RE: ACCEPT STATEMENT OF PURPOSE OF ERIE WATER AND SANITATION
DISTRICT
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 32-1-208 , CRS, the Erie Water
and Sanitation District has presented the Board with a Statement
of Purpose, a copy of said Statement being attached hereto and
incorporated herein by reference, and
WHEREAS, after review, the Board deems it advisable to accept
said Statement of Purpose.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Statement of
Purpose of the Erie Water and Sanitation District be, and hereby
is, accepted.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 23rd day of
June, A.D. , 1986.

STATEMENT OF PURPOSE
OF TIE
ERIE WATER AND SANITATION DISTRICT
1. RECITALS. Section 32-1-208 C.R.S. requires each special district
which was formed prior to the enactment of Section 32-1-201 C.R.S. to
submit on or before July 1, 1986, a Statement of Purpose to the applica-
ble county or counties in which the district lies. The Erie Water and
Sanitation District (EWSD) was formed by Order and Decree of the Weld
County District Court on June 20, 1955. At the time of organization, the
"service plan" requirement had not been enacted. Accordingly, this
Statement of Purpose is submitted in accordance with Section 32-1-208
C.R.S.
2. GENERAL STATEMENT OF PURPOSE. The EWSD was organized pursuant to
Section 32-1-101 et seq. C.R.S. as a special district for the purposes of
providing storm and sanitary sewer system, flood and surface draining,
sanitary treatment facilities, and all necessary or proper equipment and
appurtenances. Although the statutes under which it was formed origi-
nally provided EWSD with the authority to provide water for domestic and
other public and private purposes, the EWSD has not engaged in providing
water services. Nevertheless, the EWSD reserves its statutory right to
provide water service under the provisions of Section 32-1-1006(2) C.R.S.
3. SERVICES AND FACILITIES PROVIDED.
3. 1 Sanitary Sewer Service. The EWSD provides for the collection
of sewage by means of a sewage line collection and transmission
system as shown on Exhibit A attached hereto. The sewage is treated
at the EWSD's treatment facility which is located immediately north
and adjacent to the Town of Erie on a 15-acre parcel owned by the
EWSD. The treatment facility consists of a two-cell aerated lagoon
system. The lagoon effluent is disinfected by use of an ultra-
violet disinfection unit before discharge into Coal Creek. Based
upon Department of Health publication "Criteria Used In Review of
Wastewater Treatment Facilities" and normal design criteria, the
facility has a hydraulic capacity of 0.44 MGD. Present aeration
capacity is 0.29 MGD with expansion to 0.44 MGD easily accomplished
by the installation of an additional aerator. Disinfection capacity
is 0.72 MGD. The EWSD has acquired a parcel of land located in
Section 4 , T (41 , R 4,4 GJ of the 6th P.M. , for
future construction of a larger treatment facility.
3.2 Store Sewer System. The Town of Erie has few paved streets
and, thus, no extensive storm drainage system has been installed.
The EWSD reserves the right to provide for storm drainage facilities
in coordination with the Town of Erie.
4. AREA SERVED. The present boundaries of the EWSD are as set forth on
Exhibit B attached hereto. The EWSD reserves the right to adjust its
boundaries pursuant to Sections 32-1-401 and 501 C.R.S. , and as may be
hereafter amended. The 201 Planning Area of the EWSD is as set forth on
Exhibit C attached hereto.
5. FUTURE SERVICES. Although the recent population projections of the
Denver Regional Council of Governments indicates a population of 2,730
for the Town of Erie in the year 2000, there is presently in excess of
1,000 acres of undeveloped land within the EWSD boundaries. Approximate-
ly 700 acres of that land is either platted or is situated within an
approved planned unit development. Preliminary development plans have
been prepared for the remaining land. These developments are dependent
upon the provision of water by the Town of Erie. If these major develop-
ments are completed, the existing treatment facility would be replaced
with a larger treatment facility probably located at the site further
north of the Town. Design, financing, construction, location, and other
related issues remain within the sound discretion of the Board of Direc-
tors of the EWSD andpursuant to statute.
