly 4,000 "equivalent"
taps. The District also provides water to two water associations
through written agreement amounting to over 100 "equivalent"
taps.
The District' s water is transmitted from the Soldier Canyon
Filter Plant to the boundaries of the District through a 14-inch
transmission line and a 24-inch transmission line. These lines
then branch out to approximately 153 .95 miles of water line
consisting of lines from 24 inches to 2 inches in diameter.
Contained within the boundaries of the District are the
District' s four storage tanks and pump stations. A one-half
million gallon storage tank and pump station is located on Terry
Lake Road; a one-half million gallon storage tank and pump
station is located in the Highland Acres Subdivision; a one
million gallon tank and pump station is located on Colorado State
Highway No. 1 ; and a two and one-half million gallon storage tank
and pump station is located on North County Road No. 11 . All of
these pump stations are monitored and controlled 24 hours daily
through a computer system located in the office of the District.
The master meters are also monitored through this computer
system.
The Soldier Canyon Filter Plant is jointly owned by the East
Larimer County Water District, North Weld County Water District
and Fort Collins-Loveland Water District. The plant is currently
a Class-A direct filtration plant operating at a 20 million
gallon per day capacity. It operates under the regulations of
the Colorado State Health Department and the Environmental
Protection Agency and is monitored and inspected by the Colorado
State Health Department. Much of the area located within the
District boundaries is currently undeveloped. As development of
those areas and adjacent areas continue, further facilities will
be constructed to service the needs of those property owners.
III. Areas Served or to be Served by the District.
The District covers a territory of approximately 51 square
miles located east and north of the City of Fort Collins,
Colorado, as more specifically described on Exhibit "A" attached
hereto and by this reference made a part hereof.
The District is comprised of a wide variety of properties
including mobile home parks , motels, restaurants, light industry,
office buildings, residential developments, and agricultural
properties . There are also two other water associations
currently being served by the District through written
agreements .
The District is growing due to its proximity to the City of
Fort Collins and the city' s designated urban growth area. The
District has received applications for several new developments
comprising over 40 acres of commercial development and over
200 acres of residential development. In addition, Anheuser-
Busch is currently building a brewery and is planning development
for approximately 1 ,118 acres located within both the City of
Fort Collins and the District boundaries which facility is
projected to be in production in 1988 . Although the District has
not currently obligated itself to provide water to the brewery
facility, the District will provide service to surrounding
Anheuser-Busch properties.
The District provides service to and intends to provide
service to not only property located within the District
boundaries as they presently exist but also areas contiguous to
the District and possibly outlying areas. Provision of such
service will be either by inclusion of said property within the
District or by providing such services through a written
agreement.

The District provides water services and facilities and
intends to continue to provide the same in the manner and to the
extent authorized by Colorado law as may be amended from time to
time. Furthermore, those areas which are served by the District
and those areas which may in the future be served by the District
are also those areas authorized by Colorado law as may be amended
from time to time.
